A career civil servant with 36 years’ experience in various aspects of the Civil
Service. I have experience of operations and management with the last 21 years in IT
delivery of which the last 12 years have primarily been in Project and Programme
Management.
I joined the Inland Revenue at the age of 17 as a Clerical Assistant and have worked
my way through the grades to Senior Principal (Grade 6). I am well grounded in the
IT delivery world and particularly experienced in requirements and Project
/Programme Management
I am keen to apply and develop my skills and experience to delivery jobs in wider
areas of public/community service.

Employment History
1980 – Joined HMRC (formerly known as Inland Revenue) as a Clerical Assistant.
1984 – Promoted in to a Clerical Officer. These grades involved working on a range
of customer accounts and ensuring their affairs were up to date and correctly in order.
1987 – Promoted to Executive Officer. This meant managing a team from 3 to 6 staff.
1989 – I became an IT Trainer. This was delivering training to HMRC staff on the
first two IT systems that were implemented in the department.
1991 – Extended trainer responsibilities to take account of vocational and skills
learning. This entailed course design and delivery.
2. 1992 – Promoted to Higher Executive Officer – I took up duty as a Business Analyst
attributable to change and development on two mainframe systems
1997 – Transferred to Requirements Manager on banking systems. Responsible for
the requirement catalogues for three major changes and countless smaller ones! The
one with most impact was for a new system to automate cheque processing and
clearing for the Accounts Offices – the project value was £4m
1999 – Promoted to Senior Executive Officer. Business Project Manager –managing
several sizeable projects (see achievements for more details).
2007 – Promoted to Grade 7 as part of the in-house IT Supplier Senior Management
Team. I was responsible for four teams: IT Configuration, Live Release,
Environments and IT Support.
2008 – I remained part of the Senior Management Team but became a Programme
Manager responsible for the delivery and stakeholder management for a number of
sizeable IT releases (see achievements for details)
2011 – I took over responsibility as the Lead Design Authority heading a team that
were responsible for the Requirements and Design of Enforcement and Compliance
systems.
2012 – I moved to a role as Programme Manager for a business area in HMRC,
covering a range of changes from minor (typically £150k) to major system changes –
(over £10m).
2014 – Transferred to the Department for Education on promotion to Grade 6 and
currently work as the Head of Projects and Programme in the DfE in-house IT
supplier. In my time as Head I have overseen almost 100 IT project releases ranging
from small projects (development time up to 3 months) to large Projects (development
time over 9 months). I am responsible for the line and task management of five
Programme Managers and oversee a further 18 Project Managers.
Key Achievements
As Business Project Manager I have project managed the successful delivery of the
following projects
Debit Card Line – Enabling HMRC staff to take Debit card payment over the
telephone as a “retailer” and file deposits and credits with the Merchant
Acquirer (Bank) – The end to end project management for a 15 month
duration with a £6m budget. Delivered on time and within budget.
Receipts Clearing System – system for handling all payments in (electronic
and paper) which accounted and reconciled postings to the customer account
through to the bank lodgement (peak days were over 100 payments a day)
Project delivered 2 months late (by agreement with stakeholder) and within
budget (£5m).
Debit Card by Internet – enabling customers to interact with the department
on-line and pay their bills by debit card. Delivered on time and within budget
(£3m).
Credit Card by telephone – extended the Debit Card Line to include credit
card payment and enabled the HMRC agents to group together more than one
bill to be paid as one payment. Delivered on time and within budget (£4.5m).
As Programme Manager I have overseen the delivery of numerous projects. Mainly in
the customs area of development for surveillance and accounting systems/changes.
3. Project value has ranged from £0.8m to £18.2m. In my portfolio I have successfully
complied with the 80% Live Implementation Date on time target set for the in-house
supplier. I oversaw up to five Project Managers at one time and 27 IT deliveries of
which five were over £1m in value.
As Head of Projects and Programmes I have overseen almost 100 IT project releases
ranging from small projects (development time up to 3 months) to large projects
(development time over 9 months).
Interests
Outside of work I enjoy cycling and walking. I love all sorts of music and was a
presenter of a Sunday morning show for Radio North Kent (the Gravesend Hospital
Radio Station) for 6 years, only giving this up as we moved away from that area. I
take an interest in sport particularly football and my favourite team is QPR!
In August 2015 my wife and I bought a boarding cattery in Sandwich. I enjoy both
the business owner role and the hands on role I do at the weekends!
The future
I am passionate about public services and welcome the opportunity of continuing to
work in the civil service. I have worked for the past year in the Department for
Education as Grade 6 and have enjoyed overseeing the projects and Programme
Managers. I enjoy working with change and welcome the opportunity to continue
Project, Programme of Portfolio Management work. I am comfortable with an overall
responsibility role but probably prefer a more hands on role eg Project or
Programme/Portfolio Manager. I have track record of delivery and hope to make use
of that for good purpose in the delivery of public service projects.
