What is our challenge?
• Provide Virginia veterans and veteran advocates
a better process to drastically reduce the interminably
long delays associated with application for state and
federal benefits.
• Currently, only 5% of claims submitted to the VA
are “ready to rate” due to incomplete forms, missing
data and poor data accuracy. As a result, the average
wait time for a simple claim is almost a year and an
appeal generally take 2-3 years.
Why does this challenge exist?
• Over 100,000 Virginia veterans receive benefits
from the VA and the number of applications is
increasing by over a thousand each year.
• Virginia’s Department of Veterans Services (DVS)
claims service agents have reached capacity and
cannot keep up with demand.
• DVS is losing experienced claims service agents
faster than we can replace them. It takes 3-5 years
to train and become a qualified agent.
What does this mean to our veterans?

• Delayed benefits
• Inconsistent customer service

What’s the Answer?
How can TurboVet tackle the challenge?
• TurboVet® is a web based computer system that uses a
innovative decision logic process. Such a software application
will improve the accuracy of applications and ensure that
supporting information is presented in a clear and consistent
manner, making disability claims ‘ready to rate”.
• TurboVet® will provide the DVS with a robust, secure, and
cost-effective system to serve more veterans with current human
resource levels. It will allow DVS to file an additional 6,000 claims
per year that are accurate, complete, and “ready to rate”.
• TurboVet® will improve the accuracy and timeliness of
disability claims making the “ready to rate” average climb from
5% to over 95%. Monetary awards per claim will also be increased.
• TurboVet® will have a definite, positive impact on the Virginia
Wounded Warrior mental health program by allowing veterans to
receive VA benefits for Post Traumatic Stress Disorder (PTSD)
and Traumatic Brain Injury (TBI) much faster.
What is the benefit to the Commonwealth?
• Distributed benefits are estimated to be up to $195 million
annually.
• Distributed federal benefits to our veterans of up to $195
million annually
• Increased sales tax revenues to Virginia of up to $1.35 million
annually
• Reduced costs to Virginia to manage veteran benefits
processes
• Executive Order 19 accomplishment

The TurboVet Innovative Process
Step 1
The veteran, or someone they trust,
using any model or speed of computer,
logs onto the Internet to their state
veterans affairs website.
Step 4
TurboVet®
Task Center allows
the veterans to track and monitor the
progress of their event documents.
Step 2
On the site, the TurboVet®
icon is
selected and the veteran simply
answers the questions and fills in
the data requested. TurboVet®
will
respond intelligently and presents a
list of all required documents and fills
them out perfectly.
Step 3
The veteran has the option to save
and print each document locally, or at
a touch of a button, electronically
submit all the necessary data from the
documents securely to be processed.
