Key Principles of SNOMED CT
To provide a single clinical terminology/coding system to support
interoperability with accurate & consistent information exchange across
all care settings
Support strategic ambitions of NHS Business Plan (e.g.Five Year
Forward View, Personalised Health and Care 2020, GP Forward View,
STPs & LDRs)
SNOMED CT is an international terminology – enable UK to effectively
participate in research/analysis to enable global health improvements
Underpin and support health and social care transformation

What should CCGs be doing locally?
Ensure general practices are fully sighted of transition to SNOMED CT - signpost
support available
GP IT Operating Model ‘core and mandated’ requirement - comprehensive data quality
advice/guidance service is available to general practice – review in light of SNOMED CT
requirements
Ensure GP IT delivery partners are fully prepared, training materials updated and
support staff fully prepared
Opportunity for housekeeping / review of local reports, templates
Review any local commissioned reporting/data analysis services – ensuring that data
warehouse, extraction and analysis tools can accommodate SNOMED CT

Role of NHS Digital - SNOMED CT
NHS Digital SNOMED CT in primary care programme - established to
support & facilitate the implementation of SNOMED CT in primary care
Highlight the benefits that can be achieved through SNOMED CT, which
provides a rich and sophisticated clinical terminology nomenclature
Working closely with GPSoC Suppliers (EMIS, Vision, Microtest, TPP) &
Lot 1 subsidiaries – implement SNOMED CT safely & efficiently, assuring
products & providing implementation support /guidance
Support CCGs, as local commissioners of GP IT services - ensuring
relevant / timely advice & guidance

Today’s event – aimed very much at CCGs (and their GP IT delivery partners)
In order to effectively support the transition to SNOMED CT, CCGs need to ensure that GPs within the CCG area are fully sighted on the transition to SNOMED CT and implementation requirements, including signposting the support available via NHS Digital and GPSoC clinical system suppliers.
‘Core and mandated’ local commissioner responsibilities within the GP IT Operating Model, Securing Excellence in GP IT Services 2016-18 - CCGs responsible for ensuring that a comprehensive data quality advice and guidance service is available to all GPs, including training in data quality, clinical coding and information management skills.
Ensure locally commissioned GP IT delivery partners have preparations in place to support the transition to SNOMED CT – including ensuring that:
Training materials/courses and IT training and facilitation staff are all fully updated to reflect SNOMED CT clinical coding standards and requirements.
Report/search facilities reflect SNOMED CT requirements
Content finding/code identification in SNOMED CT
NB: Once initial implementation has taken place, general practices will require ongoing support from GP IT delivery providers to fully realise the benefits that can be achieved through the use of SNOMED CT, which provides a rich and sophisticated clinical terminology nomenclature??
Opportunity for housekeeping / review – identifying any reports, templates or business rules which may need to be reviewed and updated in light of the change to SNOMED CT – real opportunity to tie in with local Data Quality activities, use the opportunity to support CCGs in an active ‘housekeeping’ review.
CCGs should engage with any organisation(s) that provide local reporting/data analysis services, regarding their plans to transition to SNOMED CT ensuring that data warehouse, extraction and analysis tools can accommodate SNOMED CT.
