10% of Nigeria's budget is allocated to education but much of these funds do not reach classrooms due to issues like foreign scholarships and contracts that do not deliver infrastructure. Over 123 billion naira in education funds from the Universal Basic Education Commission and Tertiary Education Trust Fund have gone unaccessed in the last 5 years. Reforms are needed for education spending to maximize the use of existing funds and ensure they support development and sustainability by addressing problems such as poor infrastructure, low teacher quality, and the 10.5 million children not in school.

Exploiting Nigeria’s Education funds • Education (SGD4) is key to development and sustainability, especially in developing countries like Nigeria • This project is targeted at Education stakeholders in Nigeria, a Low-Middle-Income country in West Africa • Large amounts are budgeted for education yearly by Federal, State and Local Governments • However, most of the funds DO NOT GET TO THE CLASSROOMS! • Policy reforms in education are required to maximise use of existing education funds for development and sustainability, and avoid wastages • Requirements for federal education funds should be flexible and accommodating to enable institutions/states access them (over N123 billion/$500million un-accessed in the last 5 years) • Contract scams should be eschewed from education infrastructural spending, government should monitor projects execution more effectively • Scholarships should be granted to students into well-developed Nigerian universities, instead of current spending on foreign scholarships (N55billion/$230million in 2015) • Government should embrace low-cost education innovations; partner with development institutions to scale up successful pilots using government funds • Attention should be paid to teacher development, provision of instructional materials, conditional grants, etc • Funds should also be made available to get the 10.5 million out of school children into schools Sources: ubec.gov.ng, budgetoffice.gov.ng, tetfund.gov.ng Song: Tomorrow’s Leaders by Faze (for ESSPIN/UKAid, Nigeria)
