4. Clinical Legal Education Program (CLEP) is an
experiential, interactive and reflective credit-
earning teaching course with the objectives of
providing law students with practical knowledge,
skills and values necessary for the application of
law, delivery of legal services and promotion of
social justice and public interest, especially to
the marginalized, while inculcating in the
students the values of ethical lawyering and
public service. (Sec. 2a, Rule 138a)
5. • CLEP consists of learning activities
covered by this Rule, undertaken either a
1) law clinic or an 2) externship, which
shall incorporate the teaching of legal
theory and doctrines, practical skills, as
well as legal ethics.
6. • The program is required by the Supreme
Court and Legal Education Board.
• CLEP 1 is governed by A.M. No. 19-03-24
SC or Rule 138-A Law Student Practice
Rule.
7. Eligibility Requirements of
Law Student Practicioners
• No law student shall be permitted to
engage in any of the activities under the
Clinical Legal Education Program of a law
school unless the law student has applied
for and secured the following certification:
a) Level 1 certification, for law students who
have successfully completed their first-year
law courses;
8. I've not taken all first-year subjects or I
failed in one, am I eligible for CLEP 1?
No, you are not eligible yet. Rule requires you to
pass all first - year subjects based on the
Perpetual Law School curriculum in order to apply
for Certification.
The Dean shall issue a certification that the
student finished the academic requirement.
Without this, you cannot take the subject and apply
for certification as Level 1 Student Practitioner.
9. I do not have my complete first-year
grades yet, do I need to apply now?
You can begin the application process. Your filing
before the Court does not automatically amount to
approval. However, grade requirements should be
met before submission to the Court.
If you fail to qualify because of a failing mark, your
application will be denied. You can try next
semester.
11. Two Options:
• Law Clinic
– Office of the Legal Aid of the School (not
available yet)
• Externship
– the courts (within NCJR),
– the integrated Bar of the Philippines (IBP)*,
– government offices*, and
– law school - recognized non- governmental
organizations (NGOs)*
*requires Accreditation from School
12. Law Clinic
• Office or center which is a component of
the law school’s clinical legal education
program that renders legal assistance and
service as herein provided to eligible
persons, groups and / or communities.
(Sec. 2 (c) )
13. Externship
• Part of the clinical legal education program
if : a) it allows students to engage in legal
work for the marginalized sectors or for the
promotion of social justice and public
interest, and b) it is undertaken with any of
the following : (i) the courts, the integrated
Bar of the Philippines (IBP), government
offices, and (ii) law school - recognized
non- governmental organizations (NGOs).
14. Practice Areas of Law Student
Practicioners
• Subject to the supervision and approval of
a supervising lawyer, a certified law
student practicioner may:
– For Level 1 Certification:
1. Interview prospective clients;
2. Give legal advice to the client;
3. Negotiate for and in behalf of the client;
4. Draft legal documents such as affidavits,
compromise agreements, contracts, demand letter,
position papers and the like;
15. 5. Represent eligible parties before
quasi-judicial and administrative bodies
6. Provide public legal orientation;
7. Assist in public interest advocacies
for policy formulation and
implementation

• One Hundred Twenty (120)
Hours of training
• Should be finished in one
semester
17. Completion
If student fails to finish the
requirements of the subject, the student
can complete the subject within two
semesters.
Failure to complete the subject within
the time given will be given an
automatic failing grade.
18. Requirements before you
render your Training with the
Law Clinic or Externship
1. Submit Application Form AND
Endorsement from the Dean to the Office
of the Clerk of Court of Las Pinas City
2. Pay the CLEP Fee (P210.00)
3. Receive CLEP 1 Certificate from Court
4. Take an Oath Taking
5. Coordinate your CLEP office assignment
20. Certification Application
Requirements
• The law student must submit a duly
accomplished application form under
oath in three (3) copies accompanied by
proof of payment of the necessary legal
and filing fees.
• The law school through the dean or the authorized
representative shall submit to the Office of the Executive
Judge of the Regional Trial Court (RTC) having
jurisdiction over the school the certification that the
student finished the academic requirements.
21. Level 1 Certification
• The Executive Judge of the RTC shall
evaluate, approve, and issue the
certification within ten (10) days from
receipt of the application.
• The Level 1 certification issued under this
provision shall be valid before all courts,
quasi-judicial and administrative bodies
within the judicial region where the law
school is located.
22. PERSONAL FILING
1. Fill up the CLEP 1 Application form here:
Paper should be 8.5x13, font 14, margins should comply
with the efficient paper rule.
2. Print three copies and then affix your original signature
on each copy. (NOT E-SIGNATURE)
3. . Proceed to a notary public for notarization of all
three Application forms.

4 . Submit your notarized Applications Forms to the Office of the
Dean, University of Perpetual Help Dalta College of Law. Put in
envelope the following details: CLEP Section, Application Form.
5. The Dean’s Office will prepare the Endorsement. Application Forms
and Endorsement will be submitted to the Clerk of Court of the
Regional Trial Court in Las Pinas City.
6. Students will be informed by the Office of the Clerk of Court when
the filing fee of Php 210.00 will be paid. Payment of Fee will be BY
CLASS. Please designate a company representative.
The Clerk’s Office is located at the Hall of Justice, Las Pinas City. Wait
for instructions from the OCC. They will instruct you when the
Certifications will be released.

7. Immediately Notify your CLEP Professor
that you accomplished the filing.
8. Choose and Apply your office for CLEP
Externship.
26. For Externship
Students are responsible for inquiring and applying with
the court, government offices, IBP and NGO.
For government office, IBP and NGO, they should
submit the proposed Externship program. Activities
should be those listed under Practice Areas of CLEP.
After the school approves the program, a Memorandum
of Agreement will be executed between the agencies.
