Australian Spectrum Users
n National Broadband Network
n Public Mobile Network Operators
• Telstra
• Optus
• Vodafone Hutchison
n Federal and State Organisations
• Defence
• Police
• Emergency Services
• Railways
• Public Utlities

The National Broadband Network
n Conceived by previous government as a national wholesale only, open-access
data network for all Australians
• Based on FTTP plus fixed wireless and satellite technologies
• Estimated to cost AUD43 billion when announced in 2010
• Data speeds of up to 100 Mbps download and 40 Mbps upload
n Liberal Coalition government has substantially revised the plan to introduce FTTN
and FTTB technologies with an estimated cost of AUD29.5 billion by 2019
n Fixed wireless network is based on LTE TDD technology operating in the 2.3 GHz
band and intended to serve 1,020,000 premises or 8 per cent of total national
figure
• The NBN Corporate plan estimated a budget of AUD3.5 billion to build 1,400 wireless
towers, launch two satellites and install end-user equipment
• The fixed wireless network will offer speeds of up to 25 Mbps download and 5 Mbps

NBN Spectrum Usage
n NBN has access to 98 MHz of spectrum in 2.3 GHz band plus 100 MHz in the
3.4 GHz band (currently not utilized)
• Requires line of sight to premises
• Therefore much denser grouping of sites than for a typical mobile network
• Also has to contend with interference between adjacent networks
n NBN however does not have spectrum for around 320 of the 2,400 sites initially
scoped as required
• This affects about 80,000 premises located on the fringes of the capital cities
• The alternatives of FTTN or satellite are either too expensive or capacity limited
• 60-80 MHz of spectrum is needed and will need to be acquired

NBN Satellite Design
n NBN Long Term Satellite Service consists of two Ka Band
(26.5-40 GHz) multi-spot spacecraft
• 10 geographically dispersed ground stations and 2 Central Data
Processing Centres
• 101 user beams per satellite with 80cm diameter home dishes

Over 70% of these new postpaid customers have switched from either Vodafone or Optus,
with over half of them being iPhone owners. While the real annual growth in the Telstra
iPhone customer base has come from those using the iPhone 5S, Telstra was able to take
advantage of those consumers who purchased the newly launched iPhone 6 and 6 Plus and
changed carrier in the process – 40% of new iPhone 6 users changed networks.
Kantar is a newcomer to the market research scene in Australia, though it has been
researching the data internationally for many years. Some have questioned its data, but it is
important to understand that it excludes enterprise customers, where Telstra’s share is
probably even greater.

In the prepaid market, Kantar has previously reported market share growth for MVNOs
(mobile virtual network operators). As a group, MVNO share is static, but Aldi continues to
edge up with plans especially appealing to male smartphone owners aged under 35. For
Amaysim, the growth rate has started to slow as it becomes more established in the
prepaid market. But year-on-year growth in its total customer base is still a healthy 17%.

DoC Mobile Coverage Programme
n The Federal Government has allocated AUD100 million to improve mobile
coverage in remote areas
• AUD80 million will be spent on mobile network expansion
• AUD20 million has been allocated to fixing ‘black spots’
n Discussion paper published in December 2013 outlined three options
• Single MNO delivery of complete rollout on nominated sites
• Multiple MNOs selected for individual base station sites
• Wholesale network provider open to all MNOs
n The Government will require
• A significant contribution from the successful bidder
• A guarantee to deliver services for a minimum of ten years
• A range of co-location and open access provisions
n Over 4,000 locations of poor or no coverage were identified in submissions

  • 44. Australian Mobile Market (excludes Enterprise) © TeleResources Engineering (Aust) Pty Ltd 2014 43 Over 70% of these new postpaid customers have switched from either Vodafone or Optus, with over half of them being iPhone owners. While the real annual growth in the Telstra iPhone customer base has come from those using the iPhone 5S, Telstra was able to take advantage of those consumers who purchased the newly launched iPhone 6 and 6 Plus and changed carrier in the process – 40% of new iPhone 6 users changed networks. Kantar is a newcomer to the market research scene in Australia, though it has been researching the data internationally for many years. Some have questioned its data, but it is important to understand that it excludes enterprise customers, where Telstra’s share is probably even greater. As a group, MVNO share is static, but Aldi continues to edge up with plans especially appealing to male smartphone owners aged under 35. For Amaysim, the growth rate has started to slow as it becomes more established in the prepaid market. But year-on-year growth in its total customer base is still a healthy 17%.
