Manager of Environmental Affairs
Managed a staff of 7 along with consultants and contractors working on environmental compliance. Made regular
presentations to management and refinery personnel on environmental performance and accomplishments.
Completed and submitted internal and external reports including monthly DMRs, annual emissions, TRI, Green
House Gas, semi-annual remediation project status and corporate performance metrics.
Proactively obtained permits for new operations, renewals and amendments under the Title V and Texas NSR
air programs and the NPDES water program while minimizing impacts to Refinery operations.
Implemented the specific requirements of a NSR Consent Decree that included BWON, LDAR, and NSPS
provisions in a cost effective manner using internal resources, and completed reports including semi-annual
status summaries.
Assessed applicability of various regulations, including BWON; LDAR; QQQ; NSPS Subparts J, Ja, and Kb;
MACT including Refinery, Boilers, and Heaters; and pipelines, and developed compliance programs that
satisfied regulatory requirements that included training, procedures, and tools.
Working with multiple departments, published to internal and external stakeholders an 8 page annual report
that provided an overview of refinery environmental and safety performance. No other CITGO facility or
corporate published a similar report.
Participated in multiple Community Groups including the Community Advisory Council and Long Term
Health Committee, reporting on Refinery operations and gained the trust of the members.
Led environmental compliance and enforcement communication efforts with regulatory agencies including
EPA, TCEQ, Texas GLO, and Texas RRC and developed positive relationships with agency staff.
Worked with Project Managers as the subject matter expert on environmental requirements resulting in capital
and maintenance projects meeting or exceeding the environmental requirements.
Participated in and at times led event triggered Root Cause Analysis investigations that identified corrective
actions that when implemented prevented recurrence of the event.

Participated actively as the key resource and principle author for a multi-discipline team that designed and
implemented a first ever company-wide, multi-function, integrated management system.
Established for the first time formal environmental awareness and compliance training for Refinery managers,
supervisors and operators.
Integrated environmental requirements into management of change (MOC) procedure thus expanding the
procedure from being solely safety driven to also to include consideration of environmental requirements.
Developed and applied a company-wide qualitative risk analysis procedure thus standardizing risk analysis
