Lyle was a very dynamic individual at the Department of the Treasury, Internal Revenue Service,
Criminal Investigation Division (IRS-CID). We had the responsibility of a very complex and
difficult government program. This program was a part of the Asset Seizure/Forfeiture Section of
the IRS-CID. Our office collected asset seizure/forfeiture information and provided detailed and
summarized reports to key, high level officials in the Federal Government. Information we
provided was used to brief key Senators in Congress and the Secretary of the Treasury.
Lyle joined our office in August 1994 as a legal Technician. I was Lyle's immediate supervisor
from 1994 until my retirement in 1996. Our office managed all the data for the Asset
Seizure/Forfeiture Program. Information requests from Washington required a quick turn-around
time. Lyle was of invaluable assistance in helping our office meet these deadlines. He worked
very efficiently and displayed a strong work ethic. He has to interact with numerous people
throughout the nation, as well as review the quality of the data received from about 20
employees, who were under his purview.
Lyle is a very bright young man with great potential. Although we had a program in place, he
showed initiative by providing new ideas and developing procedures for implementation, which
greatly enhanced our productivity. Lyle had a wonderful disposition and was always willing to
help others with projects. He had excellent rapport with our other office employees. Lyle is not
shy about expressing his ideas of opinions; he is very articulate and creative. He is very
observant and detailed in his work and takes great pride in a job well done.
Lyle has excellent qualities listed above that would make him an outstanding student in your
academia. I believe Lyle would be an outstanding graduate student of Public Administration and I
