1. Peru
The first presidential debate for the second round of the presidential
elections in Peru took place on Saturday, May 1st, in the city of Chota in
Cajamarca, where the candidate Pedro Castillo of the Peru Libre party
was born. The candidate Keiko Fujimori of the Fuerza Popular party,
who requested this debate and accepted Castillo's conditions for having
it, urged Castillo to accept the following four debates to be organized
by the National Elections Jury.
The main proposals made by the presidential candidates on the five
topics discussed are presented below:
1. Health
Pedro Castillo:
- Purchase of 20 million vaccines against Covid-19 from Russia (for
which they have already talked with the ambassador of that
country) which would arrive from the first half of August.
- Referendum to call a constituent assembly to draft a new
constitution that recognizes health as a constitutional right and
allocates a budget for said sector of no less than 10% of GDP. This
will allow the establishment of a primary family medical care
system.
- He pointed out that in his government it will not be able to profit
from the health and life of the Peruvians.
- Creation of a ministry of science, to support the development of a
Peruvian vaccine.
Keiko Fujimori:
- Use of 70k molecular tests per day, instead of the less efficient
“rapid tests” currently used, to make a policy of contact tracing.
- Construction of oxygen plants throughout the country.
- “Oxygen Bonus” for all those who have lost a family member, to
help them pay their debts.
- Negotiation for the purchase of the Russian vaccine and other
laboratories. Her government will also support the development of
the Peruvian vaccine, but it could be ready in two or three years.
Creation of the program “Suma de vacunas” where the church,
other institutions and private companies will also participate to
vaccinate the population for free. Vaccination of all Peruvians this
year.
- Construction of more hospitals.

2. 2. Education
Pedro Castillo:
- Recognize education as a constitutional right that is not to be profited
from.
- Recover the money from corruption to fund internet access to public
schools.
- Teachers (through regional governments) will create the new school
curricula, to educate children in values.
- 10% of GDP will be allocated to the education sector.
- Students will have free access to universities.
- The best students from universities will have a scholarship to study
abroad to bring technology to the country.
- Prisons will be rehabilitation centers, so that prisoners can find work later.
Keiko Fujimori:
- Provide a technological basket to students and teachers, consisting of a
tablet or computer, which includes school texts, and a cell phone to be
able to access virtual education properly.
- Teachers will be included in the first group of vaccination against Covid-
19, to be able to return to face-to-face education.
- Modernization of schools and construction of 3k new schools nationwide.
- Increase in the salary of teachers, along with training. Formalization of
teacher contracts, at least 50k more formal contracts in the next five
years.
- Her government will also review the contents of the educational texts,
together with the parents, in order to include an appropriate education on
terrorism in the country and to emphasize gender equality.
- Creation of technical institutes so that young people can find work more
easily.
3. Economy
Pedro Castillo:
- Unlock projects in regional and local governments. If these governments
do not execute those projects, the (central) government will carry them
out directly.
- Review contracts with transnational companies to increase the taxes they
pay from 30% to 70%. This will increase spending on health and
education.
- SUNAT will collect the large debts owed by the companies.
- The National Bank (government bank) will provide loans to small
entrepreneurs and will buy the loans they already have to lower their
interest rates.
- Second agrarian reform, so as not to import what the country produces.
- Opening of tourism at the national level.
- The Camisea gas will be recovered for all Peruvians, as well as gold, silver,
zinc, the sea and the jungle.
- The Pension 65 program will be for people over 60 years of age.
- He will renounce the presidential salary and cut the salary of ministers
and congressmen by half, to give it to the most vulnerable people.

3. Keiko Fujimori:
- 40% of the canon (percentage of the state's collection for the extraction
of natural resources) will be distributed directly to the population.
- The creation of 2 million jobs with the programs Foncodes (entity that
provides support to small businesses in rural areas), Pronamachcs (to
make reservoirs and irrigation channels), and a fund to reduce the price of
fertilizers.
- Improved seeds and 5,000 tractors will be purchased to support farmers,
who will also receive technical advice.
- 40% of state purchases will be from small entrepreneurs.
- The enhance of social programs such as Pronaa (national program that
contributes to the reduction of chronic childhood malnutrition), Beca 18
(program that allows students to access the best institutes and
universities in the country), and the Pension 65 program which will
double the economic subsidy that gives to people over 65 years old living
in extreme poverty from PEN250 to PEN500 every two months.
- The creation of a fund of PEN10bn to buy debt from small entrepreneurs
through COFIDE (state development bank).
- Review of the selective consumption tax to lower the price of fuel to
reasonable levels (a specific mention was made of public transport
companies).
4. Security
Pedro Castillo:
- Crime will be fought with better education.
- The police will work together with the “ronderos” (a rural self-defense
organization) and local organizations.
- Corrupt judges and prosecutors must go to jail and new judges must be
elected by the people.
- The prisoners will work to build the infrastructure projects that need to be
done in the country, such as bridges, roads, schools, hospitals, etc.
- The armed force will help prevent illegal immigrants from entering the
country.
- Foreigners who commit crimes will be extradited from the country in no
more than 72 hours.
- Pay the social debt owed to the police.
Keiko Fujimori:
- Strengthening the police with more equipment, better salaries, and
training.
- Greater criminal investigation, with greater technology, and the creation
of crime prevention maps
- To prevent young people from starting criminal activities, it will facilitate
the creation of employment in this segment of the population, through
the construction of technical institutes so that young people can be
better prepared to access the labor market and giving benefits to
companies that hire young people who have just finished their studies.
- Construction of new prisons that are effective resocialization centers,
where prisoners can receive education and training so that they can find a
job.
- The “ronderos” and other local organizations will be called to work
together to improve the security of the country.

4. 5. Corruption
Pedro Castillo:
- Civil death for corrupt public officials, so they do not return to work in the
state.
- Recover all the money stolen by the corrupt and give it to the lowest
income families.
Keiko Fujimori:
- Strengthen the comptroller's office of the government, with sanctioning
capacity so it can remove corrupt officials.
- Protection of lower-ranking officials so that they can safely report
corruption.
- 100% transparency for citizens and the media to see the state's
acquisitions virtually.
- Program to professionalize senior government management and thus
have the best team.
