assign a PCP for the first time. The
system a background color and language
as a visual cue to the end user that an
assignment needs to be made

The PCP profile will display the current
assigned PCP with an option of to view
detailed information and update the PCP.
In this state, there are no indicators to the
end user that a PCP assignment needs to
be made or that an update is pending.
