Define your requirements ; Functional (multilingual), technical ( user scale) and cost requirements (ad license fees). e.g. download SCORM excel tutorials whilst also providing content for ILT.

Provider evaluation:
Request for information (RFI): How they can meet your requirements.
Provider demonstration: Invite provider to the office to solve your case studies and rule out the weakest.
Trial version: Request a trial version of your case study to explore user interface/design etc.
Ask for customer references.
Financial standing: Assess the financial strength to determine if the provider has the capability to support your product and evolve respectively.
