5. 2016 DHS Small Business Achievements
Small Business Highlights
•Since SBA implemented a letter
grade system for the Annual SBA
Scorecard in FY 2009, DHS has
received a grade of “A” seven
years in a row, the largest federal
agency to have such a track
record.
•In FY 2016, about 16,000
companies representing all 50
states, Washington, DC, and five
territories had DHS prime
contracts. Of the 16,000, about
10,500 are small businesses;
remarkably, of those 10,500,
about 2,200 small businesses
secured their first DHS prime
contract.

the art and science of innovation, particularly as applied to the
deployment of technology to offer transformative improvements in
mission performance.
• Life-Cycle Management—Develop a CBP life-cycle management
(LCM) capability focused on optimizing system and support services
performance, and establishing efficiency initiatives to minimize
investment and sustainment costs while achieving capability and
availability (readiness) outcomes.
• Human Capital—Create a thriving and dynamic workplace where
people are valued as individuals, where individual contributions are
enhanced and magnified through teamwork, where each team
member has an opportunity to succeed and grow, and where the best
and brightest choose to work.
19. 19
FY17 Program Office Goals
• Develop and sustain an acquisition workforce that has the skills and
experience necessary to expeditiously acquire and deploy
acquisition programs by, among other initiatives, undertaking CBP-
wide application of the High Performing COR Program.
• Improve acquisition governance by implementing the Portfolio
Acquisition Executive strategy identified in the C1 memorandum of
July 29, 2016.
• Streamline Acquisition and Procurement to support CBP operations
by strengthening the source selection process through ensuring
standardized CBP-wide source selection practices are followed and

20. 20
FY17 Program Office Goals - Culture
• Build the Enterprise Services (ES) Culture by putting the CBP
mission first and being creative and resourceful in applying rules,
policy, and laws to not only be stewards of our assets and
programs, but ensuring mission is in the forefront of everything we
deliver.
• Build the ES Culture by supporting the ES mission and working
together as one ES team with our fellow ES offices and our
customers, the operators.
• Build the ES Culture by exhausting “YES” in habitually seeking to
remove hurdles, obstacles, and impediments that stand in the way
of meeting Agency requirements and delivering solutions.
21. 21
FY17 Program Office Goals - Culture
• Build the ES Culture by understanding our customers and their
operational needs and requirements, while working
collaboratively, to serve them well and deliver whole-of-Agency
solutions.
• Build the ES Culture by asking “Who else needs to know?” and
sharing information with our colleagues, business partners, and all
those involved in decisions to break down silos in ES, fostering
stronger partnerships, and making our ES team stronger.

23. The Role of Technology…
• Is evolving
• In some areas, perhaps less emphasis on situational
awareness of activity that has crossed the border—and
more on awareness of activity near the barrier
– Consistent with direction to prevent all unlawful entries
• Could include many current technologies with different
concepts of operation, as well as new technologies
• Barriers alone will not be enough to achieve operational
control as defined in the Executive Order
23
24. Technology at the Ports…
• Non-intrusive Inspection (NII)
– X-ray, gamma ray, etc
– Interests: speed, safety, power, targets,
identification
• Data fusion and risk-based targeting
– License plate readers, biometrics, law enforcement
databases, etc
– Interests: speed, improved sensors, data mining
and fusion, decision support tools
• Radiation / nuclear detection
– Partnership with Domestic Nuclear Detection
Office
– Interests: speed, sensitivity, false alarms,
resolution, identification
• Automated Commercial Environment (ACE)
