•Since SBA implemented a letter
grade system for the Annual SBA
Scorecard in FY 2009, DHS has
received a grade of “A” seven
years in a row, the largest federal

• Innovation—Become a recognized thought and performance leader in
the art and science of innovation, particularly as applied to the
deployment of technology to offer transformative improvements in
mission performance.
• Life-Cycle Management—Develop a CBP life-cycle management
(LCM) capability focused on optimizing system and support services
performance, and establishing efficiency initiatives to minimize
investment and sustainment costs while achieving capability and
availability (readiness) outcomes.
• Human Capital—Create a thriving and dynamic workplace where
people are valued as individuals, where individual contributions are
enhanced and magnified through teamwork, where each team
member has an opportunity to succeed and grow, and where the best
and brightest choose to work.

• Develop and sustain an acquisition workforce that has the skills and
experience necessary to expeditiously acquire and deploy
acquisition programs by, among other initiatives, undertaking CBP-
wide application of the High Performing COR Program.
• Improve acquisition governance by implementing the Portfolio
Acquisition Executive strategy identified in the C1 memorandum of
July 29, 2016.
• Streamline Acquisition and Procurement to support CBP operations
by strengthening the source selection process through ensuring
standardized CBP-wide source selection practices are followed and
adopting agile acquisition support processes and procedures.
• Acquisition—Develop a capable, mature, efficient, and effective
acquisition and procurement organization.
