APPENDIX- 1 CONTENTS AND DESIGN GUIDELINESIN ENGLISH
1.1 INTRODUCTION
The guidelines provide guidance on designing public awareness materials for various target
groups by using posters/pamphlets, audio and video scripts. This design guidelines is prepared
both in English and Nepali language as included in Appendix-1 and Appendix -2 respectively.
Different kinds of posters/pamphlets are designed and presented Appendix-3. The audio and
video materials shall be produced by a separate team who are specialized in producing such
audio-video programs. In order to make audio-video program more effective, a team of
professionals comprising of actors, comedians,renowned figure of the public society,etc.
1.2 POSTER/PAMPHLET CONCEPTS, CONTENTS AND DESIGNS
A number of posters and pamphlets regarding the road transport safety are drafted considering
the target group of audiences as follows:
1. Target group: School Children
2. Target group: Pedestrians/Adult Passengers
3. Target group: Vehicle Drivers (generalpublic transport and private)
4. Target group: Public Transport Drivers (truck,bus, taxi etc.)
5. Target group: Two Wheeler and Pillion Riders

8. You are responsible for your own life.
Note:
 For producing print awareness materials it is important for the designer to understand
the objective, concept and target audience.
It is important to use language and pictures/illustrations or characters that the targeted
audiences can easily understand and relate to.
Nowadays infographics, which creatively combines factual information (data) with
visuals or graphics (pictures), are popularly used to inform, disseminate message and
raise awareness on various issues. Inforgraphics can be used for Axle Load Control
awareness also and can be disseminated through daily newspapers or other print media.
See below for a sample of an infographics on Axle Load Control.

1.3 AUDIO SCRIPT CONCEPTS ANDCONTENTS
Apart from posters and pamphlets a number of audio clips for creating awareness to various
target audiences on various aspects of road transport safety have been suggested asgiven below:
CONCEPT 1:ON USING ZEBRACROSSING ANDFOLLOWING TRAFFIC
LIGHTS/SIGNS.
Target Audience:
School Children, Pedestrians in general
Script/Content:
A child (boy/girl/Actor 1) telling parents about his/her teacher told them
about there was an accident today in Kathmandu (New Road, Durbar Marg
or Patan) and one pedestrian was hit by a bus and was seriously injured.
Parents (Father/Mother/Actor 2) asking how it happened? Actor one replies,
“It happened because the pedestrian did not use the Zebra Crossing and wait
for the traffic light signal.”
Key Message: “We should always use the Zebra Crossing and wait for the Traffic Light
signals and signs to crossthe road.”
CONCEPT 2: ON FOLLOWING TRAFFIC RULES
Target Audience:
Drivers (private and public transport).
Script/Content:
A woman (wife/Actor 1) telling her husband (who is a driver of public
vehicle/Actor 2) that somebody they know (another driver) had an accident.
Husband asking, “What happened?” Wife replying their acquaintance driver
broke his leg and will not be able to drive any more and is disabled now.
Husband asking how did the accident happen? Wife replying because that
driver was driving fast and did not follow the traffic rules. The wife
concludes giving a message that if he had followed traffic rules and not drove
fast then he would not have been disabled.
Key Message: “Always followthe traffic rules and maintain the speed limit.”

CONCEPT 3: ON DRINKING AND DRIVING
Target Audience:
Drivers (private and public transport)
Script/Content:
A son/daughter (Actor 1) telling a father (Actor 2) that his/her friend
(personalize it) had an accident while coming back from a wedding party.
The whole family was injured and hospitalized. Father asking how it
happened? Son/daughter telling the father that her friend’s father was
drinking in the wedding party and driving back home. The son/daughter says
one should not drive after drinking.
Key Message: “Do not drink and drive”.
CONCEPT 4: ON WEARING PROPER HELMET AND MAINTAINING SPEED
LIMIT
Target Audience:
Young two wheeler riders
Script/Content:
A young college boy/girl telling his/her (Actor 1) friends at college their
friend (personalize and name it) had an accident and has lost his/her leg. A
friend (Actor 2) asking he/she was not wearing helmet and driving fast?
Actor 1 telling yes he/she was wearing a helmet but it was not a proper
helmet and was riding the bike on high speed. Actor 2 saying if he/she (their
friend) had worn a proper helmet and maintained the speed limit then he/she
would not have had the accident and become disabled.
Key Message: “Always wear a proper helmet and ride carefully and not on high speed
your two wheelers.”

CONCEPT 5: ON VEHICLE MAINTENANCE AND ROAD SAFETY
RESPONSIBILITIES
Target Audience:
Private and public transport drivers in general
Script/Content:
A bus driver (Actor 1) tells another fellow driver (Actor 2) their common
fellow driver (personalize and name the person) had an accident and fell off a
cliff into Trishuli river and killed himself and other passengers. Actor 2 asks,
“How did it happen?” Actor 1 replies, “It was a brake failure, police are
saying.” If he had maintained his vehicle then the accident could have been
avoided.
Key Message: “We should always maintain our vehicle.”
Note:
 For producing the audio materials for radio programs it is important for the producer to
understand the objective, concept and target audience.
 The concept and content provided here are just guidelines for Public Service
Announcements (PSAs) of approximately 1 minute duration. The producers should be
able to use their creative acumen to give the message as much creatively and effectively
as possible.
 In using the actors or characters,it is important to have voices that are friendly and
pleasant to listen to.
 The Key Message narrator for each of the audio episodes should be different from the
actors and the voice should be clear and commanding.
1.4 VIDEO SCRIPT CONCEPTS ANDCONTENTS
Apart from above posters, pamphlets and audio clips another most effective way of awareness
program is video clips that are to be transmitted through local televisions are to be given due
consideration. For fulfilling these objectives the following video concept with the suggested
target groups has been given.

CONCEPT 1: ON USING ZEBRA CROSSING AND FOLLOWING TRAFFIC
LIGHTS/SIGNS
Target Audience:
School Children, Pedestrians in general
Script/Content (Visual Narration):
Visual 1 showing children in school uniform crossing a road not using Zebra
Crossing. Narration telling it is wrong to cross road not using Zebra Crossing
and following the Traffic Light signals. Visual 2 showing the same children
crossing the road using the Zebra Crossing and following the Traffic Light
signal. Narration saying this is the right way to cross the road.
Key Message: “Overloading vehiclesis a crime and can be penalized.”
CONCEPT 2: ON MAINTAINING SPEED LIMIT AND FOLLOWING TRAFFIC
RULES
Target Audience:
Drivers (private and public transport)
Script/Content (Visual Narration):
Visual 1 showing a bus driver speeding on a road and abruptly braking at a
Zebra Crossing, being crossed by a child/senior person. Visual 2 showing
speed limit, slow and Zebra Crossing traffic control signs. Visual 3 showing
the same bus driver driving slowly and observing the traffic signs and stopping
before a Zebra Crossing and letting a child/senior person cross the road using
the Zebra Crossing. Narration saying follow traffic signs and maintain your
speed limit.
Key Message: “Maintain speed limit and followtraffic signs”.
CONCEPT 3: ON AVOIDING OVERTAKING FROM THE WRONG SIDE AND
USING SIDELIGHTS WHILE DRIVING.
Target Audience:
Drivers of both private and public transport

Script/Content (Visual Narration):
Visual 1 showing a vehicle overtaking from the wrong side and hitting the
other vehicle (crash sound, if possible then visuals). Visual 2 showing a
vehicle overtaking from the right side and asking for overtaking, showing side
light after overtaking. Narration saying always asks or signal for overtaking
and overtake from the right side.
Key Message: “Ask and give signal and overtake from the right side.”
CONCEPT 4: NECESSARY TO WEAR PROPER HELMETS AND FOLLOWS
TRAFFIC SIGNS
Target Audience:
Two wheeler riders
Script/Content (Visual Narration):
Visual 1 showing a young boy/girl riding a two wheeler without wearing a
proper helmet and speeding carelessly not following traffic signs getting into
an accident. Narration saying this is what happens when riding two wheelers
carelessly.
Key Message: “ Wear a proper helmet and maintain speed limit while riding two
wheelers.”
CONCEPT 5: DRINKING AND DRIVING
Target Audience:
Four and two wheeler drivers, both private and public transport
Script/Content (Visual Narration):
Visual 1 showing a group of young men and women coming out from a
restaurant or a party after heavily drinking. One of the friends telling not to
drive the car and to take a taxi. But the friend does not listen and drives being
drunk and gets into an accident (sounds or visuals). Narration saying don’t
drive after drinking.
Key Message: “Do not drink and drive.”

Note:
 For producing the video materials for television programs, it is important for the
producer to understand the objective, concept and target audience.
 The concept and content provided here are just guidelines for Public Service

RTS-8/Manual for Designing,Implementing and Evaluation of Road Safety Awareness Campaign KEI in association with FBC Road Transport Safety and Axle Load Control Study in Nepal A1-1 APPENDIX- 1 CONTENTS AND DESIGN GUIDELINESIN ENGLISH 1.1 INTRODUCTION The guidelines provide guidance on designing public awareness materials for various target groups by using posters/pamphlets, audio and video scripts. This design guidelines is prepared both in English and Nepali language as included in Appendix-1 and Appendix -2 respectively. Different kinds of posters/pamphlets are designed and presented Appendix-3. The audio and video materials shall be produced by a separate team who are specialized in producing such audio-video programs. In order to make audio-video program more effective, a team of professionals comprising of actors, comedians,renowned figure of the public society,etc. 1.2 POSTER/PAMPHLET CONCEPTS, CONTENTS AND DESIGNS A number of posters and pamphlets regarding the road transport safety are drafted considering the target group of audiences as follows: 1. Target group: School Children 2. Target group: Pedestrians/Adult Passengers 3. Target group: Vehicle Drivers (generalpublic transport and private) 4. Target group: Public Transport Drivers (truck,bus, taxi etc.) 5. Target group: Two Wheeler and Pillion Riders (1) Material 1 Target Group: School Children Concept 1: Text message with relevant illustrations/pictures for using the road. Use pictures/illustration ofchildren. 1. Always use Zebra Crossing to cross the road.

During night use/wait for light signal from a vehicle to cross a road. Always read/look and observe the road signs.

Always check the condition of your vehicle. 2. When stopping or parking your vehicle give side or parking signal. 3. Always follow the traffic signals/rules.

You are responsible for your own life. Note:  For producing print awareness materials it is important for the designer to understand the objective, concept and target audience. It is important to use language and pictures/illustrations or characters that the targeted audiences can easily understand and relate to. Nowadays infographics, which creatively combines factual information (data) with visuals or graphics (pictures), are popularly used to inform, disseminate message and raise awareness on various issues. Inforgraphics can be used for Axle Load Control awareness also and can be disseminated through daily newspapers or other print media. See below for a sample of an infographics on Axle Load Control.

RTS-8/Manual for Designing,Implementing and Evaluation of Road Safety Awareness Campaign KEI in association with FBC Road Transport Safety and Axle Load Control Study in Nepal A1-20 1.3 AUDIO SCRIPT CONCEPTS ANDCONTENTS Apart from posters and pamphlets a number of audio clips for creating awareness to various target audiences on various aspects of road transport safety have been suggested asgiven below: CONCEPT 1:ON USING ZEBRACROSSING ANDFOLLOWING TRAFFIC LIGHTS/SIGNS. Target Audience: School Children, Pedestrians in general Script/Content: A child (boy/girl/Actor 1) telling parents about his/her teacher told them about there was an accident today in Kathmandu (New Road, Durbar Marg or Patan) and one pedestrian was hit by a bus and was seriously injured. Parents (Father/Mother/Actor 2) asking how it happened? Actor one replies, “It happened because the pedestrian did not use the Zebra Crossing and wait for the traffic light signal.” Key Message: “We should always use the Zebra Crossing and wait for the Traffic Light signals and signs to crossthe road.” CONCEPT 2: ON FOLLOWING TRAFFIC RULES Target Audience: Drivers (private and public transport). Script/Content: A woman (wife/Actor 1) telling her husband (who is a driver of public vehicle/Actor 2) that somebody they know (another driver) had an accident. Husband asking, “What happened?” Wife replying their acquaintance driver broke his leg and will not be able to drive any more and is disabled now. Husband asking how did the accident happen? Wife replying because that driver was driving fast and did not follow the traffic rules. The wife concludes giving a message that if he had followed traffic rules and not drove fast then he would not have been disabled. Key Message: “Always followthe traffic rules and maintain the speed limit.”

RTS-8/Manual for Designing,Implementing and Evaluation of Road Safety Awareness Campaign KEI in association with FBC Road Transport Safety and Axle Load Control Study in Nepal A1-21 CONCEPT 3: ON DRINKING AND DRIVING Target Audience: Drivers (private and public transport) Script/Content: A son/daughter (Actor 1) telling a father (Actor 2) that his/her friend (personalize it) had an accident while coming back from a wedding party. The whole family was injured and hospitalized. Father asking how it happened? Son/daughter telling the father that her friend’s father was drinking in the wedding party and driving back home. The son/daughter says one should not drive after drinking. Key Message: “Do not drink and drive”. CONCEPT 4: ON WEARING PROPER HELMET AND MAINTAINING SPEED LIMIT Target Audience: Young two wheeler riders Script/Content: A young college boy/girl telling his/her (Actor 1) friends at college their friend (personalize and name it) had an accident and has lost his/her leg. A friend (Actor 2) asking he/she was not wearing helmet and driving fast? Actor 1 telling yes he/she was wearing a helmet but it was not a proper helmet and was riding the bike on high speed. Actor 2 saying if he/she (their friend) had worn a proper helmet and maintained the speed limit then he/she would not have had the accident and become disabled. Key Message: “Always wear a proper helmet and ride carefully and not on high speed your two wheelers.”

RTS-8/Manual for Designing,Implementing and Evaluation of Road Safety Awareness Campaign KEI in association with FBC Road Transport Safety and Axle Load Control Study in Nepal A1-22 CONCEPT 5: ON VEHICLE MAINTENANCE AND ROAD SAFETY RESPONSIBILITIES Target Audience: Private and public transport drivers in general Script/Content: A bus driver (Actor 1) tells another fellow driver (Actor 2) their common fellow driver (personalize and name the person) had an accident and fell off a cliff into Trishuli river and killed himself and other passengers. Actor 2 asks, “How did it happen?” Actor 1 replies, “It was a brake failure, police are saying.” If he had maintained his vehicle then the accident could have been avoided. Key Message: “We should always maintain our vehicle.” Note:  For producing the audio materials for radio programs it is important for the producer to understand the objective, concept and target audience.  The concept and content provided here are just guidelines for Public Service Announcements (PSAs) of approximately 1 minute duration. The producers should be able to use their creative acumen to give the message as much creatively and effectively as possible.  In using the actors or characters,it is important to have voices that are friendly and pleasant to listen to.  The Key Message narrator for each of the audio episodes should be different from the actors and the voice should be clear and commanding. 1.4 VIDEO SCRIPT CONCEPTS ANDCONTENTS Apart from above posters, pamphlets and audio clips another most effective way of awareness program is video clips that are to be transmitted through local televisions are to be given due consideration. For fulfilling these objectives the following video concept with the suggested target groups has been given.

RTS-8/Manual for Designing,Implementing and Evaluation of Road Safety Awareness Campaign KEI in association with FBC Road Transport Safety and Axle Load Control Study in Nepal A1-23 CONCEPT 1: ON USING ZEBRA CROSSING AND FOLLOWING TRAFFIC LIGHTS/SIGNS Target Audience: School Children, Pedestrians in general Script/Content (Visual Narration): Visual 1 showing children in school uniform crossing a road not using Zebra Crossing. Narration telling it is wrong to cross road not using Zebra Crossing and following the Traffic Light signals.
