I. PROJECT’S GENERAL INFORMATION
Introduction
In the context of technical infrastructure development in all regions. The completed
work will contribute to shorten the Hau river, reducing traffic congestion, create
impetus in the development .One of the importand in central Mekong detal
connectivity project (CMDCP)-Vietnam.System will create a smooth road traffic, The
opening up opportunities for trade goods, create a breakthrough in economic
development, culture and society in the Mekong Delta region in particular, between
the western provinces to List Ho Chi Minh City and the country in general.
Vam Cong bridge across the Hau river connects Lap Vo Distric - DongThap province
and Thot Not Distric – Can Tho city.
 Start point: Km23+831.06(intersection design project) at LapVo
distric
 Finish point:Km26+800.46(intersection design project ) over
91 highway at Thot Not Distric.
 Total length of bridge: L = 2969.4m.
Scope and structure:
Scope:
The Bridge will have permanent design using presstressing reinforced
concrete in accordance with standard 22TCN272-05.
Design vehicle load: HL93.
Design frequency: P =1%.
Earthquake level: level 8, MSK scale.
Navigation dimension: B×H = 110×37.5m.
Bridge cross section: Width of bridge deck Bdeck=24.5m, including:
 4 lanes 4x3.5 =14.0m
 Central median strip 1.5m.
 Mixed lanes 2x3.0 = 6.0 m
 2 edge strip 2x1.0 = 2.0m
 Parapet 2x0.5 = 1.0m.
Structure:
Span arrangement: 39.7+10x40+2x30 + 15x40+210+450+210+24x40+39.7
Total length of bridge: L = 2969.4m.

Vertical curve diameter of bridge R=400m, vertical slope of bridge approach road in
Thot Not Distric-Can Tho city side is i = 2.5 %, in Lap Vo Distric–Dong Thap
province side is i =(2.5-3)%.
Superstructure of bridge:
 Main span structure:Cable-Stayed Bridge has 3 spans
(210+450+210)m from P28 to P29. The 25.8m wide deck consists of
two composite girders connected by cross beams, spaced at 4.0m.
 Approach span structure: Use Super-T beam, includes 28 spans in
Dong Thap province(from abutment A1 to P28) and 25spans in Can
Tho city side (from pier P29 to abutment A2), length of spans which
near A1 is 39.7m, near A2 is 39.7 m,lenght of span P11,P12,P13 is
30m and length of other spans is 40m. The 24.5m wide span cross
section includes 11 beams, arranged by distance between two beams
a = 2.2m. Beam height H = 1.75m.
 Bridge deck structure: 7cm asphalt concrete.
 Bearing: use pot bearing for main spans and steel plate elastomeric
anti-displacement and verticalbearing for approach spans have anti-
displacement ang horizontal.
 Expansion joint: tooth of a comb shape (metal and rail).
 Parapet, drainage pipes, lamp posts are made by hot dipped
galvanization steel.
Substructure:
 A1& A2 Abutments is reinforced concrete. Pile cap located on 12
reinforced concrete bored-piles with diameter  =1.5 m.
 The approach bridge piers: Pier is 2 columns by cast-in-situ
reinforced concrete.
o Type 1:Pile cap located on 10 reinforced concrete bored-
piles with diameter  =1.5m.
o Type2 :Pile cap located on 12 reinforced concrete bored-
piles with diameter  =1.5m.
 Pier PY1 and PY2: the same H variant. Pile cap’s dimension is
85x27.5x5 m located on 32 reinforced concrete bored-piles with
diameter  =2.5 m.

Steel volume of 1 pile: 124.1 tons

III. EQUIPMENT AND MANPOWER FOR EXECUTION
- Because the construction plan of Pylons PY1 and PY2 is located on the Hau River,
all construction activities will be arranged on the barge system anchoring at the
position of construction at PY1 and PY2.
- Contractor will execute with 02 drilling sets at both of pylons PY 1 and PY2.

III.3 Preparation work:
Because the construction plan of Pylons PY 1 and PY 2 is on the river, mainly
implemented on the barge, Contractor carry out building management office,
accommodation for workers and gathering yard of material and support equipment,
steel cage fabrication yard at the bridge end of Dong Thap side
III.3.1 Office staff and worker:
Contractor always appreciates and makes favorable condition for all workers at
both of construction teams. Because of the continuos execution of cast-in-place pile,
Contractor arranges to build the accommodation right on the site area to guarantee
about worker’s health, adequate living condition for 120 workers. Simultanously,
management office, domestic living house for officials on the site are built near to
execution area.
III.3.2 Material gathering yard:
a. Reinforcing steel yard:
All reinforcing steel for cast-in-place piles are processed locally at a fixed place
for the entire of Project. Reinforcing steel fabrication yard is on the side of Dong
Thap. Reinforcing steel is arranged on the soil surface compacted plainly and spread
15 cm of coarse aggregate. Reinforcing steel, after being fabricated into cages, will be
gathered right on the site before acceptance, then craned into boredholes. For the
steel-gathering yard, cradles are provided 30 cm-distance from the soil surface and
covered by tarpaulin to avoid raining. Area of steel cage fabrication yard has
dimension of 60mx50m, next to the yard of fabrication blended cage with the area of
5x4,5m, and fabrication yard of coupler of 10mx40m. Reinforcing steel fabrication
yard is located near the bank of Hau River for the convenience of transporting steel
cage to Pylons PY1, PY2.
Fabricated steel cage is placed at steel fabrication yard by combination of 34m.
After erecting completely, combination will be craned to projecting jetty of Hau
River’ side in order to be easy to load on the barge and transport to the pile position.

b. Gathering yard of construction equipment and equipment, material, and
reinforcing steel are clearly regulated with the division of transportation lanes and
arrangement as planned under the organization plan of the site.
III.3.3 Protection work:
At the site, one security team is arranged to guard 24/24h with 3 shifts, each
shift of 2 staff, security team is responsible for:
+ Checking activities of workers and transportation of machine and equipment
in and out of the site.
+ Checking security and order in the construction area, especially living
residence of Workers.
+ Checking protection equipment for officials and workers in and out of the
site, specifically:
- For officials and workers, security guards will check ID card before entering
the site. The card will be provided a private code for officials and workers to the easy
of recognization.
- People inside the site must wear hard helmets, protective shoes and protective
equipment when working on the river. Worker will wear yellow helmet; the official
and visitor will wear the white one.
- Execution is also divided into 3 shifts and regulated for each shift: shift 1: 6h
to 14h, shift 2: 14h to 22h; shift 3: from 22h to 6am.
III.3.4 Electricity for execution:
The main electrical source for execution will be supplied from substation of the
Contractor. Execution of PY1 will be supplied electricity from substation of 630KV
on the Dong Thap’s side, execution of PY2 will be supplied electricity from substation
of 750 KV on the Can Tho’s side. Additionally, Contractor also arranges 01 generator
of 450 KVA to make standby for concrete batching plant of 120m3/h and for vibrating
hammer of 150 KWW when lowering casing; 01 generator of 150KVA located at the
accommodation and fabrication yard on land, 01 generator of 250 KVA on the barge

at executing position of Pylon PY1 (or Pylon PY2) for standby to ensure full provision
of electrictity for construction work, including drilling machine, solution-mixing
machine, welding machine, water pump, air compressor, lighting for security and
execution in the night shift, etc.
Electric source and locating position of generator, switch are arranged at a
convenient place to easily control, switch it on or off during execution.
Grid electricity at the drilling position of pile is connected by Contractor
through cable line of 90 mm along the floor system from substation on the bank to the
executing position of Pylons PY1 and PY2.
III.3.5Water source:
a. Water source for execution and living activities at the accommodation and
fabrication yard on land:
Contractor conducts to drill 02 industrial drilling wells with diameter D100 to
service for execution of accomodation. Filter reservoir system will be also built to
serve for domestic activities for workers.
Before applying water soure into execution work, Contractor will take water
samples for testing. If it does not meet standard, execution department will make
treatment solution to guarantee quality of water for execution.
b. Water source at the drilling position of bored piles at PY1, PY2:
Contractor will use Hau river water source to serve for hygiene of equipment
and mixture of drilling fluid. Before applying water soure into execution work,
Contractor will take water samples for testing.
Water standard for execution shall meet Standard TCVN 4453:1995 and
QCVN 08 : 2008/BTNMT.
III.3.6 Drainage during execution period:
a. Drainage at the accommodation and fabrication yard on land:

For drainage system in the area of the accommodation and fabrication yard on
land, it is included 2 types: waste water generated from execution and rain water,
these two types are collected to general drainage system of the site, waiting for
sediment before discharging into the general drainage system of the local.
b. Treatment for water of drilling fluid:
Bentonite that does not meet standard of usage will be transported by barge on
the tank and discharge into the catch-pit excavated at the position not affecting other
items of project or suctioned and transported to the regulated disposal place to ensure
environmental regulations.
III.3.7 Provision and transportation of material
The site Management Board is responsible for instruction to technical
departments to establish contruction progress, calculation of material demand,
necessary material for execution under progress and submit them to material supply
department.
Materials mobilized to the site must be approved by Employer and accepted by
Consultant. Material. The mobilized material shall be provided fully Minutes of handover
and certificate of origin.
All materials will be sampled under supervision of Consultant and transferred
to Laboratory for testing and accepted before putting into execution.
Experiment department evaluates on quality requirements before putting into
use.
IV. MATERIAL
IV.1 Sand:
 Natural sand must have enough strength. Sand must be clear, the rate of clay,
organic and others particle shall comply with standard TCXDVN 7570:2006 and
AASHTO M6. The maximum combined quantity of soluble chloride and sulphat
in fine aggregate shall not exceed 1,000 ppm
 Sand is taken fromTan Chau – An Giang pit.

IV.3 Cement:
 Cement use for constructing is type PCB40 Porland cement complied with
Vietnamese Standard TCVN 2682:2009. All cement used in the Work shall
conform to the following minimum requirements:
 Cement shall be provided by domestic factory Nghi Son complied with
specification on bidding document and approved by Engineer.
IV.4 Reinforcement:
Reinforcement include reinforcing round steel type CB300-T and ribbed
reinforcing bars type C400-V comply with specification TCVN 1651:2008 and
must have certification of manufacturer attached on every lot.
 All the reinforcement shall be maintained to avoid damage surface, stain...
Reinforcement stored at the storage must be put on the woody frame, do not put on
the ground, reinforcement must be covered by canvas and marked ordinal for easy
taking.
IV.5 Water:
 Water for constructing use local water and comply with standard TCXDVN
302:2004.
 Contractor will test, analyse chemical component of water from any source
 Water use for concrete must be clean, do not have oil , acid, kalium, salt, organic

IV.6 Additive:
 Additive for concrete such as early strength admixture, viscosity admixtur, water-
reducing admixture...is used to improve characteristic of concrete mixture
comformed with bored pile construction.
 Additive must do not have any effect that decrease the strength of concrete,
additive have chlorine component do not use in any circumstance.
 Use additive must comply with indication of manufacturer and additive do not
have steel corrosion component, do not bad influence on concrete durability
Bentonite is the choice for drilling. Contractor is expected to use Bentonite
TRUGEL100 with additives Polyme CMC mixtured at a fixed ratio for test pile and
massive piles. Ratio of mixture is as follows:

 Concrete: is supplied under progress of pile execution
 Casing: to be mobilized under each phase of execution of Contractor on the

V.1 Preparation for pile execution.
- Before execution of bored piles, it is necessary to adequately gather and study
design documents, technological procedures, survey documents of project
geology, etc in the construction area.
- Survey geographic position, hydrology and climate, etc.
- Preparation of the construction plan, identification of landmark, axis of project,
service road, location of equipment gathering, fabrication yard for steel cage,
etc.
- Establish constrction schedule under requirements of Employer and Consultant.
- Establish sample documents and tables, construction diary for acceptance and
monitoring of execution period.
- Preparation of construction equipment, machine and material and experimental
tools.
- Establishwater supply system, drilling fluid supply system, concrete pumping
system, etc.
- Installation of electrical system must be safe to provide adequate capacity for
the drilling system.
- Check and trial-operation of the entire drilling system
- Check and trial-operation of the concrete pumping system
- Ensure safe execution of the entire system

V.2 Positioning and anchoring for barge:
- On the barge, mark 2 points with interpolated coordinate from interpolated
coordinate of 2 centerlines in the same row.
- Use total station to guide barge into these 2 marked points.
- Anchor at 4 angles of the barge. Adjust the barge into construction position by
dropping or tensioning the anchor.
- Drive 4 steel pipes D900 – 35 m in length to anchor the barge in fix.
V.3 Positioning of bored hole:
- Positioning is based on the design document, positioning landmark and pile
arrangement plan to identify the centerline. The centerline is identified by the
total station. During deployment, there is inspection and acceptance of
Consultant’s Engineer after finishing.
V.4 Lowering of casing:
The barge 3800 tons is located into construction position and the following
equipments is anchored in fix on the barge:
- Crane 500tons
- Vibrating hammer MS200 HHF(150KW)
- Shaped Steel H400,H300, guide frame and positioning of drilling
position
- Casing D2600mm L=33m to 37m.
- And other support equipments
V.4.1 Positioning of execution:
- Use total station to identify the centerline and anchoring point on the barge

- Install positioning frame and guide frame system at the position of lowering
casing
- These frames are directly installed into Beam H300 erected on the barge
through bolt system for the easy of installation and dismantling.
- Surveyor will identify the pile centreline and anchoring points by crossed
steel placed on the guide frame. Measure and mark distance from the pile centerline to
the sides of the guide frame. Weld 4 beams H300 on the guide frame is to create a
square of 2, 62mx2, 62m. The center of square will be coincident with the centreline
of pile.
V.4.2 Lowering of casing:
- Sequence of installation for casing D2600:
+ Step 1: Move barge 3800T to construction position
+ Step 2: Set up 04 soft anchors at 4 angles of the barge
+ Step 3: Adjust the soft anchors to move the barge 3800T to exact
construction position
+ Step 4: Use crane 500T and crane 150T to set up and install hard
anchors at 4 angles of the barge
+ Step 5: Use crane 150T to lift the guide frame to bolt to board of barge
3800T at position for casing installation
+Step 6: Use total station to position centerline of pile for casing
installation, then mark to the guide frame wall. Measure and draw exact position of
casing inside of the guide frame, weld bar H300 to the guide frame to position the
casing in the guide frame. Deviation of the guide frame will be ± 2cm comparing to
diameter of the casing.
+ Step 7: Use the crane 500T to lift Casing (coordinate with crane 150T)
to move casing to the guide frame. Lower the Casing slowly down to bottom of the

river. Choose a suitable time that waterflow is small, time of tide interference to lower
the casing
+ Step 8: Remove cable for casing craning at crane 500T, to crane
vibrating hammer 150KW restrainting 02 sides, to move to top of Casing. Then,
vibrate and lower the Casing.
+ Vibrate and lower the Casing up to the top of Casing away from the
guide frame about 50cm, then stop.
For the first 4 Casings, we weld with 04 temporary Casing of 4,5m: lift
temporary Casing 4,5m to weld to main Casing, the continue vibaring and lowering
the casing up to the vibrating hammer touch the guide frame, them stop lowering.
Remove the guide frame from its position. Install vibrating hammer and continue
vibrating and lowering the Casing up to design elevation.
For Casings without temporary casings, only vibrate and lower until the
hammer touch to the guide frame and stop. After the temporary casing available,
continue lowering up to the designed elevation.
+ Accuracy of position of Casing will be checked, inspected with error
of the casing centerline coordinate ≤ +7,5 cm (meet special requirements)
+ Stability of the Casing is calculated, checked safely with calculation sheet
enclosed.
- Continuously install positioning and guide frame for the next lowering
position of the casing until finishing lowering total casing of that row of pile.
- For the next row of pile, implementation of casing lowering is the same as
this row.
- After driving 08 casings of the first row of pylon PY1, the barge 3800 T and
crane 500 T will move to pylon PY2 to lower casings. Process of 8 casings lowering
at PY2 will be implemented the same as PY1.

Casings, after lowering, are connected to each other by welding from steel bars
H300 at elevation corresponding to bottom elevation of foundation: + 2.150m
V.5 Deployment of drilling of pile and cleaning of boredhole for the first time:
After finishing installation of casing D2600mm, prior to assembly of drilling
set S600 for drilling work, we will carry out installing temporary casing D1100 to
make a frame for bearing capacity reinforcing and stability increasing of the casing
D2600 during drilling work, rebar cage installation and concrete placement. Each of
drilling pile will be supported by 03 casings D1100 and shaped-steels H300 to anchor
the casing D2600. After completing concrete placement, casings D1100 will be
removed and installed to support next casings D2600 of other piles.
PY1 after finishing lowering 08 casings will be carru out drilling pile
- Putting the barge 1800T into construction position, fix the barge, and 01 crane
150 T + drilling machine S600 + Air compressor + pouring pipe and other support
equipments are placed on the barge.
- Putting the barge 1800T into construction position, arrange drilling fluid tank
system, sand separator, excavator, mixing machine of drilling fluid and other support
equipments on the barge. The barge will be fixed during execution of PY1.
- For Bentonite supply tank system, we arrange a system of 26 tanks 25m3 on
barge 1800T to connect all tanks as circulating pumping system of bentonite + drilling
mud.(circulate Bentonite during drilling work). For Bentonite at cleaning period to
clean boredhole, we will use barge 1200T containing new Bentonite inside the barge.
After finishing drilling work, carry out cleaning stage 1, we will pump new Bentonite
slurry from the barge 1200T.
- Install working platform to the top of the temporary casing.
- Weld and erect working bridges connected from the barge to concrete-supply
bridge from the bank, and connectted from the barge to top of casing.
- Erect drilling machine S600 to the working platform

- Erect pipeline system of providing drilling fluid and collecting pipe for
drilling mud and drilling fluid to separator and filtering and reserving tank,
- Connect electrical system to drilling machine
- Conduct to drill pile to the designed depth. During drilling, drill rod is
lengthened to fit to the depth of design by combination of drill rod 3m; drilling fluid is
continuously supplied to ensure distance of solution to top of casing from 2m to 0,5m.
After finishing drilling to the designed depth, keep the drilling system and rod
at the bottom of pile. Waiting for sendiment of sand and drilling mud about 45
minutes, then conduct to blow and clean bottom of pile by drilling machine S600.
Check solution at the pipe end of collecting mud into tank; if content of sand meets
technical requirements and approved by Supervision Consultant, then stop blowing
and removing drilling machine S600. Perform the next works. Technical specification
and acceptance of Bentonite is retrieved after finishing the first time of blowing and
cleaning:

V.6 Fabrication and Lowering of reinforcing steel cage:
- Reinforcing steel cage is fabricated on land under groups of cages as designed
and accepted by Supervision Consultant before transporting to the pile position. The

barge 650T is anchored at the projecting jetty and transporting the steel cage to the
position of pile execution.
V.6.1 Erection of reinforcing steel cage on the fabrication yard:
Step 1: Tap thread of 17,4m-long steel bars, types D36 and D40
Step 2: Connect 17,4 m –long steel bars, types D36 and D40 by coupler to
make 34,65m or 32,85m-long steel bars.
Step 3: Log internal cage templates with diameter D=2022mm, connection
welding Lh=2 x 16 cm, using steel bars type D40 to weld in support at the internal
side of the template creating a triangle frame to reinforce the cage
Step 4: erect the innermost steel cage (the innermost steel layer, D36):
Weld 34,650m or 32,850m-long steel bars, type D36 to the template at the
position of available- drawn lines under reinforcing steel steps a=164mm
Step 5: Log templates D32 of the outermost reinforcing steel layer into
position to ensure reinforcing steel step a=3000mm. Weld in fix these templates into
template of the innermost reinforcing steel layer, use steel D32 to fill.
Step 6: weld steel bars, type D40 of the first layer into template at the position
marking reinforcing steel step a=175mm.
Step 7: Overlap the outermost steel bars, type D40 up to steel row, type D40
which is welded to the template. Use bolt M18 (1800mm in length) to fasten 3 the
main steel bars: D36, D40 and D40 to fix them on the same axle. Distance of
fastening: a=3000mm.
Step 8: Use these bolts M18 to reinforce 3 steel rows into fixed position of the
template. For 2 templates at 2 outer ends of the cage, 100% bound joints will be
tightened into template. For inner templates, they will be tightened in series to ensure
that 50% bound joints will be tightened.
Step 9: Use bolts to tighten cage- leveling gussets and cage-craning gussets into
marked positions.

Step 10: Tighten spring belt D20 for steel cage. These belts will be jointed
consecutively with distance of 880mm. At the position of tightening cage- leveling
gussets and cage-craning gussets, the belt will be remained to tighten after lowering
the steel cage into boredhole.
V.6.2 Intalling rebar cage into bored hole:
- After finishing drilling and dreding sediment at boredhole with the acceptance
of Consultant, then start installing the cage
- The barge 1800 T, Crane 150 T and drilling machine S600 are moved 50 m
along the downstream of the river giving place for barges 3800 T and crane 500 T to
lower the cage.
- The cage is vertically craned by portal crane and supported by crane 150 T
- The cage is lowered to boredhole and hung at top of the casing by the
ciphertext for hoisting rebar cage.
- Steel cage segments are connected by bolts as designed
- All of rebar cages of bored piles are hung on the high strength steel platform
after connecting and lowering to the designed depth.
V.7 Blowing and cleaning of boredhole for the second time:
- After finishing lowering the cage, carry out installing tremie so that length of
installed tremie is equal to depth of drilling pile.
- Tremie is a steel pipe with diameter of 10 inch, combination of pipe are
segments of 1m, 2m, 3m connected with each other by thread and waterproof rubber
washer, it must be guaranteed about its water tightness and maintained and inspected
regularly.
- Pile cleaning: use air compressor to blow pressure through tremie until
reaching depth of drilling and check drilling fluid to reach permited requirements,
then stop working and finishing acceptance.
Technical specifications of Bentonite during inspection must meet:

V.8 Concrete pouring of pile:
- Concrete is pumped from the bank by high pressure pump system. Concrete-
supplying pipeline is erected with 4 pipelines of D110 on the concrete supply bridge
connected from the bank to the construction position including 03 the main supply
pipelines and 01 standby pipeline.
- Before pouring concrete, it must be closely scheduled with concrete batching
plant. The process of concrete pouring must be continuous without interruption. Use
generator 450KVA to standby for batching plant in case of power-cut during concrete
pouring.
- Quality of concrete must be guaranteed in quality, and quantity under
requirements.
- Before pumping of concrete, conduct to pump water into pipe to clean, then
pump cement mortar to make it flow fluently and lubricate of pipe wall.
- At the position of boredhole, concrete before pouring must meet:
+) slump: 18±2 cm
+) air content: ≤ 3%
+) temperature: ≤ 35°C
- In case of placing concrete at daytime, with hot temperature, in order to
ensure concrete temperature less than 35°C, contractor will reduce concrete
temperature by making water cold and coordinate with covering aggregate before
concrete mixing. For concrete supply pipeline, the contractor will cover and sprinkle
water periodically to reduce temperature during concrete placement period.

- Process of pouring concrete: use round porous or rubber ball with diameter
equal to tremie’s diameter to push solution out of the tremie.
- Span- cutting funnel (10m3): is aimed to push solution out of the tremie,
clean pile toe and ensure concrete-pouring pipe head is separated from drilling fluid.
- During concrete pouring, length of pipe must be guaranteed. Tremie’s base
must always be concreted at least 2m.

- Concrete-pouring pipe is dismantled in each segment to clean
- During pouring, regularly check concrete volume in comparison with raising
level of the boredhole by meter to control quality and discover risks
- Time to pour concrete must ensure: raising level of concrete in each 2h must
be ≥ 9m.
- Concrete of bored pile D2600 will be placed up to level within +5.3m to +6.0
m, it also depends on actual evaluation on dediment at pile bottom when cleaning pile
at stage 2.
V.9 Cutting temporaty casing and completing pile head:
- After finishing pouring concrete, conduct to cut temporary casing at pile head
- Clean pile head to reject bad concrete and raise it to level of cutting pile
- After finishing, conduct to clean and do hygiene the area of completed pile.

V.10 Construction organization and schedule:
Contractor carries out drilling bored piles at Pylons PY1 and PY2 at the same
time. The barge 3800T and crane 500T are used for lowering casing and steel cage at
both PY1 and PY2
a). Phase 1: construct the first 08 piles of pylon PY1 and of PY2
The barge 3800T and crane 500T after lowering 08 casing of PY1 will be
moved to pylon PY2 to lower 08 casing of PY2.
After lowering casing of PY1, conduct to place drilling and service system No
1, including: barge 1500T containing Bentonite tank, and tank of containing soil
anchored into drilling service position; barge 1800T transports crane 150T and drilling
machine S600 (Machine no1) to put into drilling position. Crane 150T on the barge is
tasked for servicing drilling machine S600 and works related to blowing and cleaning,
pouring concrete and other works.
After lowring 8 casing of PY2, conduct to place drilling and service system No
2, including: barge 1500T contains Bentonite tank, and tank of containing anchorage
soil into service position of drilling; barge 1800T transports crane 150T and drilling
machine S600 (Machine no2) to put into position of drilling pile. Crane 150T on the
barge is tasked for servicing drilling machine S600 and works related to blowing and
cleaning, pouring concrete and other supports.
During drilling and lowering steel cage of Pylons PY1 and PY2, the barge
3800T and crane 500T will be used at both pylons. They are moved to PY2 to lower
steel cage after finishing lowering steel cage of drilling pile at pylon PY1 and vice
verse.
b). Phase 2: Construct the next 8 piles of pylon PY1 and those of pylon PY2:
After finishing the first 8 piles of PY1, barge 3800T and crane 500T will be
used to lower 08 casings at the next pile row, and then continue to anchor drilling
chain system to drill this row.

VI. QUALITY CONTROL METHOD OF CONTRACTOR
VI.1 Construction organization
After signing the construction contract, Contractor shall estbalish a Project
Management Board to directly construct at site.
Management Board includes:
- Manager and Deputy Manager of Management Board have the right to
decide the related work such as mobilizing workforce, materials,
equipment and capital, etc.
- Site Management Board direct the works related to technique, progress,
mobilization of workforce under the authority, equipment & materials,
etc.
- Technical staffs, technical manager will manage and direct construction
prepare the schedule of material supply, workforce and equipment to
submit to site manager for review. Site manager will consider and check
for the capacity, performance, quality and salary of workers.
- Testing, quality control: arranging a team including officers for site
supervision, sampling, carrying out the procedures of material
certificate, measuring, taking responsibility in front of Project Manager
on work quality.
- Economic department is responsible for preparing payment documents
for work period and final statement.
- Labor safety & environment protection department are responsible for
preparing safety methods; training labor safety for workers; supervising
and monitoring the implementation of labor safety at site; operating
independently under the control of Site Manager; taking responsibility
for insecurity occurring on site; have the right to suspend whenever
anyone at site does not abide the outlined safety measures. There are
specialized officers to supervise hygiene and protect environment.

- Health administration department: resolving the administrative
procedures with Management Board and surrounding area; procedures
on permit for electric connection, water connection and operation of
vehicles; there is health officer to examine for workers, officers or
emergency...
- The construction teams directly undertake the assigned work, to
collaborate with other teams to implement works at site. Team leaders
take responsibility with Site Manager and Management Board on
quality, work progress.
VI.2 Quality control system at site
In order to perform the quality control of works, items at site objectively,
exactly and to ensure the quality as design requirements.
V.2.1 Quality control department:
The power and responsibilities of this department are as follows:
- Communicating with Employer, Consultant to unify the quality
standards, origin, type of materials or/and work items.
- Checking quality of materials such as steel, concrete, Bentonite,
ultrasonic tube...
- Identifying and submitting to Employer, Supervision Consultant the
certificates, origin and types... of such materials.
VI.2.2 Steps of quality control and acceptance:
Checking and positioning borehole, center line, casing pipe: pile positioning
deviation must be within the permissible limit; if the error exceeds the limit, it shall be
re-adjusted.
Checking the drilling work and drilling process:
 Checking the drilling speed of machine: it will be calculated in accordance with
geological conditions of each layer of soil.

Checking drilling fluid:
 Drilling fluid must be prepared in tanks with a capacity large enough; mixed
with clean water; aggregated depending on types of Bentonite, geological and
hydrogeological conditions of the site; ensured keeping the borehole wall during
drilling, reinforce erection, ultrasonic testing pipe, pipe for coring (if any),
craned & installed concreting pipe and work platform, etc.
 Checking drilling fluid by proper equipment. Density of the new mixed fluid is
checked daily to control quality. The measurement of density should be reached
accuracy of 0.005g/ml.
 The specifications of Bentonite fluid in process before cleaning borehole bottom
must ensure as follows:
o Density: from 1,01 to 1,05 g/cm3
o viscoscity : 18 – 45 giây (funnel Marsh 500/750mm)
o Sand content: < 6 %
o pH: 7 - 9
Checking borehole follows the specifications in Table 1, permissible error on
borehole due to the design and Table 2.

Checking quality of pile shaft concrete: concrete must be sampled before
pouring; each pile will be taken with 5 specimens group for the entire length pile; each
specimen group of 6 samples. The sampling result must enclose pile record.
Acceptance of pile construction is based on the following documents:
- Approved design document;
- Acceptance minutes of geodetic positioning shaft works;
- Inspection result of materials quality; factory certificates of steel and
materials produced in factory; concrete certificate, aggregate content.
- Testing result of concrete sample;
- Acceptance record of each pile;
- Record of construction piles
- As-built drawing of pile with discrepancy statement on the plan and the
depth as well as additional piles and approved changes in design (if
any);
VI.3 Acceptance of work items
Acceptance and quality control of work items are inspected and accepted by
Contractor, Supervision Consultant and Employer as the following steps:

- Supervision Consultant
- Employer (Officers of Project Management Unit).
Work supervision engineer of Employer and officers of Project Management
Unit: check, accept along with Technical engineer of Contractor to prepare the

VI.4 Works and materials to be checked and accepted:
All input materials serving for work are sampled for testing in standard lab by
Contractor (steel, Bentonite...).
Each work must be accepted by Contractor, Supervision Consultant and
Employer. Contractor can be only permitted to carry out next items technical and
quality requirements are confirmed by Employer.
VI.5 Material testing
Construction materials are tested according to Vietnam Standards (TCVN) for
ensuring the materials as design requirements. In order to create convenience for
Supervision Consultant & Employer’s inspection, Contractor will store material
samples which have been tested and used for construction at the working office on the
site as evidence.
Testing for materials will be carried out by testing centers which are proposed
by Contractor and agreed by Employer, Supervision Consultant. These centers must
have enough capacity and equipment to ensure for exactly result.
Tested materials include:
- Steel: tensile strength, bending strength and permissible coefficient of
deformation.
- Concrete sample: compressive strength.
- Bentonite: checking in functional testing office
- Concrete: concrete mix design, sufficient slump and design aggregate
component.
VI.6 Methods ensuring for construction progress
Calculating and arranging properly the construction workforce at site and at the
office to ensure completing work as scheduled progress.
Complying with Design documents and regulations outlined by Employer.

ultrasonic pipe... are followed the supervision of Employer, Supervision Consultant on
specifications, types, quality as design.
Strictly implementing the warranty requiremnts of work as regulated by law.
Strictly implementing technical requirements in construction work in Bidding
documens proposed by Employer.
There are construction diary and Pile Record and as-built documents of each
work items for acceptance work.
Preparing detailed construction schedule for each work item.
Unifying the weekly and monthly construction schedules with Employer,
Supervision Consultant.
Preparing Monthly quantity plan and financial plan.
All works completed must be accepted by Employer, Supervision Consultant
before implementing the next work items.
All changes in construction process must be agreed in writing by design
consultant, Employer, Supervision Consultant and Contractor.
Contractor agrees to sign a contract with a legal agency to experiment the
strength of concrete, steel as a basic to submit to Employer as well as basic for
acceptance & payment.
VI.7 Steps for acceptance and completion
In order to manage work quality properly, Contractor will recommend:
- Any work will be only implemented after the previous work accepted
and concluded.
- Request for acceptance will be submitted to Employer, Supervision
Consultant before conducting acceptance (directly or via telephone).

VI.8 Limitation measures for impact of defects and countermeasures of defects
during construction:
The measurement for distance among pile grids, bored piles is very important
which does not permit deviation on distance. In order to ensure determination of pile
grids exactly in construction process, we will move piles centerline, grids of
horizontal axis and vertical axis away outside the work to fixed place.
Countermeasures of defect (if any): if there are unfortunate errors in
construction, it must be found out the reason and applied solution for each error
reasonably, but in the limited scope and based on standards, regulations and technical
methods for each part of work for reasonable sosulion.

VII. MEASURES OF ENSURING TRAFFIC SAFETY, FIRE PREVENTION,
LABOR SAFETY AND ENVIRONMENT SANITATION
VII.1 Labor safety:

VII.1.3 Human resource, policy, safety insurance conditions and improvement
measures
- The Vam Cong Bridge project is an important national project, so the security,
safety and environment sanitation are also very important.
- Contractor ensures implementing fully the policies and conditions of labor
protection, including:
+ Working and breaking time of officers, workers at site will be
reasonable; ensure enough working and breaking time to re-produce labor power
and avoid overloading that may cause unfortunate accidents.
+ There are labor regimes for female workers and unmatured workers
under the state regulations.
+ There is regime for poisonous allowance (if working environment is
poisonous)
+ Fully equipping labor protective equipment and other necessary
personal means for officers and workers at site. If a worker enters to the site
without labor protective equipment, he will be kicked out of the site.

+ Reducing heavy manual labor stage; enhancing mechanical construction
to improve work efficiency, speed up the progress and ensure construction
quality.
+ Preventing and limiting in minimum the dangerous, poisonous factors
causing incidents, accident adversely affecting the health or occupational
disease.
- Contractor implements regulations on safety and environment sanitation;
prepares labor safety diary and implement fully the mode of statistic, declaration,
investigation, and analysis for labor accident reasons & occupational disease (if any).
- Workers must meet requirements on age, gender, health, level and qualification
of labor safety.
- All workers must be equipped and used personal protective equipment in
accordance with the nature of work, especially the case working in dangerous places
such as working at height, at deep hole, potential risks of electrical accidents or fire.
- Ensuring the facilities to serve the needs of workers as WC, shower room;
canteen and shift breaking house, hygienic drinking water, first aid place and
emergency vehicles.
- There is an engineer in charge of labor safety at site and a labor safety officer.
- Before construction, Contractor must prepare construction method for each
work in which labor safety measures must be included. These measures will be
announced to each worker and may be checked by officer of Contractor regularly (at
once the workers finish tool box meeting on safety, they sign on safety records).
- All electrical equipment must have a ground wire and strictly follow the rules
on the use of electrical equipment and safety of lifting equipment. Inspection and
acceptance of equipment on safety instructions must be carried out before using
machine.

VII.1.4 Specific methods:
In order to safety for this work, Contractor will implement the followings:
+ Through the support of Employer, Supervision Consultant conducts to
inspect the status of work to be constructed, the adjacent works to be
constructed, foundation structure of such works and adjacent constructed works
to take the preventive technical plan for submitting to Employer.
+ Carry out surveying and taking photos, determining the parameters of
neighboring buildings such as road, electricity and water..., then making planfor
reasonable solution and protection.
+ In case of unexpected obstacles, any incident in process of constructing
underground works, Contractor will stop working and report to Employer,
Supervision Consultant and authorities for solution.
+ Before construction, the barrier will be erected to prevent workers and
equipments beyond the scope of safety regulations. Also, t system of signboard
will be arranged to notify safe distance to such work.
+ Do not place material near wall area or foundation footing or place long
materials on structures, not tie to fix scaffolding, equipment, etc. in construction
process.
+ Arranging construction equipment according to safety regulations,
especially in mechanical equipment such as car, heavy & height equipment
(crane, bored pile machine...).
VII.1.5 Training for workers on labor safety:
Contractor arranges an officer in charge of labor safety at site who is responsible
for monitoring the labor safety in site.
All officers, workers must learn about labor safety; depending on common work
or every 3 months/ 1 time. Signboard, rules must be placed in a prominent location.
Medical examination of workers shall be done before coming to works. The workers
must ensure health, especially workers working at height. Organizing the safety

system at the site and site medical. There are rules and supervision to ensure that
workers must mandatorily use labor protection equipment.
VII.1.6 Establishing Safety Rules on the site:
- All participants on the construction site must deliver ID cards and show the
security guards when come in or out the site.
- Maintaining the temporary fence, net to separate the site with surrounding area.
Installing site signboards, safety rules and slogan.
- All workers working at site are trained labor safety regulation regularly and
periodically. Wearing helmet, protective clothing, shoes during working and wearing
goggles when necessary.
- Strictly follow the periodic health examination, protection work and labor
safety.
- During construction period, workers must be equipped fully with labor
protective equipment such as shoes, clothing, helmet and safety harness...
- In the time working at site, all staff are not allowed drinking beer, smoking, or
using any stimulants causing stress.
- There are emergency medicine cabinet, table of necessary phone numbers as
emergency, police and fire, etc. Site Manager shall contract with hospitals of city on
transportation and emergency at site.
- No allow people who do not have the duty come in the site.
VII.2 Safety for each construction work
VII.2.1 General method
- Establish and implement Labor safety plan for the work which is an organic
part of the general economic- technical plan of the company including:
+ Regular training, education, slogan, signboards, restriction boards, and
signposts –according to the forms specified by the Company.

+ Make records to monitor supply of personnel protection equipment,
labor safety cards, and access cards...
+ The minimum protection includes helmet and protective shoes. Workers
without helmet and protective shoes are not allowed to enter the construction
site.
+ Regular health examination and non-scheduled examination when the
personnel are appointed to work at high place, deep place, or hazardous work...
- Each worker must sign to confirm their responsibility for the contents above.
The monitoring records are compulsory at all subordinate departments.
VII.2.2 Safety in plan organization at onshore fabrication yard:
 The yard has access gate available for 2 vehicle lanes with barrier and security
guards presented 24h/24h.
 There is sufficient design of yard organization, internal road for material
transporting vehicles, specifying quantity for each material yard. The material
yards must have water reservoir to prevent dust in sunny weather.
 Have sufficient commitment with material providers ensuring safe traffic; only
provide bulk materials at night to ensure general safety for the Employer and
surrounding area.
 Design the general site plan to organize the lifting equipment, electric
equipment, and accomodations reasonably. Electric line system must ensure the
technical requirements.
VII.2.3 Safety in site plan organization at piling area:
The piling area is located at the middle of the Hau River, the construction
works are implemented on the specialized barge system, and the construction site plan
is narrow. The contractor pays special attention to the safety of on water work:
 All the barges must have protection balcony.
 All personnel and workers...working on the barges at the piling area must wear
life-jacket.

 The work platforms and construction platforms must have balcony at least 90
cm high.
 There are sufficient signboards at machine positions, and signal man at each
machine position.
 There are sufficient indicator lamps and illuminators at night for each working
area.
 Design the general site plan; organize the lifting equipment, electric equipment,
and electric wire system, ensuring the technical requirements.
 There are sufficient signal posts for waterway traffic directional distribution for
ships and boats passing the construction position on day and at night.
VII.2.4 Safety in installing and using construction machines - electricity:
Construction machines and electricity are two issues which support each other
during the construction. Good and synchronous operation between construction
electricity and machines is the basis for labor safety in machinery use and installation.
To ensure the objective above, our company only uses the machines and equipment
that:
+ Have sufficient machinery documents (Including certificate of
calibration).
+ Good condition.
+ Have professional operators.
+ Install the machines in accordance with site plan arrangement design
and work progress.
- Hereunder are safety measures for installation and use of some basic
machines and equipment.
a. For hoisting crane:
 Only authorized person is allowed to operate the crane and other working
machines.

 The operator must not drag the lifting object when it is hung up, moved
and put it down. Do not adjust the hook when the lifting object is hung
up.
 While lifting the crane boom or loading, the operator must observe the
crane boom or load that they must not be lifted out of the boom range and
allowable lifting height.
 Only lift and turn the load when there is no person standing in the
working range of the crane.
 Place the hook carefully so that the cables will not be distorted.
 At maximum load: First try lifting the object up at 200-300 mm to decide
working capability of the crane and breaks, then continue the lifting work.
While lifting objects, the distance between the hook and the rope block
must be longer than 0.3m.
 If the cables are deviated from the winch or rope block, distorted, broken,
or damaged, the operator must stop the work immediately.
 Do not make paracaccommodatione brake while turning the crane with
load.
 Do not use the lifting hook to drag the objects on the ground; do not lift
imbricate objects...
 Do not lift any object with man standing on it, or use hand to balance the
weight.
 When turning the crane, prevent counterweight touching the building, or
scaffolding...
b. Steel fabrication machine:
 Only specialized operators are allowed to use the steel cutting, bending, and
welding machines.

 Design the cover and protection box when cutting the steel bar which is < 30
cm long.
 When repairing the cutter, disconnect the machines from electric source and
arrange one watching person at the circuit breaker.
 Welding machines must have cover and casing, and put in dry place, the
welding rod must connect firmly to avoid damage and to ensure safety.
Welders must wear flameproof clothing, and standard welding goggles.
c. Other machines:
 Other machines such as: Portable steel cutting machines and welding
machines... shall comply with the machine operation process, the operators
must understand the operation steps, do not use the machines in unsafe
conditions.
 The system of sockets and circuit breakers must be arranged reasonably which
is convenient for connection when these machines are moved in the site plan.
 After the work hours, these machines must be put in the warehouse to avoid
damage and to ensure the safe operation.
 When using machines with hazardous substances, the workers must wear labor
protection clothing to prevent chemical dust.
VII.2.5 Safety in reinforcing work:
 The workers who use cutting, bending, and welding machines must have
expertise and labor safety certificate.
 When cutting steel bar which is < 80cm long, protection casing must be
available.
 Do not lay the electric wire or the welding wire on the platform during the
reinforcing work.
 The steel fabrication yard must be tidy, with brackets for each type of steel,
ensure convenience for travelling on the platform.

VII.2.6 Safety in handling and transporting work:
Workers while handling materials must wear protection gloves and helmet.
When the handling work is at high positions, safety shall be paid special
attention to and protected by protective measures such as safety belt and safety nets....
in addition; the materials must be attached tidily and firmly.
There is regulation and commitment with material providers to ensure traffic
safety in the site plan and on the public road, check driving license of drivers for bulk
materials, check the car lighters and horns... cover bulk materials; comply with road
safety traffic regulations.
There is water jet at the gate to clean soil and mud from the trucks and cars in
order to ensure safe traffic for the people.
Steel and iron items are bundled and lifted by crane.
There is one team of operators in charge of lifting and handling work, who are
trained about handling work.
VII.2.7 Fire and explosion protection
a. Fire and explosion protection standards
 The fire and explosion protection work complies with the standards as follows:
 TCVN 3254:1989: Fire protection. General requirements
 TCVN 3255:1986: Explosion protection. General requirements
b. Fire protection measures
- The Site Manager is responsible before the General Director and the Law for
safety conditions in the site plan.
- Establish the fire prevention and fighting team. Members of the team are the
construction workers. This team is trained about basic operation in fire prevention and

fighting (The training courses are instructed by professional fire prevention and
fighting force).
- Before the construction, the Site Management department and representative of
the Contractor discuss with the Project management Board about protection work for
materials and equipment as well as fire prevention and fighting.
- The Contractor will provide and install fire extinguishers at site office,
warehouse, and dangerous positions such as welding machine and gas cutter
position...
- Fire extinguishers and fire hydrants are placed at flammable positions in
accordance with the design.
- The workers must not bring firecrackers or flammable substances into the site,
do not cook on the site.
- At the site office, telephone number of the Fire police should be available for
communication when fire occurs.
- Do not use the electricity over capacity.
- Do not bring explosive and flammable substances into the site plan.
- Comply with regulations on fire prevention and fighting.
- Regular inspection and supervision to check the compliance of fire prevention
and fighting work.
c. Regulations on fire prevention and fighting:
- In construction, fire & explosion prevention is very important, therefore, the
personnel and workers must observe the following regulations when accessing the site
plan:
+ Do not bring explosive and flammable substances into the site plan.
+ Do not use fire or smoke in the area with “no fire” and “No smoking”
boards.

+ Use electric equipment in accordance with electric safety rules. Each
zone has specific circuit breaker, disconnect the circuit breaker after the work
hours.
+ Before, during and after welding work, the worker must check and
cover the welding position, especially in flammable area, there must be one
watch man during the welding work and check the area carefully before
finishing the work.
+ Flammable materials must be insulated and arranged in accordance with
the regulations, the warehouse keeper must always remind people of fire
protection when they take materials or supplies to and from this area.
+ All personnel and workers when accessing the site must always are
aware of fire prevention. If they recognize fire, they must notify the leaders and
other workers, at the same time, use the existing tools to stop the fire.
+ Do not use the fire protection equipment for other purposes.
+ Personnel and workers who implement the regulations well will be
rewarded; violating workers must be subject to sanction or punishment in
accordance with the law.
VII.2.8 Construction safety in rainy season:
The Contractor establishes the Management board for flood storm at the work.
Mak regulations to coordinate among the Employer, Consultant and the
construction department, and between the Management board for flood storm
prevention and fighting and the workers at the site when disaster occurs.
- The barge is anchored safely near the shore.
- The electric equipment is disconnected immediately.
- Lifting equipment such as cranes and piling machines are fixed
safely.
- The workers are evacuated to a safe place.

- There are sufficient covers for materials and supplies on the site.
- Suspend all activities on the site when there is rain and storm.
- Report to the Employer, Consultant, and to the Company about
damages caused by flood and storm and carry out corrective
measures immediately to continue the construction after the
storm and flood ends.
- Clean the entire site plan, accomodation, and pathways inside and
outside the site...
VII.2.9 Environmental protection
a. Ensure the safety for surrounding environment
- Ensure the hygiene and safety for surrounding environment near the site.
- Because the construction is required to ensure normal operation of adjacent
areas, the industrial hygiene and environment is the most important issue. It is
necessary to ensure the environmental hygiene, avoid dust, and industrial waste as
well as noise.
b. Establish environmental protection measures:
- This is a Works of big scale and long-term construction, The Contractor will
comply with recommendations of environmental protection agencies, the Employer,
and Consultant about the environmental protection.
c. Basic measures:
- During the construction, it should pay special attention to the environmental
protection, do not cause dust and noise influence.
- To ensure the requirement above, the Contractor will implement the following
tasks:
+ Regularly check the safety standards of construction equipment and
machinery. All trucks must have canvas cover and avoid rush hours.

+ To ensure that the trucks are clean when they leave the site, the trucks
must pass through the car washing bridge. The waste water will drain off to the
general sewerage system.
+ Arrange bins on the site and disposed daily.
+ Conduct watering regularly to avoid dust, especially in dry season or
high density of construction.
+ There is enough hose for washing. Create open working environment,
enough light and little dust, no noise to protect the health of construction
workers.
+ Use technical measures to shield the noise emitting machines such as
the generators ... to reduce the noise to allowable level.
+ Comply with working time at the request of the Employer. In case of
construction at night, the contractor will make specific plan to report to the
Employer to obtain the general coordination plan. Then, there must be sufficient
facilities and equipment with sufficient light and little noise.
+ Arrange staffs, assign responsibilities of organization and education,
regularly remind, check, reward, and apply sanction with respect of good
performance and faults.
d. General requirements:
- The site hygiene as well as hygiene in surrounding area is responsibility of any
Contractor in any project. Besides, this work is located in the urban area, residential
area, with many institutions and organization; therefore, the site hygiene requires
more attention.
e. Implementation measures:
- Arrange everything tidily in accordance with the total site plan. At the end of
the day, clean and remove them out.

- Waste and rejected items are collected and disposed by the close method which
does not cause dust and noise. Before transporting, the wastes are watered. The waste
trucks are covered with canvas cover carefully and go in and out of the site after the
working hours, to minimize any impact to the surrounding areas.
- Domestic wastes are disposed in the day. Construction wastes are gathered into
one position in the site, then disposed to dump site according to regulations of the city.
- Waste water passes through the mud deposition system and discharged to the
drainage system.
- Industrial hygiene is conducted regularly, before cleaning the site, water the
site to avoid dust. At the end of a working day, all workers must clean their work
place. Clean the work place every day. Organize weekly cleaning and monthly
cleaning routine; arrange the warehouse and tents of materials and vehicle tidily.
- Make reasonable and clean drainage system and production water system;
ensure that the construction site is always dry, clean, tidy, and neat.
- Therefore, in addition to the purposes of ensuring the quality, technical and
artistic requirements, the Contractor also commits to ensure environmental protection
requirements and consider this work as a key project among the construction works in
the urban area.
+ Solid Waste Treatment Measures: domestic and construction solid wastes are
gathered and disposed to specified place in the city.
VII.2.10 Measures for work protection, security in the area, and social order
a. Protection system:
- The security work on the site is implemented by the Team of security guards in
shifts 24hour/day who are responsible for ensuring the security for the entire
construction area, the project Management board, construction teams, detecting
unauthorized people access the construction site to ensure the safety of the completed
work items, preserving, and maintaining supplies and construction equipment, avoid
damage and loss.

b. Security management measures for staffs and workers on the site:
- Establish the detailed regulations on the construction site and announce to all
staffs and workers involved in the construction (There are regulation table on the site).
- Manage the human resources on the site: Issue access cards (distinguish
between officers, workers, and other contractors with different colors on the cards).
- For employees who have labor contracts: Officers and employees working at
the site must comply with the regulations.
- For other contractors: Only those who are authorized and permitted by the Site
Manager could access the site, and they have to comply with the site regulations.
- Divide the working zones: Distinguish the scope of operation for the worker
teams under supervision of the construction engineer to avoid disordered situation on
the site.
- Demographic management with local authorities: All staffs, workers, and
guards on the site must have temporary registration with the local authority in
accordance with the state provisions.

VIII. CONCLUSION
The Contractor believes that our construction method are established on the
basis of the survey, analysis, assessment of site plan, current situation, and technical
requirements; we will complete the work ensuring the best quality with the most
feasible construction progress.
During the construction, the Contractor will always try to apply the most
advance technologies to promote the ideas and technical improvements in order to
enhance the technical quality, safety, and construction progress required by the
Employer.
We believe that, with our present capability in terms of labor, equipment,
construction machinery, as well as staffs, workers with high qualification, who are
enthusiastic and creative, and strong financial capacity, we have sufficient capability
to implement the bored piles for the Project: Vam Cong Bridge Construction Project
under Central Mekong Delta Region Connectivity Project – Viet Nam, ensuring high
quality, appropriate price, progress, technical requirements, and state construction
standards for basic construction.

PROJECT’S GENERAL INFORMATION Introduction In the context of technical infrastructure development in all regions. The completed work will contribute to shorten the Hau river, reducing traffic congestion, create impetus in the development .One of the importand in central Mekong detal connectivity project (CMDCP)-Vietnam.System will create a smooth road traffic, The opening up opportunities for trade goods, create a breakthrough in economic development, culture and society in the Mekong Delta region in particular, between the western provinces to List Ho Chi Minh City and the country in general. Vam Cong bridge across the Hau river connects Lap Vo Distric - DongThap province and Thot Not Distric – Can Tho city.  Start point: Km23+831.06(intersection design project) at LapVo distric  Finish point:Km26+800.46(intersection design project ) over 91 highway at Thot Not Distric.  Total length of bridge: L = 2969.4m. Scope and structure: Scope: The Bridge will have permanent design using presstressing reinforced concrete in accordance with standard 22TCN272-05. Design vehicle load: HL93. Design frequency: P =1%. Earthquake level: level 8, MSK scale. Navigation dimension: B×H = 110×37.5m. Bridge cross section: Width of bridge deck Bdeck=24.5m, including:  4 lanes 4x3.5 =14.0m  Central median strip 1.5m.  Mixed lanes 2x3.0 = 6.0 m  2 edge strip 2x1.0 = 2.0m  Parapet 2x0.5 = 1.0m. Structure: Span arrangement: 39.7+10x40+2x30 + 15x40+210+450+210+24x40+39.7 Total length of bridge: L = 2969.4m.

CONSTRUCTION METHOD STATEMENT OF BORED PILE VAM CONG BRIDGE CONSTRUCTION CENTRAL MEKONG DETAL REGION CONNECTIVITY PROJECT (CMDRCP)-VIETNAM - 5 - Vertical curve diameter of bridge R=400m, vertical slope of bridge approach road in Thot Not Distric-Can Tho city side is i = 2.5 %, in Lap Vo Distric–Dong Thap province side is i =(2.5-3)%. Superstructure of bridge:  Main span structure:Cable-Stayed Bridge has 3 spans (210+450+210)m from P28 to P29. The 25.8m wide deck consists of two composite girders connected by cross beams, spaced at 4.0m.  Approach span structure: Use Super-T beam, includes 28 spans in Dong Thap province(from abutment A1 to P28) and 25spans in Can Tho city side (from pier P29 to abutment A2), length of spans which near A1 is 39.7m, near A2 is 39.7 m,lenght of span P11,P12,P13 is 30m and length of other spans is 40m. The 24.5m wide span cross section includes 11 beams, arranged by distance between two beams a = 2.2m. Beam height H = 1.75m.  Bridge deck structure: 7cm asphalt concrete.  Bearing: use pot bearing for main spans and steel plate elastomeric anti-displacement and verticalbearing for approach spans have anti- displacement ang horizontal.  Expansion joint: tooth of a comb shape (metal and rail).  Parapet, drainage pipes, lamp posts are made by hot dipped galvanization steel. Substructure:  A1& A2 Abutments is reinforced concrete. Pile cap located on 12 reinforced concrete bored-piles with diameter  =1.5 m.  The approach bridge piers: Pier is 2 columns by cast-in-situ reinforced concrete. o Type 1:Pile cap located on 10 reinforced concrete bored- piles with diameter  =1.5m. o Type2 :Pile cap located on 12 reinforced concrete bored- piles with diameter  =1.5m.  Pier PY1 and PY2: the same H variant. Pile cap’s dimension is 85x27.5x5 m located on 32 reinforced concrete bored-piles with diameter  =2.5 m. II. SUMMARY OF WORK VOLUME II.1 Pylon PY1: - Reinforcing steel cage: type CB400V Steel volume of 1 pile: 124.1 tons Steel volume of 32 piles: 3971 tons

Concrete volume of 1 pile: 554.55 m3 Concrete volume of 32 piles: 17425.6 m3 - Casing : Casing D2600, 20mm in thickness, 33 m in length: 32 (casings) II.2 Pylon PY2: - Reinforcing steel cage: type CB400V Steel volume of 1 pile: 126.08 tons Steel volume of 32 piles: 4034.56 tons - Concrete: compress-resistant concrete type C40 (40N/mm2 ). Concrete volume of 1 pile: 559 m3 Concrete volume of 32 piles: 17.888 m3 - Casing : Casing: D2600 in thickness, 37 m in length: 32 (casings) III. EQUIPMENT AND MANPOWER FOR EXECUTION - Because the construction plan of Pylons PY1 and PY2 is located on the Hau River, all construction activities will be arranged on the barge system anchoring at the position of construction at PY1 and PY2. - Contractor will execute with 02 drilling sets at both of pylons PY 1 and PY2. CONSTRUCTION METHOD STATEMENT OF BORED PILE VAM CONG BRIDGE CONSTRUCTION CENTRAL MEKONG DETAL REGION CONNECTIVITY PROJECT (CMDRCP)-VIETNAM - 13 - III.3 Preparation work: Because the construction plan of Pylons PY 1 and PY 2 is on the river, mainly implemented on the barge, Contractor carry out building management office, accommodation for workers and gathering yard of material and support equipment, steel cage fabrication yard at the bridge end of Dong Thap side III.3.1 Office staff and worker: Contractor always appreciates and makes favorable condition for all workers at both of construction teams. Because of the continuos execution of cast-in-place pile, Contractor arranges to build the accommodation right on the site area to guarantee about worker’s health, adequate living condition for 120 workers. Simultanously, management office, domestic living house for officials on the site are built near to execution area. III.3.2 Material gathering yard: a. Reinforcing steel yard: All reinforcing steel for cast-in-place piles are processed locally at a fixed place for the entire of Project. Reinforcing steel fabrication yard is on the side of Dong Thap. Reinforcing steel is arranged on the soil surface compacted plainly and spread 15 cm of coarse aggregate. Reinforcing steel, after being fabricated into cages, will be gathered right on the site before acceptance, then craned into boredholes. For the steel-gathering yard, cradles are provided 30 cm-distance from the soil surface and covered by tarpaulin to avoid raining. Area of steel cage fabrication yard has dimension of 60mx50m, next to the yard of fabrication blended cage with the area of 5x4,5m, and fabrication yard of coupler of 10mx40m. Reinforcing steel fabrication yard is located near the bank of Hau River for the convenience of transporting steel cage to Pylons PY1, PY2. Fabricated steel cage is placed at steel fabrication yard by combination of 34m. After erecting completely, combination will be craned to projecting jetty of Hau River’ side in order to be easy to load on the barge and transport to the pile position.

Gathering yard of construction equipment and equipment, material, and reinforcing steel are clearly regulated with the division of transportation lanes and arrangement as planned under the organization plan of the site. III.3.3 Protection work: At the site, one security team is arranged to guard 24/24h with 3 shifts, each shift of 2 staff, security team is responsible for: + Checking activities of workers and transportation of machine and equipment in and out of the site. + Checking security and order in the construction area, especially living residence of Workers. + Checking protection equipment for officials and workers in and out of the site, specifically: - For officials and workers, security guards will check ID card before entering the site. The card will be provided a private code for officials and workers to the easy of recognization. - People inside the site must wear hard helmets, protective shoes and protective equipment when working on the river. Worker will wear yellow helmet; the official and visitor will wear the white one. - Execution is also divided into 3 shifts and regulated for each shift: shift 1: 6h to 14h, shift 2: 14h to 22h; shift 3: from 22h to 6am. III.3.4 Electricity for execution: The main electrical source for execution will be supplied from substation of the Contractor. Execution of PY1 will be supplied electricity from substation of 630KV on the Dong Thap’s side, execution of PY2 will be supplied electricity from substation of 750 KV on the Can Tho’s side. Additionally, Contractor also arranges 01 generator of 450 KVA to make standby for concrete batching plant of 120m3/h and for vibrating hammer of 150 KWW when lowering casing; 01 generator of 150KVA located at the accommodation and fabrication yard on land, 01 generator of 250 KVA on the barge

CONSTRUCTION METHOD STATEMENT OF BORED PILE VAM CONG BRIDGE CONSTRUCTION CENTRAL MEKONG DETAL REGION CONNECTIVITY PROJECT (CMDRCP)-VIETNAM - 15 - at executing position of Pylon PY1 (or Pylon PY2) for standby to ensure full provision of electrictity for construction work, including drilling machine, solution-mixing machine, welding machine, water pump, air compressor, lighting for security and execution in the night shift, etc. Electric source and locating position of generator, switch are arranged at a convenient place to easily control, switch it on or off during execution. Grid electricity at the drilling position of pile is connected by Contractor through cable line of 90 mm along the floor system from substation on the bank to the executing position of Pylons PY1 and PY2. III.3.5Water source: a. Water source for execution and living activities at the accommodation and fabrication yard on land: Contractor conducts to drill 02 industrial drilling wells with diameter D100 to service for execution of accomodation. Filter reservoir system will be also built to serve for domestic activities for workers. Before applying water soure into execution work, Contractor will take water samples for testing. If it does not meet standard, execution department will make treatment solution to guarantee quality of water for execution. b. Water source at the drilling position of bored piles at PY1, PY2: Contractor will use Hau river water source to serve for hygiene of equipment and mixture of drilling fluid. Before applying water soure into execution work, Contractor will take water samples for testing. Water standard for execution shall meet Standard TCVN 4453:1995 and QCVN 08 : 2008/BTNMT. III.3.6 Drainage during execution period: a. Drainage at the accommodation and fabrication yard on land:

Treatment for water of drilling fluid: Bentonite that does not meet standard of usage will be transported by barge on the tank and discharge into the catch-pit excavated at the position not affecting other items of project or suctioned and transported to the regulated disposal place to ensure environmental regulations. III.3.7 Provision and transportation of material The site Management Board is responsible for instruction to technical departments to establish contruction progress, calculation of material demand, necessary material for execution under progress and submit them to material supply department. Materials mobilized to the site must be approved by Employer and accepted by Consultant. Material. The mobilized material shall be provided fully Minutes of handover and certificate of origin. All materials will be sampled under supervision of Consultant and transferred to Laboratory for testing and accepted before putting into execution. Experiment department evaluates on quality requirements before putting into use. IV. MATERIAL IV.1 Sand:  Natural sand must have enough strength. Sand must be clear, the rate of clay, organic and others particle shall comply with standard TCXDVN 7570:2006 and AASHTO M6. The maximum combined quantity of soluble chloride and sulphat in fine aggregate shall not exceed 1,000 ppm  Sand is taken fromTan Chau – An Giang pit.

IV.4 Reinforcement: Reinforcement include reinforcing round steel type CB300-T and ribbed reinforcing bars type C400-V comply with specification TCVN 1651:2008 and must have certification of manufacturer attached on every lot.  All the reinforcement shall be maintained to avoid damage surface, stain... Reinforcement stored at the storage must be put on the woody frame, do not put on the ground, reinforcement must be covered by canvas and marked ordinal for easy taking. IV.5 Water:  Water for constructing use local water and comply with standard TCXDVN 302:2004.  Contractor will test, analyse chemical component of water from any source  Water use for concrete must be clean, do not have oil , acid, kalium, salt, organic and others harmful particle for concrete.  Rate of clocid do not exceed 300mg/l for reinforcement concrete.  Do not use water have rate of sulphate (SO4) more than 1% weigh of it  Do not use water have PH index <4. Water for cleaning aggregate have same specification like above.

CONSTRUCTION METHOD STATEMENT OF BORED PILE VAM CONG BRIDGE CONSTRUCTION CENTRAL MEKONG DETAL REGION CONNECTIVITY PROJECT (CMDRCP)-VIETNAM - 19 - IV.6 Additive:  Additive for concrete such as early strength admixture, viscosity admixtur, water- reducing admixture...is used to improve characteristic of concrete mixture comformed with bored pile construction.  Additive must do not have any effect that decrease the strength of concrete, additive have chlorine component do not use in any circumstance.  Use additive must comply with indication of manufacturer and additive do not have steel corrosion component, do not bad influence on concrete durability Bentonite is the choice for drilling. Contractor is expected to use Bentonite TRUGEL100 with additives Polyme CMC mixtured at a fixed ratio for test pile and massive piles. Ratio of mixture is as follows: Bentonite Trugel 100 0 -3 % Polymer CMC 0.1 – 0.9 % Viscosity 18 – 45 sec/960 cc PH 9-11 Density 1.02 – 1.10 Method of gathering materials and equipment:  All means of execution will be gatherred on the site depending on progress of each work and basing on equipment mobilization of Contractor.  Equipment- machine will be registerred, inspected and granted circulation certificate before operation  Reinforcing steel: is gatherred at the site on the bank under progress of execution  Concrete: is supplied under progress of pile execution  Casing: to be mobilized under each phase of execution of Contractor on the barges.  Bentonite and CMC: adequately gatherred for continuous execution.

CONSTRUCTION METHOD STATEMENT OF BORED PILE VAM CONG BRIDGE CONSTRUCTION CENTRAL MEKONG DETAL REGION CONNECTIVITY PROJECT (CMDRCP)-VIETNAM - 21 - V.1 Preparation for pile execution. - Before execution of bored piles, it is necessary to adequately gather and study design documents, technological procedures, survey documents of project geology, etc in the construction area. - Survey geographic position, hydrology and climate, etc. - Preparation of the construction plan, identification of landmark, axis of project, service road, location of equipment gathering, fabrication yard for steel cage, etc. - Establish constrction schedule under requirements of Employer and Consultant. - Establish sample documents and tables, construction diary for acceptance and monitoring of execution period. - Preparation of construction equipment, machine and material and experimental tools. - Establishwater supply system, drilling fluid supply system, concrete pumping system, etc. - Installation of electrical system must be safe to provide adequate capacity for the drilling system. - Check and trial-operation of the entire drilling system - Check and trial-operation of the concrete pumping system - Ensure safe execution of the entire system

CONSTRUCTION METHOD STATEMENT OF BORED PILE VAM CONG BRIDGE CONSTRUCTION CENTRAL MEKONG DETAL REGION CONNECTIVITY PROJECT (CMDRCP)-VIETNAM - 22 - V.2 Positioning and anchoring for barge: - On the barge, mark 2 points with interpolated coordinate from interpolated coordinate of 2 centerlines in the same row. - Use total station to guide barge into these 2 marked points. - Anchor at 4 angles of the barge. Adjust the barge into construction position by dropping or tensioning the anchor. - Drive 4 steel pipes D900 – 35 m in length to anchor the barge in fix. V.3 Positioning of bored hole: - Positioning is based on the design document, positioning landmark and pile arrangement plan to identify the centerline. The centerline is identified by the total station. During deployment, there is inspection and acceptance of Consultant’s Engineer after finishing. V.4 Lowering of casing: The barge 3800 tons is located into construction position and the following equipments is anchored in fix on the barge: - Crane 500tons - Vibrating hammer MS200 HHF(150KW) - Shaped Steel H400,H300, guide frame and positioning of drilling position - Casing D2600mm L=33m to 37m. - And other support equipments V.4.1 Positioning of execution: - Use total station to identify the centerline and anchoring point on the barge

CONSTRUCTION METHOD STATEMENT OF BORED PILE VAM CONG BRIDGE CONSTRUCTION CENTRAL MEKONG DETAL REGION CONNECTIVITY PROJECT (CMDRCP)-VIETNAM - 23 - - Install positioning frame and guide frame system at the position of lowering casing - These frames are directly installed into Beam H300 erected on the barge through bolt system for the easy of installation and dismantling. - Surveyor will identify the pile centreline and anchoring points by crossed steel placed on the guide frame. Measure and mark distance from the pile centerline to the sides of the guide frame. Weld 4 beams H300 on the guide frame is to create a square of 2, 62mx2, 62m. The center of square will be coincident with the centreline of pile. V.4.2 Lowering of casing: - Sequence of installation for casing D2600: + Step 1: Move barge 3800T to construction position + Step 2: Set up 04 soft anchors at 4 angles of the barge + Step 3: Adjust the soft anchors to move the barge 3800T to exact construction position + Step 4: Use crane 500T and crane 150T to set up and install hard anchors at 4 angles of the barge + Step 5: Use crane 150T to lift the guide frame to bolt to board of barge 3800T at position for casing installation +Step 6: Use total station to position centerline of pile for casing installation, then mark to the guide frame wall. Measure and draw exact position of casing inside of the guide frame, weld bar H300 to the guide frame to position the casing in the guide frame. Deviation of the guide frame will be ± 2cm comparing to diameter of the casing. + Step 7: Use the crane 500T to lift Casing (coordinate with crane 150T) to move casing to the guide frame. Lower the Casing slowly down to bottom of the
  • 26. CONSTRUCTION METHOD STATEMENT OF BORED PILE VAM CONG BRIDGE CONSTRUCTION CENTRAL MEKONG DETAL REGION CONNECTIVITY PROJECT (CMDRCP)-VIETNAM - 24 - river. Choose a suitable time that waterflow is small, time of tide interference to lower the casing + Step 8: Remove cable for casing craning at crane 500T, to crane vibrating hammer 150KW restrainting 02 sides, to move to top of Casing. Then, vibrate and lower the Casing. + Vibrate and lower the Casing up to the top of Casing away from the guide frame about 50cm, then stop. For the first 4 Casings, we weld with 04 temporary Casing of 4,5m: lift temporary Casing 4,5m to weld to main Casing, the continue vibaring and lowering the casing up to the vibrating hammer touch the guide frame, them stop lowering. Remove the guide frame from its position. Install vibrating hammer and continue vibrating and lowering the Casing up to design elevation. For Casings without temporary casings, only vibrate and lower until the hammer touch to the guide frame and stop. After the temporary casing available, continue lowering up to the designed elevation. + Accuracy of position of Casing will be checked, inspected with error of the casing centerline coordinate ≤ +7,5 cm (meet special requirements) + Stability of the Casing is calculated, checked safely with calculation sheet enclosed. - Continuously install positioning and guide frame for the next lowering position of the casing until finishing lowering total casing of that row of pile. - For the next row of pile, implementation of casing lowering is the same as this row. - After driving 08 casings of the first row of pylon PY1, the barge 3800 T and crane 500 T will move to pylon PY2 to lower casings. Process of 8 casings lowering at PY2 will be implemented the same as PY1.

CONSTRUCTION METHOD STATEMENT OF BORED PILE VAM CONG BRIDGE CONSTRUCTION CENTRAL MEKONG DETAL REGION CONNECTIVITY PROJECT (CMDRCP)-VIETNAM - 25 - Casings, after lowering, are connected to each other by welding from steel bars H300 at elevation corresponding to bottom elevation of foundation: + 2.150m V.5 Deployment of drilling of pile and cleaning of boredhole for the first time: After finishing installation of casing D2600mm, prior to assembly of drilling set S600 for drilling work, we will carry out installing temporary casing D1100 to make a frame for bearing capacity reinforcing and stability increasing of the casing D2600 during drilling work, rebar cage installation and concrete placement. Each of drilling pile will be supported by 03 casings D1100 and shaped-steels H300 to anchor the casing D2600. After completing concrete placement, casings D1100 will be removed and installed to support next casings D2600 of other piles. PY1 after finishing lowering 08 casings will be carru out drilling pile - Putting the barge 1800T into construction position, fix the barge, and 01 crane 150 T + drilling machine S600 + Air compressor + pouring pipe and other support equipments are placed on the barge. - Putting the barge 1800T into construction position, arrange drilling fluid tank system, sand separator, excavator, mixing machine of drilling fluid and other support equipments on the barge. The barge will be fixed during execution of PY1. - For Bentonite supply tank system, we arrange a system of 26 tanks 25m3 on barge 1800T to connect all tanks as circulating pumping system of bentonite + drilling mud.(circulate Bentonite during drilling work). For Bentonite at cleaning period to clean boredhole, we will use barge 1200T containing new Bentonite inside the barge. After finishing drilling work, carry out cleaning stage 1, we will pump new Bentonite slurry from the barge 1200T. - Install working platform to the top of the temporary casing. - Weld and erect working bridges connected from the barge to concrete-supply bridge from the bank, and connectted from the barge to top of casing. - Erect drilling machine S600 to the working platform

During drilling, drill rod is lengthened to fit to the depth of design by combination of drill rod 3m; drilling fluid is continuously supplied to ensure distance of solution to top of casing from 2m to 0,5m. After finishing drilling to the designed depth, keep the drilling system and rod at the bottom of pile. Waiting for sendiment of sand and drilling mud about 45 minutes, then conduct to blow and clean bottom of pile by drilling machine S600. Check solution at the pipe end of collecting mud into tank; if content of sand meets technical requirements and approved by Supervision Consultant, then stop blowing and removing drilling machine S600. Perform the next works. V.6.1 Erection of reinforcing steel cage on the fabrication yard: Step 1: Tap thread of 17,4m-long steel bars, types D36 and D40 Step 2: Connect 17,4 m –long steel bars, types D36 and D40 by coupler to make 34,65m or 32,85m-long steel bars. Step 3: Log internal cage templates with diameter D=2022mm, connection welding Lh=2 x 16 cm, using steel bars type D40 to weld in support at the internal side of the template creating a triangle frame to reinforce the cage Step 4: erect the innermost steel cage (the innermost steel layer, D36): Weld 34,650m or 32,850m-long steel bars, type D36 to the template at the position of available- drawn lines under reinforcing steel steps a=164mm Step 5: Log templates D32 of the outermost reinforcing steel layer into position to ensure reinforcing steel step a=3000mm. Weld in fix these templates into template of the innermost reinforcing steel layer, use steel D32 to fill. Step 6: weld steel bars, type D40 of the first layer into template at the position marking reinforcing steel step a=175mm. Step 7: Overlap the outermost steel bars, type D40 up to steel row, type D40 which is welded to the template. Use bolt M18 (1800mm in length) to fasten 3 the main steel bars: D36, D40 and D40 to fix them on the same axle. Distance of fastening: a=3000mm. Step 8: Use these bolts M18 to reinforce 3 steel rows into fixed position of the template. For 2 templates at 2 outer ends of the cage, 100% bound joints will be tightened into template. For inner templates, they will be tightened in series to ensure that 50% bound joints will be tightened. Step 9: Use bolts to tighten cage- leveling gussets and cage-craning gussets into marked positions.

V.6.2 Intalling rebar cage into bored hole: - After finishing drilling and dreding sediment at boredhole with the acceptance of Consultant, then start installing the cage - The barge 1800 T, Crane 150 T and drilling machine S600 are moved 50 m along the downstream of the river giving place for barges 3800 T and crane 500 T to lower the cage. - The cage is vertically craned by portal crane and supported by crane 150 T - The cage is lowered to boredhole and hung at top of the casing by the ciphertext for hoisting rebar cage. - Steel cage segments are connected by bolts as designed - All of rebar cages of bored piles are hung on the high strength steel platform after connecting and lowering to the designed depth. V.7 Blowing and cleaning of boredhole for the second time: - After finishing lowering the cage, carry out installing tremie so that length of installed tremie is equal to depth of drilling pile. - Tremie is a steel pipe with diameter of 10 inch, combination of pipe are segments of 1m, 2m, 3m connected with each other by thread and waterproof rubber washer, it must be guaranteed about its water tightness and maintained and inspected regularly. - Pile cleaning: use air compressor to blow pressure through tremie until reaching depth of drilling and check drilling fluid to reach permited requirements, then stop working and finishing acceptance. The process of concrete pouring must be continuous without interruption. Use generator 450KVA to standby for batching plant in case of power-cut during concrete pouring. - Quality of concrete must be guaranteed in quality, and quantity under requirements. - Before pumping of concrete, conduct to pump water into pipe to clean, then pump cement mortar to make it flow fluently and lubricate of pipe wall. - At the position of boredhole, concrete before pouring must meet: +) slump: 18±2 cm +) air content: ≤ 3% +) temperature: ≤ 35°C - In case of placing concrete at daytime, with hot temperature, in order to ensure concrete temperature less than 35°C, contractor will reduce concrete temperature by making water cold and coordinate with covering aggregate before concrete mixing. For concrete supply pipeline, the contractor will cover and sprinkle water periodically to reduce temperature during concrete placement period.

Tremie’s base must always be concreted at least 2m.

V.9 Cutting temporaty casing and completing pile head: - After finishing pouring concrete, conduct to cut temporary casing at pile head - Clean pile head to reject bad concrete and raise it to level of cutting pile - After finishing, conduct to clean and do hygiene the area of completed pile.

CONSTRUCTION METHOD STATEMENT OF BORED PILE VAM CONG BRIDGE CONSTRUCTION CENTRAL MEKONG DETAL REGION CONNECTIVITY PROJECT (CMDRCP)-VIETNAM - 32 - V.10 Construction organization and schedule: Contractor carries out drilling bored piles at Pylons PY1 and PY2 at the same time. The barge 3800T and crane 500T are used for lowering casing and steel cage at both PY1 and PY2 a). Phase 1: construct the first 08 piles of pylon PY1 and of PY2 The barge 3800T and crane 500T after lowering 08 casing of PY1 will be moved to pylon PY2 to lower 08 casing of PY2. After lowering casing of PY1, conduct to place drilling and service system No 1, including: barge 1500T containing Bentonite tank, and tank of containing soil anchored into drilling service position; barge 1800T transports crane 150T and drilling machine S600 (Machine no1) to put into drilling position. Crane 150T on the barge is tasked for servicing drilling machine S600 and works related to blowing and cleaning, pouring concrete and other works. After lowring 8 casing of PY2, conduct to place drilling and service system No 2, including: barge 1500T contains Bentonite tank, and tank of containing anchorage soil into service position of drilling; barge 1800T transports crane 150T and drilling machine S600 (Machine no2) to put into position of drilling pile. Crane 150T on the barge is tasked for servicing drilling machine S600 and works related to blowing and cleaning, pouring concrete and other supports. During drilling and lowering steel cage of Pylons PY1 and PY2, the barge 3800T and crane 500T will be used at both pylons. They are moved to PY2 to lower steel cage after finishing lowering steel cage of drilling pile at pylon PY1 and vice verse. b). Phase 2: Construct the next 8 piles of pylon PY1 and those of pylon PY2: After finishing the first 8 piles of PY1, barge 3800T and crane 500T will be used to lower 08 casings at the next pile row, and then continue to anchor drilling chain system to drill this row.

QUALITY CONTROL METHOD OF CONTRACTOR VI.1 Construction organization After signing the construction contract, Contractor shall estbalish a Project Management Board to directly construct at site. Management Board includes: - Manager and Deputy Manager of Management Board have the right to decide the related work such as mobilizing workforce, materials, equipment and capital, etc. - Site Management Board direct the works related to technique, progress, mobilization of workforce under the authority, equipment & materials, etc. - Technical staffs, technical manager will manage and direct construction prepare the schedule of material supply, workforce and equipment to submit to site manager for review. Site manager will consider and check for the capacity, performance, quality and salary of workers. - Testing, quality control: arranging a team including officers for site supervision, sampling, carrying out the procedures of material certificate, measuring, taking responsibility in front of Project Manager on work quality. - Economic department is responsible for preparing payment documents for work period and final statement. - Labor safety & environment protection department are responsible for preparing safety methods; training labor safety for workers; supervising and monitoring the implementation of labor safety at site; operating independently under the control of Site Manager; taking responsibility for insecurity occurring on site; have the right to suspend whenever anyone at site does not abide the outlined safety measures. There are specialized officers to supervise hygiene and protect environment.
  • 37. CONSTRUCTION METHOD STATEMENT OF BORED PILE VAM CONG BRIDGE CONSTRUCTION CENTRAL MEKONG DETAL REGION CONNECTIVITY PROJECT (CMDRCP)-VIETNAM - 35 - - Health administration department: resolving the administrative procedures with Management Board and surrounding area; procedures on permit for electric connection, water connection and operation of vehicles; there is health officer to examine for workers, officers or emergency... - The construction teams directly undertake the assigned work, to collaborate with other teams to implement works at site. Team leaders take responsibility with Site Manager and Management Board on quality, work progress. VI.2 Quality control system at site In order to perform the quality control of works, items at site objectively, exactly and to ensure the quality as design requirements. V.2.1 Quality control department: The power and responsibilities of this department are as follows: - Communicating with Employer, Consultant to unify the quality standards, origin, type of materials or/and work items. - Checking quality of materials such as steel, concrete, Bentonite, ultrasonic tube... - Identifying and submitting to Employer, Supervision Consultant the certificates, origin and types... of such materials. VI.2.2 Steps of quality control and acceptance: Checking and positioning borehole, center line, casing pipe: pile positioning deviation must be within the permissible limit; if the error exceeds the limit, it shall be re-adjusted. Checking the drilling work and drilling process:  Checking the drilling speed of machine: it will be calculated in accordance with geological conditions of each layer of soil.

CONSTRUCTION METHOD STATEMENT OF BORED PILE VAM CONG BRIDGE CONSTRUCTION CENTRAL MEKONG DETAL REGION CONNECTIVITY PROJECT (CMDRCP)-VIETNAM - 36 - Checking drilling fluid:  Drilling fluid must be prepared in tanks with a capacity large enough; mixed with clean water; aggregated depending on types of Bentonite, geological and hydrogeological conditions of the site; ensured keeping the borehole wall during drilling, reinforce erection, ultrasonic testing pipe, pipe for coring (if any), craned & installed concreting pipe and work platform, etc.  Checking drilling fluid by proper equipment. Density of the new mixed fluid is checked daily to control quality. The measurement of density should be reached accuracy of 0.005g/ml.  The specifications of Bentonite fluid in process before cleaning borehole bottom must ensure as follows: o Density: from 1,01 to 1,05 g/cm3 o viscoscity : 18 – 45 giây (funnel Marsh 500/750mm) o Sand content: < 6 % o pH: 7 - 9 Checking borehole follows the specifications in Table 1, permissible error on borehole due to the design and Table 2.

Acceptance of pile construction is based on the following documents: - Approved design document; - Acceptance minutes of geodetic positioning shaft works; - Inspection result of materials quality; factory certificates of steel and materials produced in factory; concrete certificate, aggregate content. - Testing result of concrete sample; - Acceptance record of each pile; - Record of construction piles - As-built drawing of pile with discrepancy statement on the plan and the depth as well as additional piles and approved changes in design (if any); VI.3 Acceptance of work items Acceptance and quality control of work items are inspected and accepted by Contractor, Supervision Consultant and Employer as the following steps: - Engineers under Management Board and Quality control engineer - Supervision Consultant - Employer (Officers of Project Management Unit). Work supervision engineer of Employer and officers of Project Management Unit: check, accept along with Technical engineer of Contractor to prepare the necessary procedures.

Each work must be accepted by Contractor, Supervision Consultant and Employer. Contractor can be only permitted to carry out next items technical and quality requirements are confirmed by Employer. VI.5 Material testing Construction materials are tested according to Vietnam Standards (TCVN) for ensuring the materials as design requirements. In order to create convenience for Supervision Consultant & Employer’s inspection, Contractor will store material samples which have been tested and used for construction at the working office on the site as evidence. Testing for materials will be carried out by testing centers which are proposed by Contractor and agreed by Employer, Supervision Consultant. These centers must have enough capacity and equipment to ensure for exactly result. Tested materials include: - Steel: tensile strength, bending strength and permissible coefficient of deformation. - Concrete sample: compressive strength. - Bentonite: checking in functional testing office - Concrete: concrete mix design, sufficient slump and design aggregate component. VI.6 Methods ensuring for construction progress Calculating and arranging properly the construction workforce at site and at the office to ensure completing work as scheduled progress. Complying with Design documents and regulations outlined by Employer.

Strictly implementing the warranty requiremnts of work as regulated by law. Strictly implementing technical requirements in construction work in Bidding documens proposed by Employer. There are construction diary and Pile Record and as-built documents of each work items for acceptance work. Preparing detailed construction schedule for each work item. Unifying the weekly and monthly construction schedules with Employer, Supervision Consultant. Preparing Monthly quantity plan and financial plan. All works completed must be accepted by Employer, Supervision Consultant before implementing the next work items. All changes in construction process must be agreed in writing by design consultant, Employer, Supervision Consultant and Contractor. Contractor agrees to sign a contract with a legal agency to experiment the strength of concrete, steel as a basic to submit to Employer as well as basic for acceptance & payment. VI.7 Steps for acceptance and completion In order to manage work quality properly, Contractor will recommend: - Any work will be only implemented after the previous work accepted and concluded. - Request for acceptance will be submitted to Employer, Supervision Consultant before conducting acceptance (directly or via telephone). VI.8 Limitation measures for impact of defects and countermeasures of defects during construction: The measurement for distance among pile grids, bored piles is very important which does not permit deviation on distance. In order to ensure determination of pile grids exactly in construction process, we will move piles centerline, grids of horizontal axis and vertical axis away outside the work to fixed place. Countermeasures of defect (if any): if there are unfortunate errors in construction, it must be found out the reason and applied solution for each error reasonably, but in the limited scope and based on standards, regulations and technical methods for each part of work for reasonable sosulion.

CONSTRUCTION METHOD STATEMENT OF BORED PILE VAM CONG BRIDGE CONSTRUCTION CENTRAL MEKONG DETAL REGION CONNECTIVITY PROJECT (CMDRCP)-VIETNAM - 44 - + Having methods to improve labor conditions for workers: + Reducing heavy manual labor stage; enhancing mechanical construction to improve work efficiency, speed up the progress and ensure construction quality. + Preventing and limiting in minimum the dangerous, poisonous factors causing incidents, accident adversely affecting the health or occupational disease. - Contractor implements regulations on safety and environment sanitation; prepares labor safety diary and implement fully the mode of statistic, declaration, investigation, and analysis for labor accident reasons & occupational disease (if any). - Workers must meet requirements on age, gender, health, level and qualification of labor safety. - All workers must be equipped and used personal protective equipment in accordance with the nature of work, especially the case working in dangerous places such as working at height, at deep hole, potential risks of electrical accidents or fire. - Ensuring the facilities to serve the needs of workers as WC, shower room; canteen and shift breaking house, hygienic drinking water, first aid place and emergency vehicles. - There is an engineer in charge of labor safety at site and a labor safety officer. - Before construction, Contractor must prepare construction method for each work in which labor safety measures must be included. These measures will be announced to each worker and may be checked by officer of Contractor regularly (at once the workers finish tool box meeting on safety, they sign on safety records). - All electrical equipment must have a ground wire and strictly follow the rules on the use of electrical equipment and safety of lifting equipment. Inspection and acceptance of equipment on safety instructions must be carried out before using machine.

CONSTRUCTION METHOD STATEMENT OF BORED PILE VAM CONG BRIDGE CONSTRUCTION CENTRAL MEKONG DETAL REGION CONNECTIVITY PROJECT (CMDRCP)-VIETNAM - 45 - VII.1.4 Specific methods: In order to safety for this work, Contractor will implement the followings: + Through the support of Employer, Supervision Consultant conducts to inspect the status of work to be constructed, the adjacent works to be constructed, foundation structure of such works and adjacent constructed works to take the preventive technical plan for submitting to Employer. + Carry out surveying and taking photos, determining the parameters of neighboring buildings such as road, electricity and water..., then making planfor reasonable solution and protection. + In case of unexpected obstacles, any incident in process of constructing underground works, Contractor will stop working and report to Employer, Supervision Consultant and authorities for solution. + Before construction, the barrier will be erected to prevent workers and equipments beyond the scope of safety regulations. Also, t system of signboard will be arranged to notify safe distance to such work. + Do not place material near wall area or foundation footing or place long materials on structures, not tie to fix scaffolding, equipment, etc. in construction process. + Arranging construction equipment according to safety regulations, especially in mechanical equipment such as car, heavy & height equipment (crane, bored pile machine...). VII.1.5 Training for workers on labor safety: Contractor arranges an officer in charge of labor safety at site who is responsible for monitoring the labor safety in site. All officers, workers must learn about labor safety; depending on common work or every 3 months/ 1 time. Signboard, rules must be placed in a prominent location. Medical examination of workers shall be done before coming to works. The workers must ensure health, especially workers working at height. Organizing the safety

There are rules and supervision to ensure that workers must mandatorily use labor protection equipment. VII.1.6 Establishing Safety Rules on the site: - All participants on the construction site must deliver ID cards and show the security guards when come in or out the site. - Maintaining the temporary fence, net to separate the site with surrounding area. Installing site signboards, safety rules and slogan. - All workers working at site are trained labor safety regulation regularly and periodically. Wearing helmet, protective clothing, shoes during working and wearing goggles when necessary. - Strictly follow the periodic health examination, protection work and labor safety. - During construction period, workers must be equipped fully with labor protective equipment such as shoes, clothing, helmet and safety harness... - In the time working at site, all staff are not allowed drinking beer, smoking, or using any stimulants causing stress. - There are emergency medicine cabinet, table of necessary phone numbers as emergency, police and fire, etc. Site Manager shall contract with hospitals of city on transportation and emergency at site. - No allow people who do not have the duty come in the site. VII.2 Safety for each construction work VII.2.1 General method - Establish and implement Labor safety plan for the work which is an organic part of the general economic- technical plan of the company including: + Regular training, education, slogan, signboards, restriction boards, and signposts –according to the forms specified by the Company.

CONSTRUCTION METHOD STATEMENT OF BORED PILE VAM CONG BRIDGE CONSTRUCTION CENTRAL MEKONG DETAL REGION CONNECTIVITY PROJECT (CMDRCP)-VIETNAM - 47 - + Make records to monitor supply of personnel protection equipment, labor safety cards, and access cards... + The minimum protection includes helmet and protective shoes. Workers without helmet and protective shoes are not allowed to enter the construction site. + Regular health examination and non-scheduled examination when the personnel are appointed to work at high place, deep place, or hazardous work... - Each worker must sign to confirm their responsibility for the contents above. The monitoring records are compulsory at all subordinate departments. VII.2.2 Safety in plan organization at onshore fabrication yard:  The yard has access gate available for 2 vehicle lanes with barrier and security guards presented 24h/24h.  There is sufficient design of yard organization, internal road for material transporting vehicles, specifying quantity for each material yard. The material yards must have water reservoir to prevent dust in sunny weather.  Have sufficient commitment with material providers ensuring safe traffic; only provide bulk materials at night to ensure general safety for the Employer and surrounding area.  Design the general site plan to organize the lifting equipment, electric equipment, and accomodations reasonably. Electric line system must ensure the technical requirements. VII.2.3 Safety in site plan organization at piling area: The piling area is located at the middle of the Hau River, the construction works are implemented on the specialized barge system, and the construction site plan is narrow. The contractor pays special attention to the safety of on water work:  All the barges must have protection balcony.  All personnel and workers...working on the barges at the piling area must wear life-jacket.

CONSTRUCTION METHOD STATEMENT OF BORED PILE VAM CONG BRIDGE CONSTRUCTION CENTRAL MEKONG DETAL REGION CONNECTIVITY PROJECT (CMDRCP)-VIETNAM - 48 -  The work platforms and construction platforms must have balcony at least 90 cm high.  There are sufficient signboards at machine positions, and signal man at each machine position.  There are sufficient indicator lamps and illuminators at night for each working area.  Design the general site plan; organize the lifting equipment, electric equipment, and electric wire system, ensuring the technical requirements.  There are sufficient signal posts for waterway traffic directional distribution for ships and boats passing the construction position on day and at night. VII.2.4 Safety in installing and using construction machines - electricity: Construction machines and electricity are two issues which support each other during the construction. Good and synchronous operation between construction electricity and machines is the basis for labor safety in machinery use and installation. To ensure the objective above, our company only uses the machines and equipment that: + Have sufficient machinery documents (Including certificate of calibration). + Good condition. + Have professional operators. + Install the machines in accordance with site plan arrangement design and work progress. - Hereunder are safety measures for installation and use of some basic machines and equipment. a. For hoisting crane:  Only authorized person is allowed to operate the crane and other working machines.

CONSTRUCTION METHOD STATEMENT OF BORED PILE VAM CONG BRIDGE CONSTRUCTION CENTRAL MEKONG DETAL REGION CONNECTIVITY PROJECT (CMDRCP)-VIETNAM - 49 -  The operator must not drag the lifting object when it is hung up, moved and put it down. Do not adjust the hook when the lifting object is hung up.  While lifting the crane boom or loading, the operator must observe the crane boom or load that they must not be lifted out of the boom range and allowable lifting height.  Only lift and turn the load when there is no person standing in the working range of the crane.  Place the hook carefully so that the cables will not be distorted.  At maximum load: First try lifting the object up at 200-300 mm to decide working capability of the crane and breaks, then continue the lifting work. While lifting objects, the distance between the hook and the rope block must be longer than 0.3m.  If the cables are deviated from the winch or rope block, distorted, broken, or damaged, the operator must stop the work immediately.  Do not make paracaccommodatione brake while turning the crane with load.  Do not use the lifting hook to drag the objects on the ground; do not lift imbricate objects...  Do not lift any object with man standing on it, or use hand to balance the weight.  When turning the crane, prevent counterweight touching the building, or scaffolding... b. Steel fabrication machine:  Only specialized operators are allowed to use the steel cutting, bending, and welding machines.

CONSTRUCTION METHOD STATEMENT OF BORED PILE VAM CONG BRIDGE CONSTRUCTION CENTRAL MEKONG DETAL REGION CONNECTIVITY PROJECT (CMDRCP)-VIETNAM - 50 -  Design the cover and protection box when cutting the steel bar which is < 30 cm long.  When repairing the cutter, disconnect the machines from electric source and arrange one watching person at the circuit breaker.  Welding machines must have cover and casing, and put in dry place, the welding rod must connect firmly to avoid damage and to ensure safety. Welders must wear flameproof clothing, and standard welding goggles. c. Other machines:  Other machines such as: Portable steel cutting machines and welding machines... shall comply with the machine operation process, the operators must understand the operation steps, do not use the machines in unsafe conditions.  The system of sockets and circuit breakers must be arranged reasonably which is convenient for connection when these machines are moved in the site plan.  After the work hours, these machines must be put in the warehouse to avoid damage and to ensure the safe operation.  When using machines with hazardous substances, the workers must wear labor protection clothing to prevent chemical dust. VII.2.5 Safety in reinforcing work:  The workers who use cutting, bending, and welding machines must have expertise and labor safety certificate.  When cutting steel bar which is < 80cm long, protection casing must be available.  Do not lay the electric wire or the welding wire on the platform during the reinforcing work.  The steel fabrication yard must be tidy, with brackets for each type of steel, ensure convenience for travelling on the platform.

CONSTRUCTION METHOD STATEMENT OF BORED PILE VAM CONG BRIDGE CONSTRUCTION CENTRAL MEKONG DETAL REGION CONNECTIVITY PROJECT (CMDRCP)-VIETNAM - 51 - VII.2.6 Safety in handling and transporting work: Workers while handling materials must wear protection gloves and helmet. When the handling work is at high positions, safety shall be paid special attention to and protected by protective measures such as safety belt and safety nets.... in addition; the materials must be attached tidily and firmly. There is regulation and commitment with material providers to ensure traffic safety in the site plan and on the public road, check driving license of drivers for bulk materials, check the car lighters and horns... cover bulk materials; comply with road safety traffic regulations. There is water jet at the gate to clean soil and mud from the trucks and cars in order to ensure safe traffic for the people. Steel and iron items are bundled and lifted by crane. There is one team of operators in charge of lifting and handling work, who are trained about handling work. VII.2.7 Fire and explosion protection a. Fire and explosion protection standards  The fire and explosion protection work complies with the standards as follows:  TCVN 3254:1989: Fire protection. General requirements  TCVN 3255:1986: Explosion protection. General requirements b. Fire protection measures - The Site Manager is responsible before the General Director and the Law for safety conditions in the site plan. - Establish the fire prevention and fighting team. Members of the team are the construction workers. This team is trained about basic operation in fire prevention and

CONSTRUCTION METHOD STATEMENT OF BORED PILE VAM CONG BRIDGE CONSTRUCTION CENTRAL MEKONG DETAL REGION CONNECTIVITY PROJECT (CMDRCP)-VIETNAM - 52 - fighting (The training courses are instructed by professional fire prevention and fighting force). - Before the construction, the Site Management department and representative of the Contractor discuss with the Project management Board about protection work for materials and equipment as well as fire prevention and fighting. - The Contractor will provide and install fire extinguishers at site office, warehouse, and dangerous positions such as welding machine and gas cutter position... - Fire extinguishers and fire hydrants are placed at flammable positions in accordance with the design. - The workers must not bring firecrackers or flammable substances into the site, do not cook on the site. - At the site office, telephone number of the Fire police should be available for communication when fire occurs. - Do not use the electricity over capacity. - Do not bring explosive and flammable substances into the site plan. - Comply with regulations on fire prevention and fighting. - Regular inspection and supervision to check the compliance of fire prevention and fighting work. c. Regulations on fire prevention and fighting: - In construction, fire & explosion prevention is very important, therefore, the personnel and workers must observe the following regulations when accessing the site plan: + Do not bring explosive and flammable substances into the site plan. + Do not use fire or smoke in the area with “no fire” and “No smoking” boards.

CONSTRUCTION METHOD STATEMENT OF BORED PILE VAM CONG BRIDGE CONSTRUCTION CENTRAL MEKONG DETAL REGION CONNECTIVITY PROJECT (CMDRCP)-VIETNAM - 53 - + Use electric equipment in accordance with electric safety rules. Each zone has specific circuit breaker, disconnect the circuit breaker after the work hours. + Before, during and after welding work, the worker must check and cover the welding position, especially in flammable area, there must be one watch man during the welding work and check the area carefully before finishing the work. + Flammable materials must be insulated and arranged in accordance with the regulations, the warehouse keeper must always remind people of fire protection when they take materials or supplies to and from this area. + All personnel and workers when accessing the site must always are aware of fire prevention. If they recognize fire, they must notify the leaders and other workers, at the same time, use the existing tools to stop the fire. + Do not use the fire protection equipment for other purposes. + Personnel and workers who implement the regulations well will be rewarded; violating workers must be subject to sanction or punishment in accordance with the law. VII.2.8 Construction safety in rainy season: The Contractor establishes the Management board for flood storm at the work. Mak regulations to coordinate among the Employer, Consultant and the construction department, and between the Management board for flood storm prevention and fighting and the workers at the site when disaster occurs. - The barge is anchored safely near the shore. - The electric equipment is disconnected immediately. - Lifting equipment such as cranes and piling machines are fixed safely. - The workers are evacuated to a safe place.

CONSTRUCTION METHOD STATEMENT OF BORED PILE VAM CONG BRIDGE CONSTRUCTION CENTRAL MEKONG DETAL REGION CONNECTIVITY PROJECT (CMDRCP)-VIETNAM - 54 - - There are sufficient covers for materials and supplies on the site. - Suspend all activities on the site when there is rain and storm. - Report to the Employer, Consultant, and to the Company about damages caused by flood and storm and carry out corrective measures immediately to continue the construction after the storm and flood ends. - Clean the entire site plan, accomodation, and pathways inside and outside the site... VII.2.9 Environmental protection a. Ensure the safety for surrounding environment - Ensure the hygiene and safety for surrounding environment near the site. - Because the construction is required to ensure normal operation of adjacent areas, the industrial hygiene and environment is the most important issue. It is necessary to ensure the environmental hygiene, avoid dust, and industrial waste as well as noise. b. Establish environmental protection measures: - This is a Works of big scale and long-term construction, The Contractor will comply with recommendations of environmental protection agencies, the Employer, and Consultant about the environmental protection. c. Basic measures: - During the construction, it should pay special attention to the environmental protection, do not cause dust and noise influence. - To ensure the requirement above, the Contractor will implement the following tasks: + Regularly check the safety standards of construction equipment and machinery. All trucks must have canvas cover and avoid rush hours.

CONSTRUCTION METHOD STATEMENT OF BORED PILE VAM CONG BRIDGE CONSTRUCTION CENTRAL MEKONG DETAL REGION CONNECTIVITY PROJECT (CMDRCP)-VIETNAM - 55 - + To ensure that the trucks are clean when they leave the site, the trucks must pass through the car washing bridge. The waste water will drain off to the general sewerage system. + Arrange bins on the site and disposed daily. + Conduct watering regularly to avoid dust, especially in dry season or high density of construction. + There is enough hose for washing. Create open working environment, enough light and little dust, no noise to protect the health of construction workers. + Use technical measures to shield the noise emitting machines such as the generators ... to reduce the noise to allowable level. + Comply with working time at the request of the Employer. In case of construction at night, the contractor will make specific plan to report to the Employer to obtain the general coordination plan. Then, there must be sufficient facilities and equipment with sufficient light and little noise. + Arrange staffs, assign responsibilities of organization and education, regularly remind, check, reward, and apply sanction with respect of good performance and faults. d. General requirements: - The site hygiene as well as hygiene in surrounding area is responsibility of any Contractor in any project. Besides, this work is located in the urban area, residential area, with many institutions and organization; therefore, the site hygiene requires more attention. e. Implementation measures: - Arrange everything tidily in accordance with the total site plan. At the end of the day, clean and remove them out.
  • 58. CONSTRUCTION METHOD STATEMENT OF BORED PILE VAM CONG BRIDGE CONSTRUCTION CENTRAL MEKONG DETAL REGION CONNECTIVITY PROJECT (CMDRCP)-VIETNAM - 56 - - Waste and rejected items are collected and disposed by the close method which does not cause dust and noise. Before transporting, the wastes are watered. The waste trucks are covered with canvas cover carefully and go in and out of the site after the working hours, to minimize any impact to the surrounding areas. - Domestic wastes are disposed in the day. Construction wastes are gathered into one position in the site, then disposed to dump site according to regulations of the city. - Waste water passes through the mud deposition system and discharged to the drainage system. - Industrial hygiene is conducted regularly, before cleaning the site, water the site to avoid dust. At the end of a working day, all workers must clean their work place. Clean the work place every day. Organize weekly cleaning and monthly cleaning routine; arrange the warehouse and tents of materials and vehicle tidily. - Make reasonable and clean drainage system and production water system; ensure that the construction site is always dry, clean, tidy, and neat. - Therefore, in addition to the purposes of ensuring the quality, technical and artistic requirements, the Contractor also commits to ensure environmental protection requirements and consider this work as a key project among the construction works in the urban area. + Solid Waste Treatment Measures: domestic and construction solid wastes are gathered and disposed to specified place in the city. VII.2.10 Measures for work protection, security in the area, and social order a. Protection system: - The security work on the site is implemented by the Team of security guards in shifts 24hour/day who are responsible for ensuring the security for the entire construction area, the project Management board, construction teams, detecting unauthorized people access the construction site to ensure the safety of the completed work items, preserving, and maintaining supplies and construction equipment, avoid damage and loss.
  • 59. CONSTRUCTION METHOD STATEMENT OF BORED PILE VAM CONG BRIDGE CONSTRUCTION CENTRAL MEKONG DETAL REGION CONNECTIVITY PROJECT (CMDRCP)-VIETNAM - 57 - b. Security management measures for staffs and workers on the site: - Establish the detailed regulations on the construction site and announce to all staffs and workers involved in the construction (There are regulation table on the site). - Manage the human resources on the site: Issue access cards (distinguish between officers, workers, and other contractors with different colors on the cards). - For employees who have labor contracts: Officers and employees working at the site must comply with the regulations. - For other contractors: Only those who are authorized and permitted by the Site Manager could access the site, and they have to comply with the site regulations. - Divide the working zones: Distinguish the scope of operation for the worker teams under supervision of the construction engineer to avoid disordered situation on the site. - Demographic management with local authorities: All staffs, workers, and guards on the site must have temporary registration with the local authority in accordance with the state provisions.
  • 60. CONSTRUCTION METHOD STATEMENT OF BORED PILE VAM CONG BRIDGE CONSTRUCTION CENTRAL MEKONG DETAL REGION CONNECTIVITY PROJECT (CMDRCP)-VIETNAM - 58 - VIII. CONCLUSION The Contractor believes that our construction method are established on the basis of the survey, analysis, assessment of site plan, current situation, and technical requirements; we will complete the work ensuring the best quality with the most feasible construction progress. During the construction, the Contractor will always try to apply the most advance technologies to promote the ideas and technical improvements in order to enhance the technical quality, safety, and construction progress required by the Employer. We believe that, with our present capability in terms of labor, equipment, construction machinery, as well as staffs, workers with high qualification, who are enthusiastic and creative, and strong financial capacity, we have sufficient capability to implement the bored piles for the Project: Vam Cong Bridge Construction Project under Central Mekong Delta Region Connectivity Project – Viet Nam, ensuring high quality, appropriate price, progress, technical requirements, and state construction standards for basic construction.
