Summary of main task
1. To develop national policies and measures for the regulatory
control of activities and practices governed by the Radiation
Protection Act;
2. To issue rules, regulations and guidance necessary for the
implementation of the Radiation Protection Act;
3. To establish standards for the protection of public health, safety,
security and the working environment from potential adverse
effects of ionizing radiation;
4. To issue, amend, suspend or revoke authorizations for practices
involving ionizing radiation;
5. To define exemptions from regulatory control;
6. To inspect and assess the practices of licensees for the purpose
of verifying compliance with the Radiation Protection Act,
applicable regulations and the requirements of specific
authorizations;
7. To take enforcement measures in the event of non-compliance or
violation of this Act, applicable regulations or the requirements of
specific authorizations;
8. To define the exposures that are excluded from the scope of
application of the Act;
9. To establish and maintain a national register of radiation sources
and licensees;
10.To cooperate with the International Atomic Energy Agency (IAEA)
in the application of safeguards in accordance with the
Safeguards Agreement and any protocols thereto, including
conducting inspections and visits, carrying out complementary

access to facilities, and providing any assistance or information
required by designated IAEA inspectors in the fulfilment of their
responsibilities;
11.To establish and maintain a state system for and control of
Radiation sources and a system for the registration of licenses for
Radiation material, and to establish the necessary reporting and
record keeping and requirements pursuant to the Safeguards
Agreement and any protocols thereto, concluded with the IAEA;
12.To establish and implement, in cooperation with other
governmental bodies, a system of control over the export and
import of nuclear and other radioactive materials, sources,
equipment, information and technology determined to be
necessary to protect the safety and security, and to implement
relevant international commitments;
13.To implement regulatory measures for the security of radioactive
materials, related equipment and associated facilities, including
measures of physical protection and to detect, prevent and
respond to unauthorized acts involving such materials, equipment
or facilities;
14.To cooperate with other relevant bodies in establishing a
maintaining a plan for preparedness and response to
emergencies involving nuclear or other radioactive materials in
accordance with the national emergency response plan;
15.To communicate with other governmental bodies in all
circumstances it considers necessary for the effective exercise of
its functions;
16.To exchange information and cooperate with regulatory
authorities in other States and with relevant international
organizations concerning matters arising from the exercise of its
functions;
17.To establish appropriate mechanisms and procedures for
informing the public, press, media and other stake-holders about
the regulatory process and the safety and security aspects of
regulated activities and practices, including incidents, accidents
and abnormal occurrences;
18.To obtain information, documents and opinions from private and
public organizations or persons as may be necessary and
appropriate for the conduct of its functions;
