Welcome to the 12th edition of the British
Water Handbook in the 30th anniversary year
of England’s privatised water industry. We have
made considerable progress after decades of
underinvestment and neglect, but as always
there is much more to do.
Over the years this Handbook has become an
indispensable guide to the skills and expertise of
British Water member companies and the crucial
role you play in providing essential services,
efficiently and effectively, for the water sector
at home and abroad.
A hallmark of the membership is its collective
power to innovate and transform the way
services are delivered in a changing and more
demanding world, sharing best practice and
adopting a can-do approach to solving previously
intractable problems. The growing challenge of
more extreme and volatile weather conditions
and a rising population cannot be under-estimated,
so we need to continue to develop and deliver
long-term sustainable solutions.
At the time of writing, our industry faces a
tougher regulatory settlement and a very
uncertain outcome to Brexit. Tackling these
and other issues, and meeting the growing
expectations of customers and society, requires
an industry that is both responsive and resilient,
with a strong supply chain at its core.
Having proudly marked British Water’s 25th
anniversary last year, our expertise and
experience has never been more important as
we move towards a new decade of opportunity.

the customers and communities we serve and

7. Playing an integral role in the UK’s environmental
technologies industry, the UK manufacturer first
opened its doors in Peterlee, County Durham,
over 45-years ago. In 2013, the company became
part of the Canadian multinational – Premier Tech,
strengthening its position in the UK and export
market place.
Boasting one of Europe’s largest Glass Reinforced
Plastic (GRP) manufacturing facilities, Premier

This exercise is being rolled out across the
company (e.g. mailings, emails, website) and
will be completed in early 2019. This Handbook
itself is one of the final pieces of our rebranding
jigsaw, and we hope you agree that our new
style and image are impressive.
Our rebranding programme began in 2017 as
a detailed internal assessment of the Water
Industry as a whole; British Water’s position
within it; and how British Water could improve
its effectiveness for its members by reshaping
its profile, image and external communications.
The outcome was far more than merely a new
logo and a new monogram: it embodies an
updated statement of our personality and
our vision for the future.
The rebranding itself coincided with the 25th
Anniversary of British Water. Last October, as
we unveiled the new logo at our anniversary
celebration at the Gherkin, it was rewarding to
receive so many positive complements from
those who have been associated with BW
over the last quarter-century.

16. After setting up my own business just over 2
years ago, one of the first things I did was to join
British Water for exactly the same reasons, and I
would always recommend any business involved
in the water or wastewater industries to do the
same, as long as you make sure you put the
effort in to get the best out of membership.
I’ve always been a strong believer that the
more effort you put in, the more you and your
organisation will gain. This doesn’t necessarily
mean that you always need to have someone
available to attend every meeting or go to all the
events throughout the year, but sometimes it
just needs the right person to be able to feed
in concerns or issues and respond to requests
for information or feedback.
If I could make one request starting my tenure
as Technical Forum Chairman, it would be
for member companies to make sure they
get involved as much as
possible. There’s always
the opportunity to raise
any aspect for discussion
at, or prior to, any of the
bi-annual Technical Forum
meetings, but why wait for up
to 6 months? I know Dr Mar
Batista would be happy to
receive any input at any time and likewise, I would
be happy to hear from any member who has an
issue or topic that needs consideration.
Just to explain a little more about the Technical
Forum, we try and work as closely as possible
with the UK and International Forums within
British Water (and you can read about them in
this publication separately) to monitor industry
regulations, standards and technical issues to
make sure we can inform members as much
as possible and coordinate their views, acting
as a focus for discussion within the industry.
I am looking forward to helping and supporting
Dr Mar Batista, British Water’s Technical
manager, wherever I can and seeking to
ensure that we provide a suitable forum for
the discussion of all technical
issues relating to the water
and wastewater industry. I’d be
particularly keen to encourage
members to feed in their

us decide on how best we can

Having been convenor of the Sustainable Water
Management (SuWM) Focus Group for many
years, I am more than aware of how important
these groups can be to members. In my previous
company, there was never any resistance to
me spending time attending group meetings or
carrying out the duties as the convenor as they
understood how much could be gained through
influencing legislation and guidance, keeping
abreast of current or emerging issues, and using
the various events as perfect networking or
exhibiting opportunities.

17. Production of relevant technical publications
and guidance notes is another key aspect, and
this is one area where the previously mentioned
Focus Groups are very important.
Currently there are several groups active within
British Water and, again, you will be able to read
more about them within this publication but in
summary they consist of:
• The Data and Analytics Focus Group
• The Extractive Industries Focus Group
• The Innovation Focus Group
• The Real Time Monitoring (RTM) Focus Group
• The Sustainable Water Management (SuWM)

• The Wastewater Treatment Plant (WWTP)

These groups typically meet every 3 months
or so, or as often as required to deal with
any particular issue, and past minutes and
documents are always available via the British
Water website.
As mentioned earlier, any suggestions for
potential focus groups can always be raised with
Mar or myself at any time, please don’t feel that
you have to wait until the next meeting to bring
it up. The next meeting is not due to take place
until May 2019 so flagging things up beforehand
will at least allow it to be considered at or before
that time.
It was great to have the involvement of one of
the big water companies at our last Technical
Forum meeting and really exciting to hear about
their initiatives to not only complete the current
AMP program but what they have submitted
in their PR19 business plans and beyond. It’s
great to see that we are now getting the water
utilities and retail operators joining British Water
and taking such an active role. I’m sure we are
entering a period where we will see a much
more joined up approach to dealing with water,
not only from the perspective of delivering clean
drinking water and disposing or recycling our
wastewater, but also in dealing with rainwater
from the point at which it falls on our buildings,
landscape and infrastructure.
I’ve looked through most of the PR19 business
plan submissions and it’s great to see so
many mentions of topics such as integrated
catchment management, sustainable drainage
and improving ecological quality. Only time will
tell if they all deliver on these fronts, but I would
say that the signs are looking positive. The
more that industry can engage with the water
companies through organisations like British
Water and encourage them to attend relevant
focus group and forum meetings, the more
likely we are to fully understand the best way
to protect our environment, our businesses
and our futures through better collaboration
and innovation.
I look forward to what I’m sure will be an
interesting and hopefully exciting, couple
of years.

20. The role of the Technical Forum is to
coordinate all activities on technical
and technological developments
affecting the industry. This entails
holding Focus Group meetings,
monitoring technical development,
regular dialogue with local and
national authorities, regulators
across the UK, standardisation
bodies, and also academia
It acts as the portal for responses to
consultations on technical issues, and
coordinates inputs to standards and
regulatory development. The Forum also
prepares technical guidance, codes of practice
documents and factsheets which are freely
downloadable from the British Water website.
British Water has widened its strategy to include
water-related environmental and sustainability
issues in other industry sectors in its area of
influence. This has expanded the Technical
Forum’s range of activities considerably,
requiring challenging realignments of focus
with members’ needs within the wider remit.

Focus Groups
The day-to-day work of the Technical Forum is
carried out by Focus Groups, each formed to
deal with a particular technical issue, or range
of issues. The Focus Groups are established
according to members’ needs and changes in
pressures from the drivers or regulations.

21. Technology Transfer
The Technical Forum coordinates technology
transfer within a global water sector for the
benefit of member companies, assimilating
and processing innovative ideas, products
and services from all over the world. It also
organises outward and inward technology
transfer and study tours to countries which
have innovative technologies applicable to
the UK.
The Technical Forum facilitates the dialog
between academia and industry, through visits,
workshops and periodic communications.
Commercial Activities
The Technical Forum highlights, to an ever-
widening audience, the technical experience
of the British Water membership through
conferences, seminars and other networking
events, training courses and publications.
Raising Industry Standards
The Technical Forum aims to raise industry
standards through the development of codes
of practice that become nationally recognised
standards. Our members have a key role in
providing inputs based on their expertise to
those documents.
The Technical Forum has worked closely in
recent years with stakeholders across the UK to
collaborate and find a common approach to the
problems caused by Fats, Oils and Grease (FOG)
in the sewers. Under the British Water umbrella,
the FOG Forum was created, and lately
invigorated, facilitating a co-operative dialog
across all the parties involved and affected by
FOG. To raise industry standards and help raise
awareness, the Grease Contractors‘ Association
has been supported from the beginning by
British Water, contributing to its growth in
membership and independent governance.

Water utilities in England and Wales are facing
significant regulatory challenges and need new
approaches to improving customer service and
asset resilience by using innovative and affordable
technology. Real-time monitoring gives water
companies immediate information about how their
assets are performing and what’s happening in the
network or at the treatment works. Through real
time monitoring assets can be made more resilient
to heavy rainfall and climate change, for example.
As lower cost real-time sensors and monitors
become routinely available, there is a recognition
that the industry needs to work together to get
a broad view of what the needs of the water
companies are and how they can be best met.
This makes it an exciting time for the sector and
the perfect time for the end-user utilities,

a name change the
group broadened
its remit and
expanded to
encompass
treatment plants
up to 1,000
population
equivalent, as
British Water Flows and Loads can be used to
design to this level. Not only has this broadened
the groups appeal to larger plant manufacturers
but extended out to those in the supply chain
who offer pre and post treatment equipment
not normally found on domestic plant.
The group is responsible for the upkeep of
British Water Flows and Loads, a document
referenced by SEPA, E.A., Northern Ireland
and Natural Resources Wales. The regulators
regularly attend our quarterly meetings and
refer to the group for specialist advice, keeping
us updated on legislative changes that may
impact our industry.
The group has also revamped and raised
the standard of the British Water approved
service engineer training course, to be launch
in April 2019.
The group has regular guest speakers attending,
offering industry relevant updates, information
or just the topic of the day. Whilst the subjects
covered are serious we try and operate in an
informal friendly way encouraging open debate
and valuing all input.

Focus Group
The sustainable water management
(SuWM) focus group is one of the
longer running and well supported
groups in British Water and was
formerly known as the sustainable
drainage (SuDS) group and as that
name would suggest concentrated
most of its effort on representing
member’s interests in the SuDS
sector. That has continued to a
certain extent but since the name
change several years ago, we have
included the consideration of topics
such as flooding and sustainable
water supply. Meetings are generally
very well attended but we are
always keen to encourage as many
members as possible to get involved.
We have produced some very useful
guidance documents in the past and
helped drive legislation and industry
guidance through active participation
with other organisations and relevant
consultations.

British Water’s International Forum provides
information and networking opportunities for
our member companies involved in exporting
and international trade development. It
links into other trade associations, business
development groups and the UK Government’s
trade promotion teams. As such it provides
a unique platform for companies wishing to
expand their business overseas by entering
new markets or introducing new technologies.
The International Forum enables our members
to: engage with potential clients or partners;
understand new markets better; and gain access
to the UK Government’s team of experts in the
Department for International Trade (DIT), within
the UK and in our Embassies, High Commissions
and Consulates abroad. The Forum provides
a networking conduit for best practices and

This year, I am delighted to report a wide
engagement across the supply chain at our

increased. Our recent forum had a roundtable
which was led by our international mentors, it

British Water’s international services provide UK supply chain companies
with information on global water and wastewater opportunities and access

For the first time we held three events over
two days in October 2018 to help UK supply
chain companies meet as broad a range
of international contacts as possible. The
first of these events was a Meet the Buyer
Workshop (held at the Institute of Directors)
in collaboration with the Department for
International Trade and Enterprise Europe
Network. At this event leading international
contractors operating in Africa, Asia, Europe,
the Middle East, and the USA gave an overview
of their companies and then held one-to-one
meetings with UK suppliers. These companies
and other guests participated in the International
Reception on 20 October where our keynote
speaker was Peter Simpson, Chief Executive,
Anglian Water Group. Our International
Conference was held the following day and
hosted by Turner & Townsend. This event gave
companies access to market intelligence and
thought leaders to help review their export
strategies. The speakers included Atkins, Arup,
Black & Veatch, Hydro Nation, Jacobs, Saur
International, UK Export Finance and Wood
and gave attendees opportunities to attend
roundtable discussions with international
contractors and consultants.

appointment as chief executive marks the
start of a new era for the organisation, I look
forward to seeing her lead us into an exciting,
challenging future. At the same time, I must
thank Lloyd Martin for his sterling work over

of the organisation and the services offered

In November the new British Water branding
was launched, this will flow into all the
publications that we produce and will be a

Outside our organisation we have seen
the UK water industry become a focus for
comment, from both sides of the political divide.
Background rumblings about the monopoly
position of the water companies has extended
into demands for re-nationalisation and for
greater scrutiny.
I will not attempt to mediate on the relative
virtues of these points of view, but the focus
this brings on our industry creates challenges
and opportunities for us, the supply chain.
British Water creates an ideal environment
for constructive discussion and cooperation,
fostering an environment for innovative
development of our combined skills. It is
signficant that we have a growing number of
water companies as fellow members, they can
benefit from the huge pool of expert knowledge
that resides in the member companies, whilst
providing ever greater insight into the impact
of regulatory governance and economic forces

My tenure as chair of the UK Forum has come at a time of change for the
water industry and for British Water, and of course the country in general
but I have no intention of making any comments on Brexit. I am relishing
the opportunity to be part of the leadership of British Water and look
forward to making further contributions over the next 18 months

pressures being brought to bear raise the risk
of an awkward transition from AMP6 to 7, it
remains to be seen whether we see a step
back towards more conservative, risk averse
decision making or some bold moves forward
that embrace TOTEX and some of the excellent
innovative ideas that the supply chain is
providing. Perhaps now is a good time to reflect
on the move from outputs to outcomes – has
this impacted on the supply chain or perhaps
more importantly have we grasped the change
and improved the way we offer our products
and services?
The introduction of competition through
OFWAT’s Water 2020 reforms, the introduction
of competition to the commercial market
and the opening of the sewage sludge have
yet to be fully felt, things are changing but at
the equipment supplier level it is difficult to
find any tangible differences. I’m sure we will
be able to identify the impact with the aid of
hindsight, at the moment we need to be looking
for opportunities to add value to the change
process.
British Water, in common with most
membership organisations relies on members
being truly involved in the activities that are
arranged, the old adage of you get out what you
put in is as true as ever. I would encourage every
member to participate whenever possible, with
as much enthusiasm as possible. This will allow
you and your fellow members to benefit from
the influence that our trade association can
deliver.

46. The UK Forum holds two main meetings each
year, which address issues that are relevant
to the supply chain, such as the client’s capital
programmes, spend patterns, workload, skills
requirements and innovation. The meetings,
which usually include a visit to a member’s
facilities or to a water industry project, include
presentations from new members and
presentations and/or workshops focussing
on topical issues. They also offer an excellent
opportunity to network. Meetings in 2018 were
hosted by ABB at their new Visitor Centre at
Stonehouse, Gloucester with presentations
and a tour of the manufacturing, testing and
dispatch facilities. In the summer the meeting
was hosted by Stantec Treatment and Severn
Trent Water, with a tour of the newly completed
Sludge Thermal Hydrolysis plant at Minworth.
The success of the UK Forum is built on its
regular liaison meetings with major players in
the sector. Delegations of between 10 and 12
members represent the group at meetings with
the ten water service companies in England
and Wales plus Scottish Water and Northern
Ireland Water, where discussions are held with
senior procurement and engineering staff on a
range of relevant topics including structure and
contacts, expenditure, procurement, Innovation,
regulation, supply chain performance and skills
and resources.
There are also liaison meetings with the
economic and environmental regulators in both
England and Wales and in Scotland.
The UK Forum conducts a client performance
survey on a yearly basis. This involves members
and non-members ranking clients’ performance
on a number of criteria, such as communication,
contractual approach, procurement practice,
business practice and health and safety. The
outputs of the survey are used to provide
valuable feedback to the companies on how
they are viewed by the people that work with
them, and the results are published on the
British Water website.
British Water membership is now open to all UK
water companies and several WaSCs and WOCs
are now members. It Is Intended that suppliers
and water companies will be able to develop a
better understanding and working relationships
through more regular networking and contact.

50. BIM4Water Development and Achievements
BIM4Water was established in 2013 as part of the UK Government BIM Task
Group initiative. BIM4Water is the BIM4 Community to promote BIM across the
water sector.
British Water contributes to the development of
British technical standards, the harmonisation
of European standards and the shift towards
international standards on an ongoing basis.
British Water represents the interests of the
UK water and wastewater industry in all areas
where important decisions are being made and
provides members a direct conduit and input
into the process.
British Water promotes the use of best practice,
technical, commercial and operational expertise,
to increase knowledge, understanding and
awareness, to foster commonality, improve
performance, advance knowledge of legislation
changes, and disseminate knowledge of new
and changing technical standards.

operated assets.
In 2016 the BIM4 Communities became a part
of the UK BIM Alliance.
The England and Wales water sector although
regulated by Ofwat did not fall under the UK
Government April 2016 BIM Level 2 mandate.
The Scottish and Northern Ireland water sectors
are covered by their Government mandates to
implement BIM Level 2. BIM4Water is the group
which provides focus and a lead to encourage
those in the water sector to implement BIM and
to consider the benefits and implications of BIM.
The lack of a Government mandate meant that
BIM was initially introduced to the sector by
the supply community which was bringing in
experience from other sectors. In 2016 following
demand from the supply community for more
client engagement BIM4Water established an
Owner Operator (OO) Group to enable Owner
Operators to share experiences and develop
industry wide principles. In 2017 the OO Group
published a BIM guide for the water sector.
The OO Group has actively supported other
BIM4Water sub-groups such as the Standard
Libraries group in the development of Product
Data Templates and also considered asset
hierarchies with a view to rationalisation.
The next priorities for the OO Group are the
development of a water sector Employer’s
Information Requirements handbook to bring
some consistency to the water sector; secondly
the development of a culture change maturity
matrix to stimulate and guide the industry to
make the behavioural changes demanded by a
digital strategy.
BIM4Water is governed by a Steering Group; the
Steering Group is elected by the members on an
annual basis. A Chair serves for two years, and
Secretariat services and independent scrutiny
are provided by British Water. BIM4Water is not
a legal entity and has no funds.

In 2018, BIM4Water strengthened its connections
with other BIM4 groups and the wider UK BIM
Alliance through working groups and guest
presenters. We grew to our highest audience
numbers, with over 400 people cumulatively
attending our quarterly meetings, vendor
demonstration day and task group workshops.
BIM4Water recognises the importance of BIM in
facilitating a wider digital transformation of the
water sector, which is reflected in our mission.
Without well-structured, digital information
delivered efficiently and collaboratively
through capital projects, the promise of Smart
Infrastructure will remain a distant dream, while
the industry continues to grapple with a legacy of
under-valued information. Illustrating the group’s
commitment to the digital transformation of the
water industry, five members of BIM4Water’s
Steering Group, Owner Operator Group
and Benefits and Case Studies Group were
contributors to the ICE’s Project 13 Digital
Transformation Workstream report: Ripe for
transformation: ready for change?
BIM4Water Working Groups
The Steering Group led by the chair governs the
activities of BIM4Water. There is representation
from owner operators, contractors, consultants
and equipment suppliers. The regular meeting
programme has been key in engaging the
BIM4Water community.
The Standard Libraries Group is a focus for
standards discussions. The primary activity has
been developing an approach for Product Data
Templates (PDTs). PDTs have been a struggle for
many sectors, the approach by BIM4Water has
contributed to the UK BIM Alliance product data
working group.
The Benefits and Case Studies Group is
looking at various ways to encourage the take
up of BIM. Case studies have been difficult to
get written but are now gathering momentum,
however some good presentations have been
sourced for meetings programme. Scottish
Futures Trust and UK BIM Task Group resources
have been highlighted to members.
The Communications Group has set up
a webpage on the British Water website.

56. British Water’s Programme of Innovation Exchanges continues to bring together
clients and suppliers to improve two-way communication between them
Suppliers are able to better understand the
innovation needs of their clients, allowing them
to respond and develop future innovation to
meet those needs. Clients are able to hear,
first-hand, about new and innovative products
and processes that are either available or being
developed. Innovation Exchanges have become
established as the most successful way for the
supply chain to meet decision makers within
client organisations and win business through
innovation.
By the end of 2018, British Water had completed
35 successful Innovation Exchanges with a wide
range of client organisations including water and
sewerage companies, water only companies,
tier 1 contractor/consultants and other bodies.
The success of these events has allowed British
Water to extend the format into new areas such
as government departments and independent
cross-sector organisations.
The first 35 Innovation Exchanges have
delivered 1028 10-minute presentations in 109
workshops, putting 1614 individuals from 283
different suppliers In front of 1272 people from
32 client organisations.
Some years ago British Water introduced time
for the client to give ‘traffic-light’ feedback at the
end of each event. The client is invited to give
each innovation they hear about either a ‘green
light’, to indicate that they like it; an ‘amber
light’ if they are unsure and require further
information; or a red light to say it is not for
them. Since asking for feedback in this way, well
over 80% of companies presenting receive either
an amber or a green signal.
British Water are committed to the Innovation
Exchange programme of events and have
ensured that these are continually developed
to ensure optimum success for both client and
supply chain.

BWinnovate is British Water’s web-based,
water sector-specific innovation search engine.
Accessible through britishwater.co.uk, it allows
British Water members to upload details of

by the member when it is uploaded. British

58. Winter Reception
For over 10 years, British Water has hosted an
exclusive networking Reception for our members.
In 2018 a wonderful evening was had by over
230 guests at the prestigious House of Lords
over-looking the River Thames. Attendance at
this event is an exclusive benefit of being a British
Water member. It is an occasion to meet new
contacts and old friends, welcome new member
companies and (with the help of our sponsorship
opportunities) promote our members’ businesses
to key industry figures. As in previous years,
British Water member companies will be invited
to bring two representatives (complimentary) to
the 2019 Winter Reception to raise the profile
of the UK water industry and in particular,
the industry supply chain, which British Water
represents.
Annual Lunch
In 2018, we had the pleasure of welcoming over
200 British Water Members to our Annual Lunch,
which on this occasion was held at Stamford
Bridge Football Stadium. Guests gathered for
plenty of networking opportunities, interesting
speeches and truly delicious food at the home
of Chelsea FC. We welcomed WaterAid’s Chief
Executive, Tim Wainwright, as our Keynote
Speaker and were delighted to have raised
over £1,400 to support the work of WaterAid.

Women in Water
We are leading the way in progressing the
careers of women in the water industry and were
delighted to kick-start this initiative by hosting our
first Women in Water event at the end of 2018.
This event enabled attendees to hear from Heidi
Mottram, CBE (Chief Executive, Northumbrian
Water); Angela Smith, MP (Co-Chair of the All
Party Parliamentary Water Group) and other high
profile women and men on how they entered the
industry and progressed so that attendees could
identify areas in which they could develop their
own careers.
It is well-known that the UK water industry has
an increasing skills and recruitment gap and the
visible gender imbalance in the sector may be a
contributory factor. More women are taking up a
wider range of careers in water and wastewater
than ever before and the nature of the jobs
available in the sector is changing. However, there
is still plenty to do to make water an attractive
career option for a diverse workforce and we
pledge to continue to shape the future for

British Water hosts a series of ‘Dinner’s with…’
which offer an exclusive dining and networking
opportunity with key industry figures and a
very small group of British Water Members.
These unique opportunities which take place
throughout the year are a chance to meet

individuals in the water industry and British
Water representatives. Previous Dinner’s have

what is current for the industry although the

and helping the industry to progress and help

International Reception
British Water’s International Reception is held
in collaboration with overseas partners to
help increase international partnerships and
the sharing of best practice. In 2018 guests
were welcomed to the impressive Institute of
Directors for a networking reception where
speeches included our Keynote Speaker
Peter Simpson, Chief Executive, Anglian Water
Group. Peter delivered an insightful speech
highlighting the range of innovative solutions
water companies are delivering for customers
and the key challenges and opportunities for
the supply chain as we move into AMP 7. The
event was supported by the Department for
International Trade, Enterprise Europe Network
and UK Export Finance and we were delighted to
bring together a range of companies involved in
developing and delivering global water projects.
