3. A) Introduction
The ENR-CSOs in Uganda have had a long-term (15 years) collaboration with the
Ministry of Water and Environment, that is targeted at sustainable management of
the Environment and Natural Resources, Improved livelihoods and overall economic
development, based on the differentiated respective mandates, roles and
responsibilities. This is guided by the Memorandum of Understanding and a guiding
framework.
The IFPA-CD project established/operationalized a National Project Steering
Committee, with a mandate of providing policy guidance, coordination,
harmonization and integration with broader national development policy, National
Development Plan III, other programmes (such as Natural Resources, Environment,
Climate Change, Land and Water Management Programme) and monitor overall
project performance.

5. A) Introduction
Environmental Alert represents the ENR-CSOs on the IFPA-CD Project Steering Committee.
Environmental Alert was selected by the ENR-CSOs through consultations with the ENR-CSO
Network Steering Committee (for recommendation); ENR-CSO Network Annual General
Assembly (for approval); and the ENR-CSOs involved in the implementation of activities
targeted at reducing deforestation and forest degradation (for final approval).
Environmental Alert hosts secretariats for various ENR-CSO networks, including:
• The Environment and Natural Resource-CSO Network (ENR-CSO Network) -http://enr-cso.org/ ;
• The Uganda Forest Working Group (UFWG) -http://ufwg.envalert.org/ ;
• The Standards Development Group;
• The Promoting Local Innovations for sustainable agriculture and sound Natural Resource
Management (PROLINNOVA) Network – Uganda - https://www.prolinnova.net/uganda.
• The Renewable Energy CSO (RECSO) Network - http://recso-network.org/
Environmental Alert supports coordination of about 250 CSOs and CBOs for joint and structured
issue based engagements through these CSO networks.
6. A) Introduction
There are several other CSO Networks that pursue engagements that contribute to
sustainable environment, natural resources management and climate action. These should
equally be mobilized for their participation in project implementation, but also tap into the
synergies in light of the engagements they are implementing.
Some of such CSO networks include:
i) Climate Action Network Uganda
ii) Civil Society Budget Advocacy Group
iii) Participatory Ecological Land use Management (PELUM) – Uganda
7. B) Role of Environmental Alert on the IFPA-CD project
Steering Committee
Environmental Alert´s role is as follows:
a) Representing the ENR-CSOs on the IFPA-CD Project national
Steering Committee i.e. through attending meetings and as a committee
member, contribute to the delivery of the tasks of the committee.
These tasks as derived from the Terms of Reference include the
following:

Steering Committee
Tasks of the IFPA-CD Steering Committee:
i. Promote linkages and communication to ministries, lead agencies, implementing
institutions, districts and non-government actors (NGOs, Private Sector, Cultural
institutions, Indigenous people,…) regarding implementation of IFPA-CD.
ii. Review and scrutinize progress of the project, assess its achievements against the
planned outputs as reported in consolidated IFPA-CD Annual reports and recommend
for World Bank approval.
iii. Approve Annual work plans/activity plan and budgets (presented by PCU) and
recommend for WB approval.
iv. Recommend establishment of, assign tasks and supervise National Technical
Committee.
v. Consider terms of reference and budget for the TSPs, consultants. mid-term review
and end of project evaluation recommend for WB approval.
vi. Review midterm and end of project evaluation reports and recommend for WB
approval.
9. B) Role of Environmental Alert on the IFPA-CD project
Steering Committee
Environmental Alert´s role is as follows:
b) Pursue consultations with the ENR-CSOs to generate their views,
concerns and feedback on IFPA-CD Project implementation – for
presentation and sharing during the steering committee meetings as seen
appropriate.
c) Providing/sharing feedback from the IFPA-CD project steering committee
and overall associated information/results, opportunities from project
implementation among the ENR-CSOs.
10. C) The Role of Environment and Natural Resources
Civil Society Organizations in project implementation
The ENR-CSOs roles in project implementation are as follows:
a) To provide/give their views and feedback on IFPA-CD Project implementation –
for consolidation, presentation and sharing by the ENR-CSOs representative during
the steering committee meetings as seen appropriate.
b) To participate in project implementation when considered (based on their
experience and competences) through specific service contracts.
c) Conduct Independent monitoring of the implementation IFPA-CD project
activities. Is the project delivering the committed results, outcomes and impact?
d) Promote awareness of the community and key stakeholders to enhance their
preparedness in respect to IFPA-CD project implementation so that they are
empowered through the process.
11. D) Possible mechanisms for advancing coordination for
structured engagement of the ENR-CSOs and Networks
towards implementation of the IFPA-CD project
i) Structured feedback and consultative meetings with key CSOs and Networks representatives
ii) Organizing structured online engagements, for instance through zoom platforms
iii) Disseminating information (e.g. project Information and education materials) through social
media platforms e.g. google groups, whatzapp groups, websites, face book, linked-in
iv) Pursue targeted awareness creation sessions about the IFPA-CD project implementation
updates within the framework of the CSOs networks engagements (e.g. Annual General
Meetings, Issue based workshops,…)
v) Participation of the ENR-CSOs in project implementation activities as seen appropriate.
vi) Pursue structured advocacy in respect to emerging issues from implementation with
existing ENR-CSOs (e.g. ENR-CSO Network, UFWG, RECSO Network, CAN-Uganda,
CSBAG, …) advocacy engagements at national, sub national and local levels so that
responsive actions by duty bearers and decision makers is initiated.
vii) Development of joint concepts/proposals as response to call for service contracts within the
framework of the IFPA-CD project
12. E) Concluding remarks
i) The ENR-CSOs can deliver on their roles, responsibilities – as contribution
towards effective implementation of the IFPA-CD project. This calls for
effective coordination and communication among the ENR-CSOs and the
project implementing partners.
ii) The IFPA-CD Steering committee provides a good framework for
communication among the ENR-CSOs and the project implementing partners.
iii) Environmental Alert plays a liaison role in this respect as the representative
of the ENR-CSOs on the IFPA-CD project steering Committee.
13. E) Concluding remarks
iv) Delivery on this role effectively requires structured communication and
coordination mechanisms between Environmental Alert and the ENR-CSOs
and networks.
v) Supporting operationalization of these coordination and
communication mechanisms requires some resources, including Financial,
which the ENR-CSOs could leverage from their running projects and
programmes, but also the IFPA-CD Project Steering Committee should be
requested for some structured support to ensure that the ENR-CSOs
effectively deliver on their roles and responsibilities for effective implementation
of the IFPA-CD project.
