Workers’ Compensation Survey | 2
Introduction
Do you have the right strategies in place to control your
workers’ compensation costs? To help you establish a
benchmark, this survey takes a comprehensive look at
workers’ compensation issues, including premiums and
deductibles, safety committees and their roles within the
workplace, as well as general safety policies and market
concerns.
The survey was conducted in early 2016 and was
available to individuals through client portal websites.
Approximately 600 respondents completed the survey.

This survey was completed by employers in all 50 states
and the District of Columbia. Similar to 2014, the
overwhelming majority of survey respondents were from
organizations employing fewer than 500 employees.

Payroll
While a variety of industry sectors are represented in this
survey, the top two include manufacturing (20.4 percent)
and construction (15.1 percent), with health care and
social assistance a close third at 13.5 percent. Few
changes in premium fluctuations indicate the market
remains fairly steady, as 27.2 percent of respondents
noted a 1-5 percent increase in premiums, while 20.1
percent reported no change. Nearly 32.2 percent of
respondents noted a decrease from last year’s
premiums. A majority of the respondents (72 percent)
indicated they do not carry a workers’ compensation
deductible.

minimum mod (i.e., “loss-free rating”)?
Does your company, either directly or through the help
of an insurance or risk management professional, work
with a claims adjuster to evaluate and reduce reserves
on open claims, when possible?
Experience Rating
Experience rating rules vary by state, and small
employers in particular may not be experience rated. Of
those employers that reported being experience rated,
only 16.9 percent knew their loss-free rating, or lowest
achievable experience modification (mod) factor.
Knowledge of this number and other mod analysis data
helps employers implement and refine safety programs,
injury management, return to work and other measures
to reduce their workers’ compensation costs.

Organizational Structure
To support their risk management programs, 32 percent
of respondents have risk managers who take care of
safety resources, while 60 percent of respondents
support a safety director.

Nearly 68 percent of respondents indicated that the
average length of disability per workers’ compensation
claim was 0 to 5 days. And, much like last year, about
half have a written Modified Duty Return to Work
Program in place.

Safety Manuals
Seventy-five percent of survey respondents have a
written safety manual. For those with safety manuals, 85
percent demonstrate their commitment to supporting
their safety program by reviewing the manual at least
every two years.

the top three “effective” or “highly effective” methods.

The issues causing the most concern among
respondents are cost control, increasing exposures and
risk control. Carrier stability and workplace violence rank
as issues that respondents are less concerned about.

  • 2. Workers’ Compensation Survey | 2 Introduction Do you have the right strategies in place to control your workers’ compensation costs? To help you establish a benchmark, this survey takes a comprehensive look at workers’ compensation issues, including premiums and deductibles, safety committees and their roles within the workplace, as well as general safety policies and market concerns. The survey was conducted in early 2016 and was available to individuals through client portal websites. Approximately 600 respondents completed the survey.   • 3. Workers’ Compensation Survey | 3 What best describes your position? Demographics This survey was completed by employers in all 50 states and the District of Columbia. Similar to 2014, the overwhelming majority of survey respondents were from organizations employing fewer than 500 employees. How many employees does your organization employ?   • 5. Workers’ Compensation Survey | 5 What is your organization’s current estimated workers’ compensation premium? How many workers’ compensation carriers have you worked with in the past five plan years? Workers’ Compensation and Payroll While a variety of industry sectors are represented in this survey, the top two include manufacturing (20.4 percent) and construction (15.1 percent), with health care and social assistance a close third at 13.5 percent. Few changes in premium fluctuations indicate the market remains fairly steady, as 27.2 percent of respondents noted a 1-5 percent increase in premiums, while 20.1 percent reported no change. Nearly 32.2 percent of respondents noted a decrease from last year’s premiums. A majority of the respondents (72 percent) indicated they do not carry a workers’ compensation deductible. Does your company, either directly or through the help of an insurance or risk management professional, work with a claims adjuster to evaluate and reduce reserves on open claims, when possible? Experience Rating Experience rating rules vary by state, and small employers in particular may not be experience rated. Of those employers that reported being experience rated, only 16.9 percent knew their loss-free rating, or lowest achievable experience modification (mod) factor. Knowledge of this number and other mod analysis data helps employers implement and refine safety programs, injury management, return to work and other measures to reduce their workers’ compensation costs. Organizational Structure To support their risk management programs, 32 percent of respondents have risk managers who take care of safety resources, while 60 percent of respondents support a safety director. Workers’ Compensation Claims and Modified Duty Nearly 68 percent of respondents indicated that the average length of disability per workers’ compensation claim was 0 to 5 days. For those with safety manuals, 85 percent demonstrate their commitment to supporting their safety program by reviewing the manual at least every two years. Respondents indicated instilling a safety-minded culture, having a Light Duty Return to Work Policy and providing a Return to Work Policy as the top three “effective” or “highly effective” methods.

Workers’ Compensation Survey | 12 Percentage of employers that are “very” or “somewhat” concerned about the following workers’ compensation issues for 2016: Insurance Concerns in 2016 The issues causing the most concern among respondents are cost control, increasing exposures and risk control. Carrier stability and workplace violence rank as issues that respondents are less concerned about.
