Proposals & Awards
The Army conducts a two-tier evaluation of proposals received in
response to a BAA topic & selects proposals that best satisfy Army needs
Proposals are evaluated by Government subject matter experts using the
following criteria, which are published in the BAA:
• Technical Feasibility
• Strength of the Personnel & Facilities
• Transition Potential
Notice of select/non-select 90 days after proposal submission
The Army SBIR/STTR process is very competitive. Historically 10% of all
Phase I proposals submitted being selected and 50% of those being
selected for Phase II
• 25% of awards are to first time winners
• 50% of awards are to firms with fewer than 25 people
• 33% of awards are to firms with fewer than 10 people
• 20% of awards are to minority or women-owned businesses
