It has been my pleasure to have both served with Joe as a Chem/Bio Defense colleague
and as his professor while he earned his Master’s degree at the Johns Hopkins University. In a
world that has become superficial, Joe is a genuine person. What you see is what you get. He is
loyal, dedicated and loves to share his knowledge and experience with others. That experience
has crossed the full span of operational work in his service to our Nation as a soldier, laboratory
work as a staff scientist in the labs here at ECBC, as a program specialist with JPEO and as a
trainer with our Advanced CBRNE Training Team.
In my course on Chemical & Biological Threat Response and Forensics, Joe
demonstrated mastery of the concepts and the ability to apply them to real world situations. He
was a delight to his classmates and a contributor to advancing the overall knowledge of the
group.
Joe’s greatest strength is his personal rapport with those he works with and trains. He has
an easy-going training/communication style that works well with operational personnel.
Combined with his wealth of experience and love of teaching, he excels at developing curricula
and teaching people. His enthusiasm may need to be dialed back at times, but that is far easier
than trying to motivate someone who doesn’t enjoy teaching.
It is a sad reality that military budget cuts have even affected providing the best training
to our service members. As such, we cannot afford to keep Joe on our team, even with all his
skills and experience. Our loss is your gain as you will be hard pressed to find someone who
