Who is WDO?
• Created in 2002 as a non-Crown corporation by the Ontario
government under the Waste Diversion Act
• Not-for-profit organization that oversees Ontario’s recycling programs
for “designated waste”, which is waste material defined in law through
regulations by the Minister of the Environment & Climate Change
• 100% industry-funded by “Industry Funding Organizations” (IFOs) and
an “Industry Stewardship Organization” (ISO) through steward fees,
which are paid by “stewards” to the IFOs and ISO to manage the
recycling of their designated waste
o A “steward” is a company that is, for example, the first importer, brand owner or
manufacturer of a product or packaging that becomes designated waste

Municipal Hazardous or Special Waste
(MHSW) Program
Includes the following materials:
Single-use batteries (e.g., AAs & watch batteries)
Paint & coatings (program operator changing June 30, 2015 )
Solvents (paint thinners, strippers, degreasers & others)
Vehicle engine antifreeze/coolant
Fertilizers
Pesticides
Empty oil containers
Oil filters
Pressurized cylinders that held propane, oxygen, helium, or other
gases

MHSW Program Governance
• Waste Diversion Act (2002)
• Provides WDO mandate and obligations to Minister and public
• Provides IFO obligations to WDO, the Minister and public
• Ontario Regulation 542/06 (MHSW)
• Designates materials (Minister requests program from master list)
• Defines SO as the IFO responsible for MHSW
• Outlines cost recovery methodology (calculation for steward fees)
• Ontario Regulation 33/08 (Stewardship Ontario)
• Includes requirements for SO’s Board of Directors
• Outlines sections of the Corporations Act that apply to SO

Orange Drop for Single-use Batteries
• Municipal collection
• Depots (permanent or seasonal)
• Events (one-day & seasonal)
• Curbside collection (agreement with a
transporter or become a transporter)
• Return-to-retail (agreement between
transporter and SO)
• Battery Incentive Program
• Focus is on public-facing sites
• Not meant to interfere with R2R contacts
• Approved transporters and processors are
paid an incentive to source eligible batteries
• TI – varies by zone ($1.36-$3.44/kg)
• PI – $1.24/kg (including 30 cents for sorting)
