• County Manager and Superintendent would work together
to arrange meetings
• Agreed on presentation to BoCC on Feb . 2, 2015
1) an overview of steps taken thus far,
2) to request release of funds for testing and
evaluating Surf City site, and
3) to request the release of funds for architects (funds
to start the process)

Considerations and Assumptions
Where We Have Been
• Cost per square foot is projected to increase a
minimum of 10% annually
• Projects include computer infrastructure, traffic
improvements, furniture, potential rising
construction costs, etc.
• Bond total represented a savings of
approximately $3 million due to internal project
management

Where We Are
• Nov. 4, 2014 – Approved by voters
• Nov. 5, 2014 – Contacted attorney, revised
Request for Quotation (RFQ), and began
fielding questions from interested architects
• Early Nov. – BoE notified NCSBA of RFQ,
Shared information at annual conference
• Nov. 12, 2014 – OFFICIAL land search began

Where We Are
• Nov. 18, 2014 – Advertised official RFQ for architect
design
• Dec. 1, 2014 – Received RFQ design packets
• Dec. 16, 2014 – BoE held Open Meeting to interview
and select prospective designers (Mr. Murphy in
attendance)
• Jan. 12, 2015 – BoE reviewed proposed design fees
and proposed land purchase; directed staff to
continue land search

Architect Selection Process
Where We Are
• BoE received RFQ; selected six top firms
from 18 completed submissions
• These six top firms presented proposals to
the BoE
• Three of the six were selected based on
their presentations and/or qualifications
for the pending projects

• LS3P selected to design Surf City Schools
• Little and Associates selected to design
additions and renovations at Cape Fear
Elementary and Middle Schools, Burgaw
Middle School, West Pender Middle

• SfL+a selected to design addition and
renovations at Penderlea

While this money is not needed today, this
commitment will allow the Board of Education
to move forward.

Moving Forward
• Hire consultants for Surf City site evaluations
once funds are released
• Following evaluation of Surf City Site, BoE will
need to complete an offer to purchase land,
which will be then be taken back to the BoCC
for release of funds
• Hold site visits for all projects with selected
design teams

• Surf City - Project Completion Estimate 27
months
• Penderlea - Completion Estimate 27.5 months
• CFMS, CFES, BMS, PHS, and WPMS - Estimated
