3. Nepal Engineering Council Act, 2055 (Previous NEC Act, 2055 is Amendment in

• Nepal Engineering Council (NEC) is an autonomous body formed under the NEC Act,
2055 for regulating the engineering profession systematically and scientifically.
• NEC has been vested with the statutory authority for the planning, coordinated
development and monitoring of engineering profession and education in the country.
NEC Act 2055 gives an outline on the formation of the Council, its tenure and the roles
and responsibilities of the Chairman, Vice Chairman and the Registrar.
• Nepal Engineering Council Rules, 2057 has also been prepared and approved by
Government of Nepal as per the provision of Clause 37 of the Act. It defines the
registration of engineers into three categories as well as the formats for application:
a) General Registered Engineer
b) Professional Engineer
c) Non - Nepali Registered Engineer

and responsibilities of the Chairman, Vice Chairman and the Registrar.
• Nepal Engineering Council Rules, 2057 has also been prepared and approved by
Government of Nepal as per the provision of Clause 37 of the Act. It defines the
registration of engineers into three categories as well as the formats for application:
a) General Registered Engineer
b) Professional Engineer
c) Non - Nepali Registered Engineer
5. Main objectives of NEC
• To prepare policies, plans and programs for the smooth functioning of the engineering
profession and to execute them
• To set norms and standards for engineering education in Nepal
• To grant permission and approval to carry out engineering education to those
engineering colleges and institutions that meet the required norms and standards and to
honor their degrees and certificates
• To monitor and inspect the quality of engineering education provided by the
engineering colleges and institutions
• To fix the qualification necessary in order to practice engineering profession and to
register their name in the Council
• To remove their name from the registration of the engineering Council if found to violate
the code of ethics.
6. Main objectives of NEC
• Nepal Engineering Council Rules, 2057 has also been prepared and approved by the
Government as per the provision of Clause 37 of the Act. It defines the registration of
engineers into three following categories .
• General Engineer: Minimum requirement B.E. degree
• Professional Engineer: Minimum M.E. degree
• Foreign Engineer :Minimum B.E. degree and 10 years of Experience
7. NEC Act, 2055
Total numbers of members in Council are 21.
• 1 Chairman-An Er. Nominated by Government of Nepal, minimum requirement: B.E. plus
15 years of experience.
• 1 Vice-chairman: An Er. Nominated by Government of Nepal, minimum requirement:
B.E. plus 10 years of experience.
• 7 Members among Nepalese Engineers (One from each provinces)
• 1 Member-President NEA.
• 5 members- Engineers elected by Elected by NEA.
• 1 Member-Among the campus chief of Engineering College of Nepal
• 1 member-Representative, IOE, TU
• 1 member nominated by NEC among the engineers who is in teaching or in acedamic
field.
• 2 Members-Nominated by Council (with 7 years of professional experiences)
8. NEC Act, 2055

• The tenure of the members of Council is 4 years.
• Meetings for Council shall generally be held 4 times in years.
• Presence of more than 50% of member shall be considered as the quorum for meeting
of Council.

12. Name to be removed from the Registration Book (Clause 18)
• If he/she becomes mentally unsound.
• If his property has been divided proportionally among the creditors for having failed to
pay the debts due to the creditor. (If he becomes bankrupt),
• If a motion submitted to a meeting of the Council to remove, he name from the
Registration Book on the charge of violating the professional code of conduct as
prescribed is passed by a two-thirds majority,
• If he is convicted by a court in a criminal charge involving moral turpitude,
• If the name of a person who does not possess the required qualifications has happened
to be registered by fraud or error
(Name to be Registered Again: the concerned person may after a duration of at least one
year from the date on which such decision for removal is taken, submit an application to
the Council in accordance with Section 12 with specifying the justifiable reasons therein for
re-registration of the name)

14. • Any person practicing engineering profession without registration in the NEC may be liable
to a punishment with fine of an amount 10,000 or with imprisonment of duration of up to 3
months or both.
• Any person who perform his activities against the NEC Act, 2079, may be liable to a
punishment with fine of an amount 25,000.
• If registered engineers wh0 violate or doesnot obey professional code of conduct may be
liable to punishment of

b. Suspense from the registration list of NECs with some fixed duration
c. Certificate to be cancelled
• If any person does not council decision of punishment, may file his dissatisfaction in High
Court, within 35 days after receiving of formal notice of such punishment.

15. Classification of Registration
• General Registered Engineer (Completed Bachelor Degree in Engineering)
• Professional Engineer (Completed Master Degree in Engineering)
• Non - Nepali Registered Engineer (Completed Master Degree in Engineering)
• Non - Nepali Engineer can be registered in NEC having more than 10 years experiences in engineering
professions and registered initially for two years and can be renewed for one years at a time as requested by
the client.
• The member secretory shall issues NEC registration certificate within 45 days after the request.
• NEC should publish the registered engineers list in every fiscal year and should updates and published the list
in every four years but name of Non - Nepali Registered Engineer is not published.
• NEC can form three members committee to investigate the any charges to registered engineer.
• Generally, engineer is suspended for two months form NEC registration, if she/he is charged against the
engineering professions.
• The register shall made sign in oath (प्रनर्ज्ञा पत्र) regarding obeying of professional code of conduct before
issuing registration certificate

16. • Registration for Title of Professional Engineer, PEng (Nepal), Guidelines for the Applicants,
March 2016 (Second Amendment July 2022).
• Applicants must have completed a minimum of weighted 60 hours of Continuing
Professional Development (CPD) per year to be eligible to apply for the title of Professional
Engineer (PEng -Nepal).
• Minimum criteria that applicants must meet for the registration of PEng.
Be registered under the General Category of the Nepal Engineering Council.
