2. Problem
The problem is the lack of engagement
of citizens to the local participatory
budgeting projects.
Bad navigation on government
websites, big amount of information or
the lack of it, complex processes of
voting and other factors keep people
away from participating.
3. Solution
We see the solution in a mobile
application that makes process of
exploring and creating projects as easy
as possible. It will bring the community
together as it can be seen as a shared
activity which could engage people.

5. Scenarios
"You are interested in all the kindergarten related projects
in Tartu area that will take place during the upcoming
summer. You sort them by popularity and look through."
We created scenarios based on our personas and usage
of the app. This helped us to create the main tasks, users
can perform.
"You come across the ruined road in your neighborhood.
You think that it's a good idea to fix that because it's been
years since it was a good road. You go to the application
and create a new project. You fill the necessary info,
publish it, and share the project on Twitter"
"You just installed the application and want to tweak the
settings to meet your needs. You want to increase the
radius of search and add "Environment" and "transport"
to your interests."
