"1" for buoy
"2" for ship
Second and third digits =
wave period (seconds)
Final two digits = wave
height (half meters).

1 -- A group identifier for a buoy.
06 -- The wave period is 6 seconds.
05 -- The wave height is 5 half meters.
23. Station Identifier
Format of the station identifier depends
on the observing platform.
Ship -- Typically 4 or 5 characters. If
5 characters, the fifth will usually be
a digit.
Buoy -- Drifting or stationary, a buoy
will have a 5-digit identifier. First
digit always a "4".
