• In 1974 Oregon made a
statutory requirement…. to
provide a program for citizen
involvement.
• After Senate Bill 100 in
1973 ….it was up to
Oregon’s local governments
to make their plans.
• The State said, “You must
plan” and “You must involve
citizens.” That’s Goal 1 of the
statewide goals for land use.
Does Tech have a role in local Gov. Participation?

That simple question. Who knew that it would lead
to this project.

•Re-invent the CPO to have a meaningful purpose again in involving
citizens in local government.
•CPO processes need to take not more than 10 volunteer hours a week.
•Come up with new metrics for CPO success. This means defining what
an ‘engaged’ citizen looks like.
•Design a ‘cloud’ solution that allows all documentation to be electronic
for ease of main and sharing.
•Use a ‘cloud’ solution to minimize technical overhead and ‘outsource’
the technical portion to resources that can do what is required.
•Establish a prototype web site that has the capabilities to accomplish
engagement in the three areas (Educate, Communicate, and Engage).

• Most people who engage in local government are
over the age of 40.
• Fastest growing segment of Internet usage is
minorities who exclusively are using smartphones to
get connected.
• The technology infrastructure is almost there but
not quite. Failed attempts to use both Microsoft and
Google’s cloud offerings failed in key areas

• Conclusions:
• For more people to actively engage in Local Government
the ‘old way’ is not working.
• However just using technology is not enough. The web,
twitter, email and other technology are only effective if
the content is effective and efficient enough to engage
people.
• Next Steps:
• Continue to share findings from Project
• Look for the infrastructure to make the prototype a reality
with the support and cost requirements ‘as-is’.
