FOREIGN INVESTMENT LANDSCAPE
Vietnam has allocated (2007) VND1,200 trillion
(US$73 million) to four local companies to
develop basic telecommunication services
including public-access telecom centers.
Vietnam Post and Telecommunications
Group (VNPT) will get VND744.3 billion
(US$45 million),
Electricity of Vietnam (EVN) Telecom
VND337.b billion (US$21 million), Viettel
Telecom, 107.5 billion (US$6.4 million) and
Vietnam Maritime Communication and
Electronic Company (Vishipel) VND10.6
(US$600,000).
A total of 29 overseas banks have branches
and another 38 foreign lenders have opened
offices in Vietnam, according to the central
bank’s website (2007):
The State Bank of Vietnam has granted a license to
Japan’s Sumitomo Mitsui Banking Corp. (SMBC) to
open a branch in Hanoi, its second in Vietnam.
Registered capital of US$15 million
SMBC opened its first branch in Ho Chi Minh City in
December 2005, also with a registered capital of $15
million.
Standard Chartered, HSBC Holdings and Australia
and New Zealand Banking Group (ANZ) this year
received approval from the Vietnamese government
to run fully foreign-owned units.

Vietnam is becoming an increasingly attractive
investment destination for Asian businesses while
China is losing some of its appeal --- survey of
Asian business leaders published (7/11/2008).
The annual poll, conducted by the Asia Business Council
of its members, mostly Asia-based CEOs and chairmen,
also showed 75 percent of them expect business
conditions to worsen in Asia as a result of the global
financial crisis and a US economic slowdown.
It showed that China remained the top destination for
investment by Asian companies this year, followed by
India, but Vietnam surpassed the US, pushing it into
fourth place.
Investment in China, however, has seen a drop in the last
two years. In the latest survey, 61 percent of
respondents said they invested in China in the past year,
down from 64 percent in 2007 and 77 percent in 2006.
Investment in Vietnam jumped 28 percent in the past
year, the survey showed, compared to 25 percent in
2007.

According to the General Statistics Office, the two-
way trade between Vietnam and Italy reached $1.5
billion last year and $984 million in the first seven
months of 2008.
Currently, Italy ranks ninth among European Union
investors in Vietnam with 28 projects capitalized at
$114 million, Ministry of Planning and Investment
said.

Vietnam to host world ICT forum next year
Vietnam will hold a global forum on information and communication technology (ICT) in cooperation
with the International Federation for Information Processing (IFIP) next year in Hanoi, organizers
announced recently.
About 1,500 delegates, including ICT ministers, deputy ministers, academics, business people and
organizations will attend the ministry-level World Information Technology Forum (WITFOR) 2009.
The theme for the fourth WITFOR, lasting for three days from August 26, is “ICT for stable development.”
It will include 39 meeting sessions focusing on topics like IT applications in agriculture, economy, e-
government and education.
During the biennial forum, organizers will also hold marginal activities including business promotions
amongst associations and organizations.
Prime Minister Nguyen Tan Dung will attend the forum’s opening ceremony as an honorary chairman.
WITFOR was initiated by IFIP, which was established under the auspices of UNESCO in 2003 to strengthen
the cooperation and sponsorship of developing countries, and improve their ICT applications in their
economy and society.
