At the 3rd International Nuclear Decommissioning Summit, 28.-29. of January in Berlin, Prof. Behrooz
Bazargan Sabet will be speaking about the “Role and importance of Environmental Impact Assessment
(EIA) in NPP decommissioning”. Our speaker is the Senior Expert at French Geological Survey (BRGM), and

IQPC: Mr. Sabet, you are a senior expert at the
French Geological Survey (BRGM) in Orléans –
what are the focus activities of your institution?
Prof. Behrooz Bazargan Sabet: BRGM is France’s
reference public institution for Earth Science
applications in the management of surface and
subsurface resources and risks, reporting to the
Ministry of Higher Education and Research, the
Ministry for Ecology, Sustainable Development and
Energy and the Ministry for Economy, Industry and
Digital Technology.
The BRGM’s activities cover all expert appraisals,
monitoring and studies conducted to support
public policy development by providing scientific
researches and necessary tools for the management
of soils, sub-soils and their resources, risk prevention
and policy responses to climate change.
IQPC: At the summit, you will talk about the
Environmental Impact Assessment (EIA) for
decommissioning efforts – why is this such an
important aspect to consider?
Prof. Behrooz Bazargan Sabet: Environmental
Impact Assessment (EIA) deals with the possible
positive or adverse impacts that decommissioning
and dismantling of nuclear power plants may have
on the wider environment including social and
economic aspects. EIA addresses the short-term
and long-term potential effects of radioactivity on
the environment and on human beings and allows
taking preventive actions.
From regulatory point of view, EIA is mandatory
in all European countries and is required (by the
transposition of European directives) before the
consent of national competent authority being
granted for decommissioning operation.
From economical point of view, EIA allows decreasing
contingency on the global budget by reducing
the probability of unexpected events during the
decommissioning operations. Indeed, through
risk prediction and mitigation strategy but also by
monitoring critical identified parameters a successful
assessment anticipates potential adverse effects at
very early stage.
