An Experience of Teamwork and Collaboration
As of the middle of November, along with the Piedmont Region, Western
and South Central Region PERT have been maintaining a security detail at
Lanesboro Correctional every day while the facility has been on
Institutional Lockdown.
Our daily missions consist of four to twelve member teams making security
rounds throughout the facility and housing units, being visible during
movements, and assisting the Officers in Charge with restraining, visual
observations and escorting inmates. We have also been working close with
Facility Intelligence Officers to search cells, inmates and specific areas that
are known or suspected to have gang related activity.
Some of the contraband found include a large amount of cell phones, cell
phone paraphernalia, drugs, tobacco, tools used to remove light fixtures and
lock plates, and a large quantity of verified gang materials.
Members from each region have shown their dedication by volunteering to
work their scheduled days off so as not to disrupt the operations of their
assigned facilities, as well as taking the time away from home and family.

I, Officer H. L. Ayala-Rodríguez formally request my resignation from the Prison Emergency Response
Team, (PERT).
I’ve been a PERT team member since 2002, and consider the experience to be one of the most rewarding
of my career with the Department of Public Safety. The personal fulfillment and professional enrichment
I’ve gained while serving with the State’s Finest have made this a very difficult decision for me. However,
due to my age and impending retirement, I believe it’s time for me to resign in the best interest of the
PERT team, myself and my family.
I would like to thank all my team members, squad and platoon leaders, company commanders and
Captain Rogers. A very special thanks to our instructors for the outstanding training and my everlasting
gratitude to Mr. Currin for believing in me. Thank you for helping me become a better officer and
person.
I feel so proud and honored for this opportunity, privilege and BLESSING. Thank you.

Appreciation Luncheon: Included with this day of training, with the
gracious assistance of Sager Furr and SEAN District 17, Piedmont PERT held an
appreciation luncheon. Invited were the region’s administration and regional
facilities administration.
The only way that PERT can do what it does
efficiently is with the support from the
regional facilities. They assist us by
scheduling their staff so our members may
attend trainings, scheduled activations, and
adjusting themselves for members to respond
to emergency activations.
We took the opportunity to
introduce our guests to the new
training advantage that has
been incorporated to our
exercises. Sim-Weapons give
real-life expectations to
members as they train for real-
life situations.

Building Entry (Force on Force): Continuing to stress the importance of
safety and being conscience of your surroundings when entering buildings
tosearchandclear,membersweretakenthroughanothercourseofbuilding
entry with simmunition weapons and ammunition. This time members were
given safety gear and given the roles of “Good-guy and Bad-guy.”
Firearms: Precision Firing: Prior to Low Limited Light training, members
wereontherangetoworkonprecisionfiring.Ourupperechelonhavenever
given the impression that
they are better than the rest
of the members on the team.

techniques and strategies.
Firearms Qualification in
Low Limited Light: This
training focused on the
possibility of having to using
weapons at a low limited light
situation or even in complete
darkness. Instructors stressed
the safety concerns of vision
adjustments and the use of
flashlights.

Activation at Lanesboro Correctional: Themorning of November 15 a
sergeant at the facility was assaulted by an inmate with a razor. After a
weekend of being on institutional lockdown, Piedmont PERT (along with
Central, Western, and South Central regions totaled 261 PERT members
entering the facility) was activated to come and conduct a facility
shakedown. The stress was on cell phones, shanks, and gang paraphernalia.

Building entry and Force
on Force training on a

that team of riflemen. The
instructors set up floor
plans that tested the
senses and skills of each
member. The “bad guys”
were both portrayed by
the instructors and
members, giving a real-
life feeling to the
scenarios.
Safety is always a concern
with Force on Force
training. Not only do the
members wear face masks
and body protection, the
instructors and the camera
operator are wearing
protective equipment. The
rifle magazines used are
designated as Simmunition
training magazines,
marked with blue tape,
continuing the theme from
the “blue” training pistols.

Members from both companies were scheduled daily at Lanesboro
Correctional during the month of December. For our scheduled training
dateonthe16th theentireteamwasactivatedtohavebothcompaniesinthe
facility and worked directly with Facility Intelligence Officers. Members
were grouped into teams of four to six members and given lists of cells to
conduct searches and escort those inmates through CellSense. K9 handlers
and STG Intelligence Officers from within the region were also on site to
assist.
Alsoonthe16th,withthewholeteam
gathered, the announcement was
made that 2nd Company
Commander, Truman Harris of
Randolph Correctional Center, was
retiring and passing on the
command to 2nd Company
Assistant Company Commander,
Lieutenant Barney Briggs of
Caswell Correctional Center. Mr.
Harris retired from NCDPS with
39+ years, dedicatingmany of those
years to Piedmont PERT.
