A system study undertaken to understand the
challenges an internal migrant especial a
seasonal migrants faces. Through our research
and development process, we looked into
challenges in various sectors in order to find
the core problem. After identifying the core
problem we listed four possible inventions that

Education for Children of
Seasonal migrants
74% of children at construction sites are between 6-
14 year old as they are more capable at helping
parents in work
As 47% of seasonal migrants work at construction
sites and spend the most amount of time at the site
(6-8 months) thereby, being the most affected due
to the lack of opportunities for a long time.
As education is a key for better future, most
children don’t get the opportunity with 40% have
not been admitted in a school and 36% dropping
out post primary education

Education for Children
of seasonal migrants
We started our study with system of holistic meal for daily wagers, in our journey of tracing the source
problems and areas for intervention we moved from various topics , system boundaries & stakeholders,
drawing conclusion ,leading to the seasonal migrants children’s education and finally leading us to the
broader issue
Migration
Work/ business 49.7%
Marriage/ family related 36.4%
Education 4.1%
Others 9.9%
Reason and Gender Share
Female Male
Work/ business 5.1%
Marriage/ family related 86.5%
Education 2.0%
Others 6.4%
During our research, we perceived that
Migrants’ main places of origin have
traditionally been the densely populated
and less urbanized states of Uttar
Pradesh, Bihar, Rajasthan, Madhya
Pradesh, Jharkhand and Chhattisgarh.
From Rural to Urban, the highest
percentage of people migrated for labour
or unskilled work that includes
manufacturers and construction workers
as it is the most easy to get. These
Migrants come under seasonal or short
term migration, thus we decided to focus
on that.

Seasonal Migration occurs in the duration
of 6-8 months or less, which makes it
difficult for the migrants to settle properly
along with their family. Due to which, the
most affected member of the family are the
children.
Children whose parents migrate either
accompany them to work sites or stay back
in the source village, left behind without
one or both parents. Thus, either growing
up without parent resulting in an effect on
their psycho-social welfare or losing
opportunities, being pushed into child labor

Most policies and schemes are meant for children to avoid migration as it has a adverse effect on
the child, pushing them into child labour. But the important aspect missed out is that migration
discissions are made by parents respective to their lifestyle conditions.
With the constant increase in children migration, there is an urgent need to implement policies
or schemes to provide an access to education and health at the destination source more
effectively as well.
The current schemes, function with respect to the education syllabus available in schools, this
however cant be applied to the short-term seasonal migrants kids who live in the destination
source for 6-8 months. There also an urgent need to create a data bus for migrating children &
their education level as the numbers released by government authorities aren’t always adequate
neither do they follow a live tracking system meaning the numbers are at times decades old
Thus there is a need to establish a system that’s more inclusive & mobile the current mobile
systems (bus classrooms, temporary center) fail to attain to the children’s special needs and
often collapse after the child relocates due to the lack of tracking system.

Making mobile school
programs by NGO’s
more effective
The first 3 path difficult to intervene, as they involve state and national-level government policy
making Due to the bureaucracy & politics involved, they often result into no concrete result. Its
much more effective (at the moment) to implement changes in the flexible school systems hosted
various NGO’s, who are constantly evolving their systems to support as many underprivileged
children as possible
Providing education to children at construction sites

Due to the constant movement of children
from region to region it becomes difficult
for authorities to track their movement
thereby keeping these children from
obtaining further education of other
benefits. A portal tracking system that
calculates their movement regularly aid in
not just In out-reach but also with data
collection.
Portal tracking just the migrants children might
be too niche thus expanding the tracking to aid
other basic needs facilities
Its more beneficial to track all migrants
movement at the federal level for a longer and
more effective impact.
Of the progress made so far.
In 2019,
Government of India launched the
‘One Nation One ration’ scheme in
2019 with a mission to make
Public distribution system (PDS)
portable. This allowed migrant
workers to purchase ration at any
Fair price shops (FPS) irrespective
of their permanent residential
address
In 2009
State government of Gujarat,
developed a migration
monitoring software to provide
education to the migrant
children. Under this program the
children where provided with a
migration card that allowed them
to appear for exams in
government schools at
destination region.
In 2020,
Government of India started a
digital tracking portal for
migrants travelling back to their
hometown.
The migrants were made to fill
forms at bus & railways station
thus tracking them back to their
town and providing them with
necessary medical assistance.

Through our research and development process, we looked into challenges in various sectors in order to find the core problem. After identifying the core problem we listed four possible inventions that would aid, migrants the most
  • 5. Who? Where? What? Construction sites, Mumbai Seasonal Migrant Children age 6-14 Education for Children of Seasonal migrants 74% of children at construction sites are between 6- 14 year old as they are more capable at helping parents in work As 47% of seasonal migrants work at construction sites and spend the most amount of time at the site (6-8 months) thereby, being the most affected due to the lack of opportunities for a long time. As education is a key for better future, most children don’t get the opportunity with 40% have not been admitted in a school and 36% dropping out post primary education
  • 6. Migration Children of seasonal migrants Seasonal Migration Education for Children of seasonal migrants We started our study with system of holistic meal for daily wagers, in our journey of tracing the source problems and areas for intervention we moved from various topics , system boundaries & stakeholders, drawing conclusion ,leading to the seasonal migrants children’s education and finally leading us to the broader issue

From Rural to Urban, the highest percentage of people migrated for labour or unskilled work that includes manufacturers and construction workers as it is the most easy to get. These Migrants come under seasonal or short term migration, thus we decided to focus on that. Research Analysis * Mumbai statistical data Migration Duratio n Reason Source of income Source locatio n Work destinatio n Social securit y Long term Work/ busine ss Family relate d education other s Laborer /unskill ed Hawkers/s treet vendors drivers others Skilled workers housing Water sanitatio n Health & medical needs Food Job opportunitie s healthcar e Educational opportuniti es Education Short term/ seasonal 4.8% 24.2% 63% 20% 4% 7% 64% 11% 89% Loop holes in long-term migration systems & subsystems boil down to misfunctioning authorities and their politics causing almost no possible area for intervention

Due to which, the most affected member of the family are the children. Children whose parents migrate either accompany them to work sites or stay back in the source village, left behind without one or both parents. Thus, either growing up without parent resulting in an effect on their psycho-social welfare or losing opportunities, being pushed into child labor Research Analysis * All over India statistical data Below 14yr 9 million est. 47% 12% 31%

  • 11. Most policies and schemes are meant for children to avoid migration as it has a adverse effect on the child, pushing them into child labour. But the important aspect missed out is that migration discissions are made by parents respective to their lifestyle conditions. With the constant increase in children migration, there is an urgent need to implement policies or schemes to provide an access to education and health at the destination source more effectively as well. The current schemes, function with respect to the education syllabus available in schools, this however cant be applied to the short-term seasonal migrants kids who live in the destination source for 6-8 months. There also an urgent need to create a data bus for migrating children & their education level as the numbers released by government authorities aren’t always adequate neither do they follow a live tracking system meaning the numbers are at times decades old Thus there is a need to establish a system that’s more inclusive & mobile the current mobile systems (bus classrooms, temporary center) fail to attain to the children’s special needs and often collapse after the child relocates due to the lack of tracking system. Research Analysis
  • 12. Possible Interventions Making seasonal hostels more efficient Formal education policy proposal on a national level A portal for tracking seasonal migrant children movement Making mobile school programs by NGO’s more effective The first 3 path difficult to intervene, as they involve state and national-level government policy making Due to the bureaucracy & politics involved, they often result into no concrete result. Its much more effective (at the moment) to implement changes in the flexible school systems hosted various NGO’s, who are constantly evolving their systems to support as many underprivileged children as possible
  • 13. Providing education to children at construction sites Project foundation for children aged 3-14 years (teaching in temporary centre at construction sites) School on wheels for children aged 3-6 years (at sites with no space for temporary schools) Providing education to children at construction sites Curriculum Activity based learning approach in teaching the school curriculum All with writing, reading & arithmetic skills Prepare children for school admissions Level-based learning subsystems Mumbai-Pune based non-profit organisation established in 1988 with a mission to bring learning at children’s ‘door-steps’ Under its umbrella it conducts various projects to do help underprivileged children Door Step School Existing flexible school systems
  • 14. School based syllabus is thought through activities no extra courses pertaining to skill or social-skill development it puts all kinds of underprivileged kids under one umbrella, this formula doesn't work for seasonal migrants Movement Flexibility Level-based learning rather than age Activity-based learning Parents involvement to some extent Changing interest of parents relocation and migration external factors like covid, economy drop, employment of parents Skill development programs for children, to inculcate healthy habits amongst them proves helpful in the longer run Multiplicity in the course structure for maximum effect More visual learning elements & Multi-lingual approach Developing an interest amongst children and parents to look an opportunities beyond studying as well SWOT analysis of existing system at Door Step School
  • 15. Tracking system for relocating migrants Developing a skill development programme for the children (S.D.P) " Help children build a personality" grow & understand themselves and develop skills that will help them on a longer run " Give them a chance at better future" clear - creative - caring M I S S I O N V I S I O N C O R E V A L U E S
  • 16. Stating Important Elements to be included Defining skills To be thought S.D.P. schedule development Level-based Teaching framework S.D.P . Branding. Developing an identing & marketing strategy Programme structure Estimating cost per child Developing a weekly time- table Level-based Teaching framework development To include the skill development program in the current project foundation
  • 17. Temporary/ flexible system Centre created at the construction site or a classroom bus if the site is small Why? Parents feel safe knowing their children are close by Level-based learning instead of age-based Why? Due the lack of opportunity Older children at times don’t develop age appropriate knowledge Multi-lingual For trust building and getting children to share Why? Children speaking various dialects & languages on the site Community-building Within all levels Why? To help them develop social & communication skills Focus on Skill development That can evolve into healthy habits and help them in their chosen future path Why? In case they lose the access to education, these developed habits might take them a long way Parents involvement In parents-teacher meeting and giving them progress update Why? To help change parents perspective about education and skill development Tangible outcome In form or certificate & participation Why?
