Selv om områdene 1-3 er det offentliges ansvar, bør selskapene kunne konkurrere på vanlige vilkår for å håndtere dem, men disse selskapene bør være forhindret fra å levere programmer/plattformer eller tjenester for å unngå en monopolistisk eller oligopolistisk markedssituasjon.
