With a background spanning diverse roles across several decades, Hampton Barringer Luzak is a creative professional who focuses on restoring and selling historical buildings. Outside of her career, Hampton Luzak supports several nonprofits, including the American Society for the Prevention of Cruelty to Animals (ASPCA). The organization has responded to a proposed fiscal year budget by the US Department of Agriculture that drastically reduces funding and actions against “puppy mills,” or irresponsible commercial breeders. Highlighting statistics released alongside the proposed budget, the ASPCA notes that there has been a 93 percent decline in new enforcement cases compared to 2016. In total, the agency opened 17 new cases, alongside issuing two formal warnings to facilities that failed inspections, compared to over 200 in 2016. The ASPCA also highlights that this continues a downward trend, with enforcement actions continually dropping between 2017 and 2019. However, the ASPCA also suggests that inspectors take no action at all, which it says puts vulnerable animals at risk. As such, it calls on citizens across the US to contact state legislatures to tackle puppy mills, which may actively harm the animals they raise.
