Mr. Witham worked with Blue Cross Blue Shield of North Carolina with the Identity Center of
Excellence IAM Team.
Mr. Witham consulted with Avnet for Blue Cross Blue Shield of Michigan for identity and access
management.
Mr. Witham replaced CA Siteminder for Harley Davidson Motor Cycle Company in Milwaukee,
Wisconsin. The migration was focused solely in their Supplier Chain authentication infrastructure.
Mr. Witham has provided Federated Identity Management implementation for an insurance company
in the Midwest, based on the SAML 2.0 Federated Solution. This solution was integrated with
Cisco’s WebEx meeting tool. Mr. Witham provided an architecture solution for a wholesale
distributor in Seattle, Washington, and architected and delivered and Federated Identity Management
solution for an insurance company in Chicago, Illinois. In the last couple of years, Mr. Witham
provided Tivoli Federated Identity Management architecture, development, and deployment services
for several banks located in Europe. Mr. Witham is experienced with Tivoli Access Manager for e-
business architecture, development, and deployment for a global food services provider. This year-
long engagement integrated Tivoli Access Manager for e-business with Tivoli Identity Manager, and
WebSphere Application Servers running on IBM I-Series clustered servers. Among other
engagements, Mr. Witham has completed an Access Manager 4.1 performance tuning engagement
for a large Insurance provider. This entailed working directly with the Tivoli Access Manager
Development team to conduct load testing and performance tuning for WebSEAL, LDAP, and
Authorization Server modification and replication. Mr. Witham was able to deliver an Access
Manager 3.9 solution for another insurance provider. The insurance provider was Wisconsin
Physician Providers supporting the Tricare Insurance program. This deployment was hosted on
OS/390. At the time of the deployment, OS/390 did not support the Java Runtime Environment to
utilization the Administration API’s for user self-registration. We were able to work around this
challenge by employing a Remote Method Invocation run from a Windows 2000 RMI host making
Java API calls to the OS/390 WebSphere application. Mr. Witham deployed Policy Director 3.9 for a
Florida County agency. This initiative was to provide secure access to the county government’s e-
Gov portal securing 10 WebSphere applications, and 40,000 Policy Director seats. Mr. Witham was
also a key member in a Policy Director 3.6 to 3.8 migration for a regional Federal Reserve Bank. Mr.
Witham delivered and Enterprise Management solution for another regional Federal Reserve Bank.
This initiative involved this Federal Reserve Bank’s remote management of Check Imaging systems
throughout all thirteen Federal Reserve regions. Mr. Witham has also delivered a Tivoli Enterprise
Management solution for an automotive manufacturer in Alabama. This contract was focused on
utilizing Tivoli Enterprise tools to update and automate Global Automated Control tools to their
production systems. Mr. Witham also deployed a Pilot Tivoli Project for a university in Ohio. This
Pilot Project consisted of Tivoli Framework 3.7.1, Distributed Monitoring 3.6.2, Inventory 4.0,
Software Distribution, 4.1, NetView 6.1, and T/EC 3.7.1. The University is using this Pilot Project to
assist in the growth and deployment of up to 23,000 IBM ThinkPads for both Faculty and Staff. Mr.
Witham also worked on a recent IDC engagement deploying Tivoli Internet Services Manager and
IBM WebSphere products. He also conducted an IT Security Survey to the Department of the

Treasury and its various Bureaus. This involved creating a secured survey via the Department of
Treasury intranet. In addition, Mr. Witham implemented a fixed-price Enterprise Management
deployment within a TS/SCI facility providing a military branch with the capability to closely
monitor and assess threat with Firewalls and Intrusion Detection Systems. Mr. Witham acted as the
lead Architect, creating Statements of Work, conducting Site Surveys, developing Requirements
Architecture for multiple projects, and delivered sustained Enterprise Management successes for
various Federal and Department of Defense clients. Mr. Witham has worked with Tivoli Framework,
