UAE Water and Electricity Market in UAE
○ The UAE water and power sector is set to grow over the next decade, driven
by the government's efforts to expand its water and power capacity, which is

months of June till September. According to third party research, the UAE's gross
domestic electricity consumption has more than doubled over the past 10 years.
As the country undergoes substantial population and economic growth, electricity
consumption is expected to grow even more rapidly going forward, reaching 141
terawatt/hour in 2020, up from 103 terawatt/hour in 2014. Additionally, inefficient
use of electricity and a reliance on energy intensive water desalination plants are
key drivers for growth in power consumption in the UAE over the next decade.
○ The UAE’s average per capita water consumption is about 740 cubic meters

○ The UAE has one of the world’s most varied or ‘peaky’ annual water and electricity
demand curves. During the hot summer days, demand can exceed 92% of total
installed generation capacity. However, during the cooler winter evenings, demand
can shrink to as little as 33% of total installed generation capacity. This “swing” in
demand is improving as the nation increases the size of its industrial sector as a
proportion of total demand, but it continues to represent both an economic and
technical challenge at the current time.
○ Sourcing sufficient quantities of natural gas to supply generation facilities during
the peak summer months is one of the key challenges the UAE is facing. Currently,
most of the power in UAE is fueled by oil and natural gas; the country thus relies to
some degree on costly back-up fuel in order to meet summer power and water
demand. As corroborated by recent developments, UAE is expected to focus on
expanding its nascent nuclear and solar industries, which will result in these two
sectors making a much greater contribution to the country's electricity capacity and
generation mix over the next 10 years. While solar and nuclear gain traction, the
role of natural gas in the power mix will diminish, freeing up gas for export. Nuclear
and renewables are thus expected to grow significantly over the next 10 years, as
a strong project pipeline for nuclear reactors and solar power plants begins to go
online.
3. Report Title
○ While UAE's increased urbanization is a sign of the country's growth and
progress, it also presents some challenges alongside. According to the UN,
85% of the UAE's population resided in urban areas as of 2014, and this is
forecasted to reach 91% by 2050, which will create an additional burden on UAE
resources. The UAE governments has been focusing its efforts on promoting a
culture of rational energy consumption. For example - Abu Dhabi has deployed an
advanced electric metering system that monitors usage over time, and encourages
customers to reduce consumption. Similarly, Dubai now has several interrelated
programs in place to substantially reduce electricity consumption.
○ Water and electricity services are subsidized by the government, with the
total of these subsidies amounting nearly AED 35bn per annum. According to
the Ministry of Energy, and as the average annual increase in the consumption of
power and water in the UAE has touched 6%, the UAE government is seeking to
reduce water and power consumption by 10%, which will translate into AED 3.5bn
in savings per year. The government aims to curb power consumption growth
through boosting efficiency and ensuring responsible consumption of electricity and
water.
○ Key players: The power and water sector in the UAE is heavily influenced by
the structure of the Government and the significant powers afforded to the seven
emirates which are catered by these four electricity and water authorities: In Abu
Dhabi, the Abu Dhabi Water and Electricity Authority (ADWEA) is responsible for
the generation, transportation and distribution of water and electricity within the
Emirate of Abu Dhabi. In Dubai and Sharjah, these tasks are the responsibility of
Dubai Electricity and Water Authority (DEWA) and Sharjah Electricity and Water
Authority (SEWA) respectively. The remaining emirates of Ajman, Ras Al Khaimah,
Umm Al Quwain, and Fujairah are served, for the most part, by the Federal
Electricity and Water Authority (FEWA).
○ Dubai retains a bundled electricity and water sector, where Dubai Electricity
and Water Authority (DEWA) owns and operates the power production and
water desalination plants, in addition to the associated transmission and
distribution networks. DEWA was formed in 1992 as a result of the merger of Dubai
Electric Company and Dubai Water Department, both of which have been operating
independently since 1959. In 2015, DEWA had a total power generation capacity
of 9,656 MW and desalinated water capacity of 470 million imperial gallons
per day (MIG/day). The authority served a customer base of over 600,000
electricity consumers and 500,000 water consumers. DEWA’s total amount of
assets is equal to AED 120bn, while assets in conjunction with affiliated companies
exceed AED 127 billion. Electricity consumption by DEWA customers is
composed of 42% commercial, 31% residential, 11% industrial, 9% desalination
and 7% other. Water consumption by DEWA customers is overwhelmingly
dominated by residential consumption (59%), followed by commercial (25%), other
(10%) and industrial (5%).

DEWA has launched a host of successful initiatives and have allocated over AED

ahead of the World Expo 2020, aiming to have a more efficient generation,
transmission, and distribution of electricity and water.
○ As previously noted, nuclear power generation will be a key component of the
UAE's power mix diversification strategy over the next decade. The Emirate
Nuclear Energy Corp (ENEC) is planning to issue an international tender to
buy nuclear fuel needed to begin operating the country’s nuclear plants. The
nuclear regulator will agree to contracts for obtaining the uranium, converting it and
enriching the fuel for use in its plants’ nuclear reactors, which expects to start its
first nuclear power plant in 2017.
○ Under Dubai’s Integrated Energy Strategy 2030, the emirate plans to reduce
energy imports and climate warming carbon dioxide emissions by 30% by
2030, using its own solar power and nuclear power imported from neighbouring
emirate Abu Dhabi to reduce reliance on gas. Dubai has unveiled plans for a 1,000
MW solar energy park to diversify its energy mix and reduce dependency on oil
and gas (more on the project in the next section). Dubai aims to provide 7% of its
total power output from clean energy by 2020, 25% by 2030, and 75% by 2050.
○ In January 2016, Dewa approved AED 23.65bn budget for 2016 (compared to
AED22.87bn in 2015) in addition to launching strategic projects totaling AED 27bn
that will use the Independent Power Producer (IPP) model to leverage Public
Private Partnerships and build new capacity in renewable energy. A large part of
the budget will also go to clean-energy-related projects in support of the Dubai
Clean Energy Strategy 2050 to provide 75% of Dubai’s total power output from
clean energy. A total of AED 8.72bn will be allocated to capital expenditure and
projects, compared with AED 8.03bn in 2015. The 2016 budget includes a number
of key projects, including AED 2.96bn in generation, AED 3.42bn in power
transmission, AED 1.21bn in power distribution, and AED 1.04bn in water and civil,
in addition to other amounts totaling AED 95mn. Other projects include building 9
new 132kV substations, and other power transmission and distribution projects and
smart communication networks at a total cost of AED 1.544bn. Water storage
projects also included building two water reservoirs at Al Nakhly with an allocated

budget of AED 245mn, building a water pumping station on the Dubai-Al Ain road
at AED 50mn, as well as other water transmission and distribution projects. Dewa’s
operational budget for 2016 is AED 14.16bn compared with AED 13.46bn in 2015,
while the administrative capital budget is AED 770mn.
Future projects by UAE’s water and electricity authorities
○ Dubai solar projects: Dewa will build the world’s largest Concentrated Solar
Power (CSP) project that will generate 1,000MW of energy by 2030 in the
Mohammed bin Rashid Al Maktoum solar park, using the Independent Power
Producer (IPP) model. The 13MW first phasebecame operational in October 2013,
and the 200MW second phase will be operational in April 2017. Once completed,
the project will achieve a reduction of approximately 6.5 million tonnes of carbon
emissions annually. The project will use thermal storage for 8-12 hours daily, taking
into account technical and economic factors. This will contribute to improving the
effectiveness and efficiency of production and meet the requirements of the
electricity grid. The overall project will be developed in a build and operate model
for a duration of 25 years, where Dewa will retain 60%. Dewa’s CEO revealed in a
media article, that the overall 5,000MW project within the solar park, which includes
PV and CSP, would cost AED 50bn; and would make Dubai the city with the lowest
carbon footprint in the world by 2050. On May 1rst 2016, a total of five bids were
received for the 800MV third phase of the DEWA project, but in June 2016, DEWA
selected the Abu Dhabi clean energy firm, Masdar, to lead the consortium whihc
included Spain's GranSolar and Saudi-owned Fotowatio Renewable Ventures. At
just 2.99 U.S. cents/kWh, phase three is 15% cheaper than the world’s previous
lowest benchmark for solar, set in Mexico in April, and marks another step towards
diminishingly cheap PV projects at scale in emerging markets. Phase A is 200 MW
that will be commissioned by April 2018; Phase B will have a capacity of 300 MW
to be commissioned by April 2019, and Phase C will also have a capacity of 300
MW to be commissioned by April 2020.
○ Dewa plans for enhanced Dubai water supply network: In April 2016, Dewa
announced it will commission a AED 654mn for the supply and construction of a
73-kilometre, 600-1200mm water transmission network across Dubai as well as
another 300km, 100-450mm water transmission network. These networks will
manage the increasing demand for water in Dubai, providing a high-quality
infrastructure for Dubai’s sustainable development.
○ The Ministry of Infrastructure Development and the Federal Authority for
Electricity and Water (FEWA) signed a joint co-operative agreement for
developing an advanced system for Federal Spatial Data Infrastructure (FSDI) on
the 15th of June, 2016. A spatial data infrastructure (SDI) is a data infrastructure

implementing a framework of geographic data, metadata, users and tools that are
interactively connected in order to use spatial data in an efficient and flexible way.
The sysstem is rich in spatial and descriptive data for effective designing, planning,
implementing and managing projects under the UAE Vision2021 National Agenda.
The agreement was signed in implementation of the resolution issued by the
Ministerial Council for Services in 2014 directing the Ministry of Infrastructure
Development to co-ordinate with other federal and local government authorities to
modernise the comprehensive plan for federal buildings and developing regions for
2030 and update the Geographical Information System (GIS) by establishing the
FSDI programme.
○ The Abu Dhabi Water and Electricity Authority (ADWEA) announceda list pre-
qualified companies for participation in the competition to select a developer
to own up to 40% of a 350MW Solar PV Independent Power Project. The remaining
60% per cent equity will be held by ADWEA. Over 90 companies originally
responded to ADWEA's request for an Expression of Interest, published in
international and local press in December 2015. Following a comprehensive review
process carried out by the Abu Dhabi Water and Electricity Company (ADWEC) of
the Statement of Qualifications received, 34 companies have now been selected
on April 26, 2016 as Pre-qualified Parties in accordance with applicable criteria and
such companies have received a detailed Request for Proposal. The deadline for
Bid Submission has been set in the RFP for 19 September 2016. The Pre-qualified
Bidders are as follows: Acciona / Swicorp (as consortium), Acme, ACWA Power,
Adani, Alfanar / Building Energy (as consortium), Canadian Solar, China State
Construction Engineering Corporation, EDF Energies Nouvelles, Elecnor, Enel,

○ FEWA undertakes a number of water projects worth AED 300 water project in
Sharjah to meet the growing demand from new urban centres at Al Madam and
Maliha. The projects included a 400 km-long water distribution network at Al Madam
area and a water reservoir with a total capacity of 4 million imperial gallons to ensure
uninterrupted water supply to these areas.
The new water projects will serve 45 low-income neighbourhoods in addition to
government entities and commercial establishments.
