Introduction
The Nigerian Urban Reproductive Health Initiative (NURHI 2) is designed to increase demand for
modern contraceptives in Lagos, Kaduna and Oyo States ultimately leading to an increase in family
planning uptake thereby contributing to attainment of the Nigeria FP 2020 Blueprint goal. It is an
extension of the successful NURHI Phase 1 Project, and will run from 2015 - 2020. NURHI 2 is

The activities described in this RFP will contribute to the achievement of NURHI 2 Objective #1.4:
Increased demand for family planning by women and men of reproductive age.
The NURHI 2 Demand Generation Strategy combines mass media, social media, and social mobilization
to encourage uptake of modern contraceptives in Lagos, Oyo and Kaduna States. For mass media and
social media, the strategy adopts an entertainment-education and transmedia approach. The
centerpieces of the strategy are entertaining radio magazine programmes broadcast in each of the
three states: Ìrètí Ẹ]dá, which broadcasts in Oyo, Komai Nisan Jifa which broadcasts in Kaduna, and
Serigbo which broadcasts in Lagos. Each of the radio programmes features short serial dramas with
unique characters
NURHI 2 would now like to produce 60-seconds radio spots based on “transmedia” characters from
the radio drama series in Lagos and Oyo states and our 3-2-1 Interactive Voice Response (IVR) service.
Scope of work
NURHI 2 is looking for an organization to script and produce the radio spots, featuring characters from
the radio magazine programmes in Lagos and Oyo states and the 3-2-1 IVR service.

The organization/company will be responsible for the following:
• Selection of scriptwriters in collaboration with NURHI 2: The vendor will identify two (1 each for
Lagos, Oyo) scriptwriters able to script in English & Yoruba (Oyo and Lagos).
• Participation of scriptwriters in a 2-day meeting in Abuja during which scriptwriters will collaborate
with technical experts from NURHI 2 and JHU/CCP to design the storylines for radio spots, based
on characters from the radio programmes.
• Scripting the transmedia radio spots in English, based on storylines developed during the meeting
and spots promoting the 3-2-1 IVR service.
• Revising English scripts according to comments from NURHI 2/JHU/CCP.
• Translating English language scripts to local languages as described above for review by NURHI 2,
and revising them accordingly.
• Revising scripts in English and local languages according to NURHI 2/JHU/CCP review comments
and pretest findings. The vendor will be responsible for administering the process of scripting and
revisions until approved by NURHI 2/JHU/CCP.
• Ensuring that the scripts are formatted correctly and that they do not exceed 60 seconds for spot
scripts including introduction, call to action and end credits.
• Produce final broadcast-ready radio spots reflecting pretest and NURHI 2 review comments.
2. Deliverables:
• Deliverable 1: approved timeline for scripting and production of all radio spots.
• Deliverable 2: approved scripts in English for 3 transmedia radio spots for adults and 3 radio spots
for youth in each of the 3 states and two spots for our 321 IVR service (total of 20 radio spots)
• Deliverable 3: approved translated scripts in Yoruba (Oyo and Lagos) for radio spots for adults and
youth and 3-2-1 IVR service.
• Deliverable 4: rough cut radio spots for pretest
• Deliverable 5: Approved broadcast-ready radio spots for adults and youth and 3-2-1 IVR service in
all languages.
