7. Under rule 21 of Civil Servants Act, 1973:
1. Persons appointed by initial appointment,
promotion or transfer shall be on probation for a
period of one year.
2. The period of probation may be curtailed for good
and sufficient reasons, to be recorded for a period
not exceeding one year as may be specified at the
time of appointment.
8. 3. On the successful completion of probation period,
the Appointing Authority shall by specific order,
terminate the probation.
4. If no order is issued under sub-rule (3) on the expiry
of the first year of probation period, the period of
probation shall be deemed to have been extended
under sub-rule (2).
9. To rationalize the administrative structure of a
Ministry/Division or a department to make it more
effective or to bring about uniformity of pay scales of
similar posts in different organizations.
Where the duties and responsibilities attached to a
post have considerably increased.
10. Where the pay scale of a post is considered grossly
incommensurate with the qualifications and
experience prescribed for appointment to that post.
Upgradation of a post on personal basis may not be
allowed except if any officer, already holding on
regular basis a higher grade post, is posted against a
post, carrying lower grade, due to exigencies of service.
11. Seniority on initial appointment
Based on the ranks formed by the
appointing authority on merit.

12. In the case of a selection post(19 & above), on the basis
of selection on merit.
In the case of a non-selection post(18& below), on the
basis of seniority-cum-fitness.
13. Fulfillment of length of service for promotion to any
particular post or basic pay scale or grade that has
been separately specified.
Satisfactory completion of mandatory training.
Possession of qualification and experience and other
conditions as prescribed in the relevant recruitment
rules, if notified separately.
14. Fulfillment of mandatory conditions of the rotation
policy so specified for any service, group or cadre.
Fulfillment of policy for field posting, if so specified
for any service, group or cadre.
Fulfillment o other terms and conditions for the time
being in force.
15. Officers be considered for grant of BS 21 & 22 on the
basis of meritorious service in order of seniority

17. The Governor-General may transfer a Government
servant from one post to another; provided that,
except:
(1) On account of inefficiency or misbehavior
(2) On his written request
18. The normal tenure of an officer on the post should be
three years. Posting of an officer on the same post
beyond the normal tenure will require concurrence of
the competent authority, in each case
19. Shifting of the officer may be phased in a manner that
no dislocation in the officer work takes place due to
large scale transfers.
Ordinarily, three months notice should be given to the
officer who is to be transferred. Exemption may,
however, be made in case the officer is required to be
shifted immediately in the public interest with the
approval of the competent authority.
20. Application to apply for competitive exams(FPSC,
PSC)
Application to be forwarded not more than twice a
year.
Application cannot be refused.
Govt servant should be released for appointment to a
better service or post.
Applications should be forwarded through proper
channel.
21. Maximum period
The period is 3 years extendable for 2 years.

24. Extraordinary leave without pay may be granted on
any ground up to a maximum period of five years at a
time, provided that the civil servant to whom such
leave is granted has been in continuous service for a
period of not less than ten years, and, in case a civil
servant has not completed ten years of continuous
service, extraordinary leave without pay for a
maximum period of two years may be granted at the
discretion of the head of his office.
25. Extraordinary leave upto a maximum period
prescribed under sub- rule (1) may be granted, subject
to the conditions stated therein, irrespective of the fact
whether a civil servant is a permanent or a temporary
employee.
26. Extraordinary leave may be granted retrospectively in
lieu of absence without leave (vide Finance Division's
Notification No. F.1 (45)-R 4/81, dated 13-2-1982).
