Jaipur: With more than 20 school students testing
positive for Corona in Jaipur in the last ten days, the
home department on Friday issued revised guidelines
for the schools allowing online classes, no pressure
to send students to school, and the school will be
shut for 10 days if students are found corona posi-
tive. Besides, morning prayer meetings and crowded
programmes have been banned in the school premises.
The canteens in schools will have to be closed and the

‘NO CASE OF SA’s B.1.1.529 COVID-19
VARIANT REPORTED IN INDIA SO FAR’
New Delhi: The new COVID-19 variant B.1.1.529, which is
causing an increase in new COVID-19 infections in South
Africa, has not been found in India so far, said official
sources on Friday. “We don’t know very much about
this yet. What we do know is that this variant has a large
number of mutations. And the concern is that when you
have so many mutations, it can have an impact on how
the virus behaves,” Dr Maria Van Kerkhove, WHO’s the
technical lead on Covid-19, said in a briefing.
ISRAEL DETECTS ITS FIRST CASE
OF NEW CORONAVIRUS VARIANT
Tel Aviv: The Israeli Health Ministry says it has de-
tected the country’s first case of a new coronavirus
variant in a traveller who returned from Malawi. The
Health Ministry said in a statement Friday that the
traveller and two other suspected cases have been
placed in isolation. It said all three are vaccinated
but that it is currently looking into their exact vacci-
nation status. Meanwhile, Belgium said on Friday
it has detected the first announced case in Europe
of the new Covid-19 variant, in an unvaccinated
person returning from abroad.

Ajmer: Three women tourist from
France, who were vaccinated against
Corona, tested positive in Pushkar on
Friday. Pushkar Hospital in-charge Dr.
RK Gupta said they came to Delhi last
Friday and from there reached Pushkar
on Tuesday and were staying in a hotel
located at Panchkund Road. On Thursday,
their health deteriorated and got the Covid test
done which came out to be positive. Meanwhile, in
Jaipur, 3 more students tested positive on Friday.

IN BENGALURU, 9 SYMPTOMATIC
Bengaluru: 12 students of a nursing college in
Bengaluru - 11 of them fully vaccinated - have
tested positive for COVID-19. Nine are symptomatic.
The outbreak at Spurthy College in Marasur comes
as a medical college in Karnataka’s Dharwad was
also declared a COVID-19 cluster after the number
of students and staff infected went up to 182 from
66 a day before. All positive students are first-year
BSc students. One of them had not been vaccinated
because she had tested positive in June this year.

relates to Ashapura Mata Trust for which accused had pre-

SINGLE LEASE DEED CASE: ACB LOSES
BATTLE IN COURT, GOVT TO APPEAL IN HC
Jaipur: Friday brought with it a bad news for the state
bureaucracy as the application filed by the ACB in the
infamous single lease case was rejected by ACB court. In
this regard, the state govt had decided to withdraw the
case for which an application was filed. The decision to
withdraw was taken for retired IAS GS Sandhu, Nishkam
Diwakar and RAS Onkar Mal Saini. Notably, Sandhu,
who had moved court seeking permission to travel out
of the country for personal reasons as he has visa till 11
December, has been given permission with conditions.
Meanwhile, Judge Mukesh of ACB court has given a next
date for argument on charge. Now the govt will appeal in
the High Court against the decision of the ACB Court.

Jaipur: A principal of

in Harmada area
has been booked on
charges of sexually
abusing an 11-year-
old girl. According to
the police report, the
accused first asked the
victim student to clean
the room and then
shamelessly molest-
ed the minor on the

a gift. The girl, shaken
by the torture, narrated

tion Bureau on Friday
arrested the regional
officer of Rajasthan
Pollution Control Board
and Junior Engineer
while taking a bribe of
Rs 45,000 in Bharatpur.
The regional officer H R
Kasana, against whom
an ACB enquiry is al-
ready going on, had de-
manded the bribe from
the complainant to is-
sue NOC for crusher.
After verifying the
plaint, the ACB laid a
trap and caught him red
handed while taking a
bribe of Rs 30,000. Jun-
ior Engineer Rajesh
Saini was caught for
taking a bribe of Rs
10,000 for clearing his
file. Both of them were
arrested under Preven-
tion of Corruption Act.
ACB had conducted a
search operation at
Kasana’s office some
time back wherein, an
unaccounted cash of Rs
1L was recovered. The
matter is being probed.

crimination, and sexual ‘for-
ays,’ at the workplace. One
would feel let down and dis-
mayed as to whatever hap-
pened to that wonderful idea
of ‘corporate conscience’ —
of training programmes that
are held with good intent,
with all the right ingredients
in place. A jazzy five-star con-
cept, high-tech presentations,
and critique, and innate ex-
clusivity
. It, of course, pays to
attend such sessions and
learn from them.
Ethics isn’t as easy as it
sounds. Says Karan Shah, a
legal professional, “Agreed
that there are a host of or-
ganisations that take opti-
mal interest in promoting
ethics, albeit whatever good
that has emerged may not
have put to shame the perpe-
trators and led them to their
doom, or out of business, or
transformed the imperti-
nent. This is, indeed, the ba-
sic and, perforce, the essen-
tial truth, notwithstanding
that rainbow effect — of a
certain deterrence in place.”
Agreed too that most of
our ethics, or vision, pro-
grammes — whatever they
are, in reality — have not led
us to paradise. Yet, one can-
not cast the entire idea as
fanciful and have it dumped
in the Indian Ocean. We’ve
got to look at ethics per se
without prejudice. This is be-
cause a qualified interest in
ethics training has contin-
ued to grow positively, every
year. This bids fair to promot-
ing understanding, empathy,
and dogged realism — while
using the best practices and
other allied paraphernalia
for a higher purpose.
This brings us to a handful
of inevitable questions. What
canbereallyachievedthrough
ethics programmes? Can
these training concepts con-
tribute something to the bet-
terment of the individual, or
the organisation? How does
aneffectiveprogrammework?
How can one use, or measure,
some known, or unknown, in-
dices to scanning and evaluat-
ing ‘planned’ effectiveness?
It isn’t easy, because there
are pitfalls? Yes. Here’s one
example. When the ethical
character of a company is
always set by its big bosses,
wielding a bag of ethical
choices can be dangerous,
also injurious, to one’s ca-
reer. There is also a ‘catch.’
As Bhaskar Rao, a senior
manager, puts it, “When your
chief feigns a commitment to
ethics and does something
different, what can you do, at
your level? Not much.”
Analysts opine that legis-
lated ethics may not work at
all. Self-regulation, they say,
can possibly work with such
guidelines as codes of con-
duct — but, not always. Rea-
son? Any newly-acquired
‘tool’ can be ruthless. So also
regulation of ethics. Ethics
cannot overcome all contin-
gencies. The only way it can
be made use of in training is
by way, or methods, of dis-
cussion, appreciation, ac-
knowledgment, discovery
and development, and not on
the basis of a taut resolution
which only defines behav-
ioural codes, or parameters.
Ethics can be generalised
by implication, yes — of a set
of rules of demeanour that
mirrors the sentiments and
character of the workforce.
Ethics training becomes vi-
tal when companies need to
answer challenges — from
employees, stock and share-
holders, governmental regu-
lations etc. Agreed that eth-
ics programmes cannot
change personal values, or
cure all the ills of men, wom-
en, and the world, but they
can offer us a platform for
discussing moral issues and
questions — and, to arriving
at optimally viable choices.
All of us face ethical dilem-
mas, every day
. As Jack Casey
,
author of “Ethics in the Fi-
nancial Marketplace,” puts it,
“Ethics training should teach
people how to work through
complex issues with those
who are knowledgeable about
thealternatives.”AddsThom-
as von der Embse, a noted
ethics-management guru:
“For many people, ethics sim-
ply means staying out of trou-
ble.” He explains, “Ethics has
acertainamountof economic
motivation because getting
caught may mean losing your
job. But, there are people who
have maintained a sense of
conscience and an awareness
of the so-called consequences
of their actions. They are not
campaigning for a particular
issue, but for a renewed sense
of conscience in the organisa-
tion. They want to be able to
feel good about what they are
doingandtheywanttobeable
to sleep at night. They are the
pioneers; they are also path-
finders in the field of ethics.”
People are, doubtless, proud
to work for companies known
for high ethical standards, vi-
sion, openness, and values.
Also,forcompaniesthatinvest
in people. And, for good rea-
sons, a large number of com-
panies have found it advanta-
geous to discover, foster, and
nurture their corporate con-
science. This is the best thing
that has happened ever since
the invention of the word, eth-
ics, its tenets, or principles.

al Family Health
Survey has concluded that at 2.0
the Total Fertility Rate has fall-
en below the replacement level
of 2.1. It indicates that there are
fewer children being produced.
This will lead to the eventual re-
duction in population. This is
true only of urban areas as in
rural India the TFR continues to
be 2.1. Uttar Pradesh, along with
Bihar, Meghalaya, Jharkhand
and Manipur still have a high
TFR and need to work harder to
bring it at par with states like
Punjab, West Bengal, Maharash-
tra, Karnataka and Andhra
where the TFR is between 1.6
and 1.9 percent.
The survey’s worrisome find-
ing has been about the various
nutrition programmes for wom-
en and children. According to
the recent survey’s data, 57 per-
cent of women of reproductive
age are anaemic. In the 2015 sur-
vey only 53.1 percent were anae-
mic. The increase in anaemia in
children aged 6 to 59 months is
the real concern.

The speech is an outstand-
ing example of a healthy de-
bate and respect for dissent. It
is this hallmark of a vibrant
democracywhich,theOpposi-
tion and critics point out, has
been compromised in recent
years. The culture of healthy
debate has ceased to exist.
Erosion of power of constitu-
tional institutions like the ju-
diciary, data protection law
are issues that pose a threat to
the Constitution. Courts re-
luctance to examine a govern-
ment’s actions raises another
issue, that of constitutional
morality
. Constitution Day
celebration should not be a
mere symbolic exercise.

New Delhi: Stating that the Constitution Day cel-
ebration is a ‘specific party’ event, Congress leader
Adhir Ranjan Chowdhury on Friday said if it is a
Constitution day then the government should have
allowed everybody to speak on the occasion.
“If it has been a Constitution day then the
government should have allowed everybody to
speak on the occasion. Only three-four people
in the government will on this not occasion is
not right. It is not a government function but a
party-specific event,” Chowdhury said. Several
Opposition parties including Congress boycotted

woman of the state
i.e. every woman
aged above 18 years.
He said that if the
Aam Aadmi Party
government is

Rs 1,000 will be depos-
ited every month in
the account of every
woman. If there are
three adult women in
a family, then this
amount of Rs 1,000
will be deposited in
the account of all
three i.e. a total of Rs
3,000 for the entire
family. But no such
plan has been an-
nounced by Kejriwal
for Delhi. Instead of
putting money in the
accounts of people in
Delhi, Kejriwal is try-
ing to entice the vot-
ers in Punjab.
In Delhi, where Ke-
jriwal is in power, his
deputy chief minis-
ter and state finance
minister Manish
Sisodia has said that
by 2047, Delhi’s per
capita income will be
equal to that of Sin-
gapore. Think, while
on one hand, cash is
being distributed to
people in Punjab, on

get is being set for

APPROACHES SC OVER COUNTING
New Delhi: TMC has approached SC urging to
postpone counting of votes of municipal elections
that were held in Tripura on November 25. The
TMC has alleged that SC orders for free and fair
municipal polls were violated and people were
not allowed to vote. Further, complainant the TMC
seeks a probe by the court-monitored panel into
the allegation levelled by them. The ruling BJP,
however, refuted the charges and said that the
opposition was trying to obtain public sympathy
fearing defeat. The counting of votes is scheduled

New Delhi: The RBI
on Friday accepted
most of the recommen-
dations of its working
group on corporate
ownership of private
sector banks, by allow-
ing unrestrained pro-
moter shareholding in
the first five years of
operations and hiking
the same to 26% after
15 years from the ex-
tant 15% and also the
new capital require-
ments. Accepting 21 of
the 33 recommenda-
tions of the internal
working group, the
central bank said the
remaining sugges-
tions are under its con-
sideration. The move
will benefit leading
banks like Kotak Ma-
hindra  IndusInd,
among others, which
have been seeking
more time from the
regulator to divest
their stakes for many

taking a bribe of Rs 45,000 in Bharatpur. The regional officer H R Kasana, against whom an ACB enquiry is al- ready going on, had de- manded the bribe from the complainant to is- sue NOC for crusher. One would feel let down and dis- mayed as to whatever hap- pened to that wonderful idea of ‘corporate conscience’ — of training programmes that are held with good intent, with all the right ingredients in place. A jazzy five-star con- cept, high-tech presentations, and critique, and innate ex- clusivity . It, of course, pays to attend such sessions and learn from them. Ethics isn’t as easy as it sounds. Says Karan Shah, a legal professional, “Agreed that there are a host of or- ganisations that take opti- mal interest in promoting ethics, albeit whatever good that has emerged may not have put to shame the perpe- trators and led them to their doom, or out of business, or transformed the imperti- nent. This is, indeed, the ba- sic and, perforce, the essen- tial truth, notwithstanding that rainbow effect — of a certain deterrence in place.” Agreed too that most of our ethics, or vision, pro- grammes — whatever they are, in reality — have not led us to paradise. Yet, one can- not cast the entire idea as fanciful and have it dumped in the Indian Ocean. We’ve got to look at ethics per se without prejudice. This is be- cause a qualified interest in ethics training has contin- ued to grow positively, every year. This bids fair to promot- ing understanding, empathy, and dogged realism — while using the best practices and other allied paraphernalia for a higher purpose. This brings us to a handful of inevitable questions. What canbereallyachievedthrough ethics programmes? Can these training concepts con- tribute something to the bet- terment of the individual, or the organisation? How does aneffectiveprogrammework? How can one use, or measure, some known, or unknown, in- dices to scanning and evaluat- ing ‘planned’ effectiveness? It isn’t easy, because there are pitfalls? Yes. Here’s one example. When the ethical character of a company is always set by its big bosses, wielding a bag of ethical choices can be dangerous, also injurious, to one’s ca- reer. There is also a ‘catch.’ As Bhaskar Rao, a senior manager, puts it, “When your chief feigns a commitment to ethics and does something different, what can you do, at your level? Not much.” Analysts opine that legis- lated ethics may not work at all. Self-regulation, they say, can possibly work with such guidelines as codes of con- duct — but, not always. Rea- son? Any newly-acquired ‘tool’ can be ruthless. So also regulation of ethics. Ethics cannot overcome all contin- gencies. The only way it can be made use of in training is by way, or methods, of dis- cussion, appreciation, ac- knowledgment, discovery and development, and not on the basis of a taut resolution which only defines behav- ioural codes, or parameters. Ethics can be generalised by implication, yes — of a set of rules of demeanour that mirrors the sentiments and character of the workforce. Ethics training becomes vi- tal when companies need to answer challenges — from employees, stock and share- holders, governmental regu- lations etc. Agreed that eth- ics programmes cannot change personal values, or cure all the ills of men, wom- en, and the world, but they can offer us a platform for discussing moral issues and questions — and, to arriving at optimally viable choices. All of us face ethical dilem- mas, every day . As Jack Casey , author of “Ethics in the Fi- nancial Marketplace,” puts it, “Ethics training should teach people how to work through complex issues with those who are knowledgeable about thealternatives.”AddsThom- as von der Embse, a noted ethics-management guru: “For many people, ethics sim- ply means staying out of trou- ble.” He explains, “Ethics has acertainamountof economic motivation because getting caught may mean losing your job. But, there are people who have maintained a sense of conscience and an awareness of the so-called consequences of their actions. They are not campaigning for a particular issue, but for a renewed sense of conscience in the organisa- tion. They want to be able to feel good about what they are doingandtheywanttobeable to sleep at night. They are the pioneers; they are also path- finders in the field of ethics.” People are, doubtless, proud to work for companies known for high ethical standards, vi- sion, openness, and values. Also,forcompaniesthatinvest in people. And, for good rea- sons, a large number of com- panies have found it advanta- geous to discover, foster, and nurture their corporate con- science. This is the best thing that has happened ever since the invention of the word, eth- ics, its tenets, or principles. New Delhi: Stating that the Constitution Day cel- ebration is a ‘specific party’ event, Congress leader Adhir Ranjan Chowdhury on Friday said if it is a Constitution day then the government should have allowed everybody to speak on the occasion. “If it has been a Constitution day then the government should have allowed everybody to speak on the occasion. Only three-four people in the government will on this not occasion is not right. It is not a government function but a party-specific event,” Chowdhury said. Sharat K Verma New Delhi: Delhi Chief Minister Arvind Kejriwal has announced in Punjab that he will give Rs 1,000 every month to every adult woman of the state i.e. every woman aged above 18 years. He said that if the Aam Aadmi Party government is formed in the state, Rs 1,000 will be depos- ited every month in the account of every woman. If there are three adult women in a family, then this amount of Rs 1,000 will be deposited in the account of all three i.e. a total of Rs 3,000 for the entire family. But no such plan has been an- nounced by Kejriwal for Delhi. Instead of putting money in the accounts of people in Delhi, Kejriwal is try- ing to entice the vot- ers in Punjab. In Delhi, where Ke- jriwal is in power, his deputy chief minis- ter and state finance minister Manish Sisodia has said that by 2047, Delhi’s per capita income will be equal to that of Sin- gapore. Think, while on one hand, cash is being distributed to people in Punjab, on the other hand, a tar- get is being set for Delhi of a time 26 years from now. However, with the massive announce- ments made by Kejri- wal in Punjab, Goa and Uttarakhand, the expectations of the people of Delhi have also increased. They are feeling that the municipal elec- tions are to be held in Delhi next year and Kejriwal has to win these elections at any cost, so it is possible that he will an- nounce to provide cash to the people in Delhi also. SONIA MEETS MANMOHAN, ENQUIRES ABOUT HEALTH New Delhi: The RBI on Friday accepted most of the recommen- dations of its working group on corporate ownership of private sector banks, by allow- ing unrestrained pro- moter shareholding in the first five years of operations and hiking the same to 26% after 15 years from the ex- tant 15% and also the new capital require- ments. Accepting 21 of the 33 recommenda- tions of the internal working group, the central bank said the remaining sugges- tions are under its con- sideration.
