WILL BJP PLAY BALL
ON CASTE CENSUS?
SHAH DROPS HINT
he Bharatiya Janata Party appears to have
second thoughts on the caste census which
has become an election issue in the hands of
the opposition parties. The caste census was made an
issue by Bihar Chief Minister Nitish Kumar who car-
ried out a survey of Other Backward Classes in order
to help them get their due advantage in reservation
and to also secure votes in the poll-bound states and
in the Lok Sabha elections in 2024. The BJPhas been
opposed to a rushed census based on castes and has
blamed the Congress for trying to use it for political
advantage.
Union Home Minister Amit Shah’s statement on
Friday gives the impression that the BJP may also
join the party. Shah told journalists that the BJP has
never opposed caste census, but decisions have to be
taken after careful thought.
The Opposition has been demanding a nationwide
caste census which could become an important poll
issue in 2024, especially in UP.

AIR POLLUTION IS BACK
TO CHOKE PEOPLE

old adage. A photograph showing England
skipper sitting on his haunches using an in-
haler to breathe in heavily polluted air during a prac-
tice session at the Chinnaswamy stadium in Ben-
galuru spoke volumes about the quality of air being
inhaled not just in the capital of Karnataka but also
in Mumbai and Delhi where air pollution is routine-
ly becoming a cause of concern. Mumbai is a recent
entrant to the list of cities with poor air quality despite
enjoying the geographical advantage of being a
coastal city. Some experts blame Mumbai’s poor air
quality to a recent
spurt in construction
activity. Once the
construction activity
is over the air quality
will improve.
In terms of air pol-
lution Delhi is excep-
tional. Panic buttons
keep getting pressed
year after year but
the problem persists.
Burning of agricul-
ture waste in Punjab
and Haryana still
continues and regis-
ters a spike around
this time of the year.
Weather makes it
worse as the air tends to spiral downwards with pol-
luting particles causing a haze and making the air
unbreathable. Industrial activity and vehicular pollu-
tion add to the environmental problem. The Delhi
government tried to improve the situation but has so
far not succeeded.
To improve the air quality in Delhi requires a na-
tional plan in which all the states, especially Delhi’s
neighbouring states, take up the issue of air pollution
as a national health hazard and speed up remedial
measures. If vehicular pollution and construction
activities are checked the air quality will breathe sub-
stantially and inhalers can be avoided.

largest in the world, there
is a greater need to raise
GDP and the income of all
Indians. Globally, India is
ranked 125th in terms of
per capita income. Why
can’t we acknowledge
that a large percentage
of a company’s profits go
straight to the owners,
with only a little fraction
going to shareholders and
minimum wage workers?
In nations like India, the
gap between the rich and
the poor is getting wider.
India is now the most
populous nation in the
world, having surpassed
China in terms of popula-
tion, but about 80% of the
population is experiencing
economic hardship due to
rising unemployment and
inflation rates. Perhaps
Governor Shaktikanta
has analyzed the current
situation, foreseeing future
consequences similar to
America’s 2006 reces-
sion, and therefore, he has
urged banks and other
financial institutions to
strengthen their internal
financial mechanisms
significantly.

last month
warned banks and NBFCs
to be on the lookout for the
sharp rise in personal loans
made by Indians. This an-
nouncement has led to the
quick spread of rumours
about why the RBI is con-
cerned. However, Gover-
nor Shaktikanta Das has
also clearly drawn attention
to the sudden increase in
credit card transactions
these days. There has been
more than 30 percent
growth in credit card pay-
ments by July and August
2023 and it is estimated to
be around Rs 2.17 lakh
crore. The figures of an-
other RBI report are even
more surprising when it is
seen that in comparison to
the last two decades of the
present century (2010,
2020), the highest increase
in personal loans has been
recorded so far in the year
2023 and this is compara-
tively much higher than the
loans of agriculture, indus-
try and service sectors. It is
disappointing that there has
been no increase in banking
loans to the agricultural
sector for the last three dec-
ades and that is why both
unemployment and infla-
tion remain a serious issue.
From the industry point of
view, there was a growth in
loans only in the first dec-
ade and a continuous de-
cline was seen in the subse-
quent two decades. How-
ever, there is a continuous
growth in the service sec-
tor, which is very pleasant
and due to which the GDP
of the Indian economy is
continuously increasing
rapidly at the global level.
These days, it’s becom-
ing abundantly evident that
one of the primary factors
raising the average person’s
spendingcapacityistherise
in personal loans. To put it
another way, it most likely
indicates that the customer
is using a credit card or
bankloantopayforhispur-
chase rather than obtaining
a loan. This discussion is
often ended in the social
discoursebylinkingittothe
fascinationforluxurylifeor
theblindracetoadoptwest-
ern style, whereas the situa-
tion is quite the opposite
because the narrative of
economic analysis is pre-
sentingthatIndiansarecon-
stantly increasing their ex-
penses compared to their
income. The RBI’s 2023
CCS report (January,
March, May and July) also
showsthat50percentofthe
respondents believe that
there has been no increase
intheirincome,whichisthe
sameaslastyear.27percent
of the people believe that
their income has decreased
compared to the previous
year.Itisclearfromthisthat
about 80 percent of the peo-
plebelievethattheirincome
is not able to cope with the
increase in their expenses.
Regarding expenses during
the same period, the CCS
report of the RBI also indi-
cated that about 75 percent
of the people believe that
their expenses have in-
creased this year compared
to the previous year. In
terms of expenses, about 20
per cent of the respondents
also believe that their ex-
penses are the same as last
year and only 5 per cent be-
lieve that their expenses
have come down. Apart
from this, 85 percent of the
people have also said in the
RBI survey that their ex-
penditure on domestic and
daily needs has increased in
the year 2023.
In this context, it is ex-
tremely important to un-
derstand one more thing:
for the past few months,
inflation figures in the do-
mestic market have re-
mained almost at their
highest levels, regardless
of some global reasons be-
hind it. The analysis of all
these facts clearly points to
a conclusion that, on one
hand, inflation is rising,
meaning the comparative
value of every item is in-
creasing, while on the oth-
er hand, the percentage of
an individual’s expenses is
also increasing compared
to the previous year, even
if the person’s income has
either remained the same
as last year or decreased.
Certainly, the financial
source for meeting these
expenses is either bank
loans or credit cards.
Moreover, if the continu-
ous rise in inflation and
decreasing financial in-
come are not affecting
someone’s expenses, it un-
doubtedly indicates a de-
crease in their purchasing
power, which is not benefi-
cial for the country’s eco-
nomic situation. Due to
these circumstances, inter-
est rates on bank and
NBFC credit card loans
increased by 30 percent,
vehicle loans by 20 per-
cent, and personal loans by
23 percent until August of
the current financial year.
Another alarming aspect is
that the percentage of un-
secured loans in the bank-
ing and NBFC sector has
increased in the past two
years, according to the fig-
ures. By July 2023, the
amount of unsecured loans
in the Indian banking sec-
tor was Rs 12 lakh crore.

In the case of the Jal Jee-
van Mission scams, the
ED team searched the
residence and office of
many officials, including
theACS of Water Supply
Department, SubodhAg-
garwal on Friday. Earli-
er, the ED had conducted
raids in Jaipur, Alwar,
Neemrana, Behror and
Shahpura on September
1 in connection with the
PHED scam under the
provisions of the Preven-
tion of Money Launder-
ing Act, 2002 (PMLA).
Raids were conducted
at 26 places in Rajasthan
and a total of Rs 11.03
crore cash and goods
were seized. This in-
cludes gold worth Rs
6.50 crore. The ED will
call Subodh Aggarwal
and Mahesh Joshi’s OSD
Sanjay Aggarwal to Del-
hi for questioning before
November 16.
The ED said that
searches were conducted
at the residences and of-
fices of many senior of-
ficers and private per-
sons, including PHED
ACS. A total of Rs 48
lakh in cash, bank bal-
ance of Rs 1.73 crore,
property documents
worth Rs 2.21 crore, dig-
ital devices and incrimi-
nating documents have
been seized.

scam, official sources
said. A total of Rs 48 lakh
in cash, bank balance of
Rs 1.73 crore, property
documents worth Rs 2.21
crore, digital devices and
incriminating documents
have been seized. Rs 45
lakh cash was found from
the residence of property
dealer Ramvtar Sharma.
ED has seized documents
of investment of property
dealer Alok Khandelwal.
These people are said to
be close to Aggarwal.

the ACB had registered a

investigation. “In Octo-
ber, the ACB registered
another case. It is based
on the allegations made
against Mittal in the pre-
vious case. The applicant
was made accused on the
basis of so-called conver-
sation between two per-
sons. The applicant did
not demand a bribe from
the co-accused,” he said.

BEATEN, BURNT ALIVE BY HUSBAND IN JAIPUR
Jaipur: A 28-year-old married woman was allegedly
burnt alive by her husband in the Sanganer Sadar
area, police said. Police informed the deceased,
identified as Sabina, was allegedly beaten and then burnt
alive by her husband, Najeeb Ansari. “A dispute broke out
between the couple, following which, the victim was brutally
thrashed by her husband. When the wife complained about
this to her family members, the accused poured turpentine
oil on her and set her ablaze,” police said. “The woman
was admitted to SMS Hospital in critical condition, but she
died during treatment,” added police.

Harmada area of the
city. After school was
over, four youths kid-
napped the two stu-
dents. After the kidnap
at gunpoint and assault,
the kidnappers made

identified. Web casting will be done at 26,084 booths
including these centers on November 25. Uninterruptible
power supply has been ensured for webcasting. 3,85,672
applications have been received for the postal ballot.
“District Election Officers will be able to view web casting
at the district level. Along with this, the Office of the Chief
Electoral Officer at the state level and senior officials of
the Election Commission of India can watch live. Deputy
District Election Officer will be the District Administrative
Nodal Officer for web casting,” said CEO Praveen Gupta.

day exuded confidence
that his party will form
the next government in
Mizoram.
Addressing a press
conference here, the Lok
Sabha MP from Thiru-
vananthapuram in Kerala
asserted that Mizoram
will be the first state in
the Northeast where the
Congress will return to
power after 2014, when
the BJPformed the gov-
ernment at the Centre.
Mizoram was
the last Con-
gress-ruled state
in the Northeast
before the party
lost power to the
Mizo National
Front (MNF) in
the 2018 polls.
He said the
Congress cele-
brates India’s diver-
sity and strengths,
not its weaknesses.
“The Congress
will oppose one na-
tion, one language, one
code and one culture. We
are against uniformity.
We believe that we can be
united while maintaining
our diversity,” he said.
Speaking about the
BJP, Tharoor said, “The

failed to keep its prom-

Tharoor hit out at
the MNF govern-
ment, accusing it of
failing to fulfill its
pre-poll promise of
generating employ-
ment. The MNF govern-
ment has created only
2,200 jobs in the last five
years, he said.

lines. The partnership
will allow Air India cus-
tomers to “avail seamless
connections from New
York JFK, Newark-New
Jersey, Washington DC,

to and from 32 destina-
tions in the USA, Mexi-
co, and Canada onAlaska
Airline’s network”, ac-
cording to a release.
An interline arrange-
ment refers to a pact to
issue and accept tickets
for flights that are oper-
ated by the partner air-
line. When selling an in-
terline ticket, the operat-
ing airlines’ own flight
numbers are used.
The release said the
scope of the partnership
includes bilateral inter-
lining which allows both
the airlines to sell tickets
on each other’s network.
“The two airlines have
also entered a Special
ProrateAgreement,which
allows Air India to file
‘through fares’ on routes
covering Alaska Airlines’
network,” it added.This
arrangement means that a
passenger can have a sin-
gle fare for a single ticket
covering all destinations
in an itinerary. Tata
Group-owned Air India
is expanding its presence

assigned. In such a situ-

elections.”
However, if party
sources are to be be-
lieved, Yunus has not yet
given any information
regarding leaving the
membership of BJP. It is
believed that if Yunus re-
signs from the party, only
then will he be consid-
ered an independent can-
didate, otherwise he will
be declared a BJP rebel.
However, his supporters
are expecting a call from
the BJP leadership by the
November 6 morning.
Meanwhile, after the
ticket of Ritu Banawat,
wife of BJPDistrict Pres-
ident Rishi Bansal and
former candidate from
Bayana Assembly seat,

in politics, but my personality is
such that I shine even in the dust’.
The current Cong President Mallikarjun
Kharge also shone like this when there was
talk of his retirement. At that time Kharge
was considered most important person in
the Cong and got an important chair. Now
Kharge has gradually gathered an army of
his special confidants within Congress, his
personal relations with the satraps of India
Alliance have also strengthened, and
he now talks to leaders like Lalu,
Tejashwi, Nitish on daily basis. If
sources are to be believed, only
this satrap can raise the issue of
a Dalit PM in 2024. Kharge is a
big Dalit face. He also has
command of Cong, so he
can definitely tie knot. Rahul has said this
many times in public forums. It is said that
he has no special interest in becoming PM,
however, this also goes in favor of Kharge.
But recently his son Priyank Kharge created
a stir in Mysore by giving a public statement
that ‘If Cong wants leadership, he is ready
to become CM.’ Then he was rebuked by

become CM and in this work he got the full
support of State Cooperative Minister
KN Rajanna. Obviously, these latest
developments have put Kharge on

DISAPPEARED?

election analyst
Sunil Kanu-
golu? There was a time he
used to be with Prashant
Kishore, but then broke
with him and directly joined
Rahul Gandhi. He is said
to have played a major
role in Congress’s victory
in Karnataka. The Con-
gress high command was
so pleased with Kanugo-
lu’s performance that when
the Congress government
was formed in Karnataka,
he got the status of minis-
ter there. In the elections
of these five
states also,
the Con-
gress top
had given
the respon-
sibility to
Kanugolu that ‘on the lines
of Karnataka elections, he
should help the party in
the selection of candidates
by conducting ground
surveys in these states
also.’ Hence, in Madhya
Pradesh, Chhattisgarh,
Telangana and Mizoram,
Kanugolu’s opinion was
given preference and
before the announcement
of the candidates, their
lists were also compared.
But Kanugolu had no suc-
cess in Rajasthan. Sunil’s
opinion was that ‘on the
lines of Karnataka, in
Rajasthan also the tickets
of fifty percent of the
MLAs should be canceled
and new faces should be
fielded in their place.’ But
in Rajasthan, the tickets
of most of the MLAs were
repeated.

he work of finalizing the BJP’s list of
candidates for the 2024 Lok Sabha elec-
tions is underway. Mathura parliamentary
seat MP Hema Malini has recently turned 75 and
BJP’s policy is to retire people above 75 from active
politics and include them in the Margdarshak Man-
dal. So there are speculations that this time Hema
Malini will be not be given ticket from Mathura. If
sources associated with BJP are to be believed,
Kangana Ranaut can replace Hema from Mathura
in the 2024 elections. Even though Kangana has
not joined BJP yet, she has been strong on the
issue of Hindutva and keeps the Sangh’s line
forward. Recently, that statement of Kangana also
made headlines, wherein she said, “By the grace of
Lord Shri Krishna, I will definitely contest the elec-
tions.” A few days ago, she thanked UP CM Yogi
Adityanath and Uttarakhand CM Pushkar Dhami for
her recent film ‘Tejas’. Everyone in BJP is already
convinced of her brilliance.

NO INTENTION OF RETIRING, CLARIFIES RAJE
So Vasundhara Raje has no intention of retiring
yet! On Saturday, Raje reacted on retirement
statement and said, “This was said in jest. I
said this in the context of Dushyant's maturity. If I was
to retire, why would I file nomination? I have served
the state and will continue to do so.” Raje is on tour to
hometown Jhalawar for 2 days.
BJP'S RELIGIOUS CRISIS IN KARNATAKA

BJP, due to which the saffron party had to face de-
feat at the hands of Congress. The condition of party
factionalism in the state is such that till now the elec-
tion of LoP and Leader of Legislative Party has not
been held. BJP has not even been able to appoint its
new state president. The tenure of the
current state president Nalin Kumar
had ended last year itself. There is
a lot of dissatisfaction about him in
the party, yet he has been asked to
remain on the post until the party
finds its new president. The names
of Basava Raj Bommai and R Ashok are in the race
for leader of the legislature party. Anyway, OBC rise
and caste census has become a thorn in the neck of
BJP here. Sources reveal that BJP is ready to leave
the post of Leader of Opposition for its new alliance
partner HD Kumaraswamy. This time 19 MLAs of
JDS and 66 MLAs of BJP have been elected. At the
same time, powerful state leader Yeddyurappa is
putting forward the name of his son Vijayendra for
the state president. If somehow Vijayendra is not
able to make it, then Shobha Karandlaje, who was
Yeddyurappa's confidant, may also be in line. Shob-
ha comes from the Vokkaliga community, which is a
very politically influential caste. Moreover, CT Ravi is
also in the race to become the state president.

SHAH DROPS HINT he Bharatiya Janata Party appears to have second thoughts on the caste census which has become an election issue in the hands of the opposition parties. The caste census was made an issue by Bihar Chief Minister Nitish Kumar who car- ried out a survey of Other Backward Classes in order to help them get their due advantage in reservation and to also secure votes in the poll-bound states and in the Lok Sabha elections in 2024. The BJPhas been opposed to a rushed census based on castes and has blamed the Congress for trying to use it for political advantage. Union Home Minister Amit Shah’s statement on Friday gives the impression that the BJP may also join the party. Shah told journalists that the BJP has never opposed caste census, but decisions have to be taken after careful thought. Industrial activity and vehicular pollu- tion add to the environmental problem. The Delhi government tried to improve the situation but has so far not succeeded. To improve the air quality in Delhi requires a na- tional plan in which all the states, especially Delhi’s neighbouring states, take up the issue of air pollution as a national health hazard and speed up remedial measures. Globally, India is ranked 125th in terms of per capita income. Why can’t we acknowledge that a large percentage of a company’s profits go straight to the owners, with only a little fraction going to shareholders and minimum wage workers? In nations like India, the gap between the rich and the poor is getting wider. India is now the most populous nation in the world, having surpassed China in terms of popula- tion, but about 80% of the population is experiencing economic hardship due to rising unemployment and inflation rates. Perhaps Governor Shaktikanta has analyzed the current situation, foreseeing future consequences similar to America’s 2006 reces- sion, and therefore, he has urged banks and other financial institutions to strengthen their internal financial mechanisms significantly. RBIISANXIOUSFORHIGH LEVELSOFPERSONALLOANS Dr PS Vohra The writer is a columnist & financial thinker BI Governor Shaktikanta Das in his s t a t e m e n t last month warned banks and NBFCs to be on the lookout for the sharp rise in personal loans made by Indians. This an- nouncement has led to the quick spread of rumours about why the RBI is con- cerned. However, Gover- nor Shaktikanta Das has also clearly drawn attention to the sudden increase in credit card transactions these days. There has been more than 30 percent growth in credit card pay- ments by July and August 2023 and it is estimated to be around Rs 2.17 lakh crore. The figures of an- other RBI report are even more surprising when it is seen that in comparison to the last two decades of the present century (2010, 2020), the highest increase in personal loans has been recorded so far in the year 2023 and this is compara- tively much higher than the loans of agriculture, indus- try and service sectors. It is disappointing that there has been no increase in banking loans to the agricultural sector for the last three dec- ades and that is why both unemployment and infla- tion remain a serious issue. From the industry point of view, there was a growth in loans only in the first dec- ade and a continuous de- cline was seen in the subse- quent two decades. How- ever, there is a continuous growth in the service sec- tor, which is very pleasant and due to which the GDP of the Indian economy is continuously increasing rapidly at the global level. These days, it’s becom- ing abundantly evident that one of the primary factors raising the average person’s spendingcapacityistherise in personal loans. To put it another way, it most likely indicates that the customer is using a credit card or bankloantopayforhispur- chase rather than obtaining a loan. This discussion is often ended in the social discoursebylinkingittothe fascinationforluxurylifeor theblindracetoadoptwest- ern style, whereas the situa- tion is quite the opposite because the narrative of economic analysis is pre- sentingthatIndiansarecon- stantly increasing their ex- penses compared to their income. The RBI’s 2023 CCS report (January, March, May and July) also showsthat50percentofthe respondents believe that there has been no increase intheirincome,whichisthe sameaslastyear.27percent of the people believe that their income has decreased compared to the previous year.Itisclearfromthisthat about 80 percent of the peo- plebelievethattheirincome is not able to cope with the increase in their expenses. Regarding expenses during the same period, the CCS report of the RBI also indi- cated that about 75 percent of the people believe that their expenses have in- creased this year compared to the previous year. In terms of expenses, about 20 per cent of the respondents also believe that their ex- penses are the same as last year and only 5 per cent be- lieve that their expenses have come down. Apart from this, 85 percent of the people have also said in the RBI survey that their ex- penditure on domestic and daily needs has increased in the year 2023. In this context, it is ex- tremely important to un- derstand one more thing: for the past few months, inflation figures in the do- mestic market have re- mained almost at their highest levels, regardless of some global reasons be- hind it. The analysis of all these facts clearly points to a conclusion that, on one hand, inflation is rising, meaning the comparative value of every item is in- creasing, while on the oth- er hand, the percentage of an individual’s expenses is also increasing compared to the previous year, even if the person’s income has either remained the same as last year or decreased. Certainly, the financial source for meeting these expenses is either bank loans or credit cards. Moreover, if the continu- ous rise in inflation and decreasing financial in- come are not affecting someone’s expenses, it un- doubtedly indicates a de- crease in their purchasing power, which is not benefi- cial for the country’s eco- nomic situation. Due to these circumstances, inter- est rates on bank and NBFC credit card loans increased by 30 percent, vehicle loans by 20 per- cent, and personal loans by 23 percent until August of the current financial year. Another alarming aspect is that the percentage of un- secured loans in the bank- ing and NBFC sector has increased in the past two years, according to the fig- ures. By July 2023, the amount of unsecured loans in the Indian banking sec- tor was Rs 12 lakh crore.
