Title: [WFP Voucher Program- impact of the new registration process-]
SUMMARY
[WFP Erbil Sub Office and Erbil governor office started implementing new registration
process for voucher program for recently displaced people at two government buildings,
thousands of people gathered which led to overcrowding and security concerns.
Registration was halted until proper registration mechanism is put into practice].
Recommendations/ Action needed:
1- Erbil governor office represented by Ms. Vian, needs to verify all data/ cases
received as per the following criteria:
a. All cases are for displaced people ( no host community)
b. All official documents ( Civil ID- National ID- Ration card) are included in the
registration folder
2- WFO Erbil Sub office, to collect all verified data in order to include all new
beneficiaries into the voucher program (after conducting duplication checking).
3- Erbil governor office and WFP to establish/improve registration mechanism no later
than 22.March.2015
4- To Increase registration capacity
Registration process:
1- Registration mechanism was developed in order to include all the eligible displaced
people (not currently registered with WFP) within Erbil city into WFP voucher
program.
2- Two government offices were designated as the registration offices.
3- Registration dates and eligibility criteria were publically announced.
a. Registrations opens from 2/3 to 14/15 of each month
b. Only recently displaced IDP(s) (after January 2014) are eligible, and must
have all valid documents.
c. No double registration is allowed
d. Host community not eligible for voucher program at the time being.
Details of the registration:
1- Registration started on the 3rd
of Feb.2015.
2- Thousands of people approached the registration offices.
3- Eligibility verification took longer than expected due to the large numbers (most of the
cases were duplicates or non-eligible).
4- Host community started approaching the offices, trying to register.
5- Crowd trouble- large number of cases and security incidents (attacking government
officials) led to halting of the registration on 10.Feb.2105.
6- More than 30,000 registration application were received, and now under verification
process.
2. Comments/ observation:
1- Proper registration and accurate data of beneficiaries is needed to implement the
voucher programme.
2- Without new registration WFP and WFP partners will not be able to expand the
voucher program, and reach for the most vulnerable people.
3- Without new registration, people might start approaching existing distribution sites
which might led to tension/trouble at the sites
4- More capacity (human-equipment and offices) really needed at the registration
offices.
5- Clear messages to all beneficiaries (registered and non-registered) about the the
process and selection policy, and to emphasis on respecting the law and avoid
double registration.
