This document discusses efforts to develop human resources (HR) for archivists in the Regional Library and Archives Service (Dinas Perpustakaan Daerah) in East Kalimantan Province, Indonesia. It notes that of the service's 15 archival staff, only 5 have archival backgrounds, with others coming from other fields. The problems addressed are how HR development for archivists is carried out and what factors hinder the process. The study aims to describe and analyze development efforts and identify hindering factors. It argues improved archival management and HR quality are needed to properly manage the service's internal and external institutional archives.

3. Latar Belakang
Wawancara bersama Ibu Indah Kurnia, S.Tr.S.I Selaku Staff Ahli Arsiparis di Dinas Perpustakaan
dan Kearsipan Daerah Provinsi Kalimantan mengatakan bahwa “Pada Dinas Perpustakaan
dan Kearsipan Kalimantan Timur pun hanya 5 orang dari 15 total keseluruhan tenaga arsip
yang memiliki background kearsipan. Selebihnya adalah lulusan dari ilmu lain”
Kalimantan Timur belum memiliki arsiparis ahli dan terampil hal ini karena sebagai salah satu
profesi di Indonesia arsiparis masih dipandang sebelah mata dalam tugasnya sebagai
seorang pengelola arsip. Oleh karena itu dalam memenuhi beban kerja yang ada tenaga
arsip seringkali diambil dari tenaga dibidang lain/tidak sesuai dengan keilmuan kearsipan.
Dalam rangka mengemban tugas kearsipan tidak hanya didorong oleh kemauan tetapi harus
dibekali keterampilan khusus mengenai kearsipan.
Dinas Perpustakaan dan Kearsipan Daerah Provinsi Kalimantan Timur adalah dinas yang memiliki
dua tugas utama yaitu kepustakaan dan kearsipan. Dalam pelaksanaan pengarsipan dinas ini
tidak hanya arsip internal yang mereka kelola akan tetapi juga turut mengelola arsip-arsip
eksternal dari seluruh instansti perangkat daerah di Provinsi Kalimantan Timur oleh karena itu
perlu sekali pengelolaan yang baik dalam penyelenggaraan arsip tersebut. Hal itu tentunya
ditunjang dengan kualitas sumber daya manusia.

perubahan wujud atas arsip, perubahan tersebut berbasis data penyimpanan berupa cloud

permasalahan yang perlu ditanggapi secara komperhensif.
