WHEREAS, Accordingto the UnitedStatesDepartmentof HealthandHuman Services, tobaccouse1
remainsthe single largestpreventablecause of deathanddisease inthe UnitedStates,killingmore than2
480,000 Americanseachyear,withmore than41,000 of these deathsfromexposuretosecondhand3
smoke.1

WHEREAS, The American Journal of Preventative Medicine foundthatsmoking-relatedillnessinthe5
UnitedStatescostsmore than$300 billionayear,includingnearly$170 billionindirectmedical care for6
adultsand $156 billioninlostproductivity.2

WHEREAS, The Centerof Tobacco Control ResearchandEducationfoundthatcollegeswithtobacco-free8
policiesleadtolowersmokingratesandchange social normssurroundingtobaccouse withstudents,9
faculty,andstaff.3

WHEREAS, The Universityof WisconsinMilwaukee (Hereafter,UWM) hasno campussmokingregulation11
policy or smoke free zonesoutdoors beyondthe state law requiringathirty(30) footradiusof no12
smokinginfrontof exits(Hereafter30 footpolicy).13
WHEREAS, The lack of feasibleenforcementof the 30 footpolicyleadstomultiple smokerscrowding14
aroundand near highfoottrafficareason campus,exposingstudents,faculty,staff,andmembersof the15
general publictosecondhand smoke.16
THEREFORE BE IT RESOLVED; The UWM StudentAssociation(HereafterSA) endorsesthe Physical17
EnvironmentCommittee’s(HereafterPEC) effortstoimplement amulti-phase campussmoking18
regulationpolicy.19
THEREFORE BE IT FURTHER RESOLVED; The firstphase(s) of thisregulationpolicy mustinclude smoke20
free zonesthattarget highfoottraffickedspacesatUWM.21
THEREFORE BE IT FURTHER RESOLVED; The endgoal of thisimplementationplanmustseekacampus22
smokingregulationpolicy withdesignated campussmokingzones.23
THEREFORE BE IT FURTHER RESOLVED; The SA requeststhatthe PEC explorespossiblelocationsfor24
smokingzoneswithsheltersthatdonotinconvenience smokersoncampus. These possible smoking25
zone locationsshouldbe presentedtothe SA forreview before implementation.26
THEREFORE BE IT FURTHER RESOLVED; The SA requeststhatthe UW Police departmentdevelopsa27
comprehensive plantoeducate violatorsaboutthe smokingpoliciesatUWM before ticketingindividuals28
whoviolate the policy.Thisplanshouldbe presentedtothe SA for review beforeimplementation.29
2. THEREFORE BE IT FURTHER RESOLVED; Anyfeesassociatedwithviolatingthisnew smokingpolicymust30
be financiallyfeasible forUWMstudentsandshouldbe appealable throughthe SA Oversightand31
AppealsCommission.All feeproposalsshouldbe presentedtothe SA for review before implementation.32
THEREFORE BE IT FURTHER RESOLVED; The smokingregulation policy mustbe accompaniedwith33
resourcesfromthe AmericanLungAssociationtoaide students,faculty,andstaff whowishtoquit34
smoking.35
THEREFORE BE IT FURTHER RESOLVED; The smokingregulationpolicy mustbe accompaniedwith a36
robustmarketingandsignage campaigntoinformstudents,faculty,staff,andmembersof the general37
publicof thispolicychange38
THEREFORE BE IT FINALLY RESOLVED; Thisresolutionwillbe forwardedtothe office of the Chancellor,39
the office of the Vice Chancellorof StudentAffairs,the UWMPolice DepartmentChief,the office of the40
Deanof Students,UWMFacultySenate, UWMAcademicStaff Senate,andthe Chairof the Physical41
EnvironmentCommittee.A formal responseisrequestedfromthe above-mentionedpartieswithin42
thirty(30) days of receivingthisresolution.43
