Regarding a Re­Assessment of the Policy Framework for the African Standby Force 
  
              The Assembly of Heads of State and Government of the National Model African Union, 
Meeting in its Seventh Ordinary Session in Washington, D.C., on March 1, 2009: 
  
Recalling​ that Article 3 Clause (f) and Article 4 Clauses (d) and (h) of the Constitutive Act of 
the African Union emphasize the promotion of continental peace and security and provide for the 
establishment of a common defense for the African continent; 
  
Supporting​ the objectives of the original Policy Framework for the Establishment of the African 
Standby Force and the Military Staff Committee; 
  
Noting​ that the African Standby Force has fallen out of dialogue since the completion of Phase I 
in 2005; 
  
Noting​ that a preoccupation with the United States Africa Command has distracted attention 
from the implementation of the goals outlined in Phase II of the Policy Framework for the 
Establishment of the African Standby Force and the Military Staff Committee; 
  
Reaffirming ​the need for a common defense for the African continent; 
  
Committed ​to providing African nations with peace, stability, and security; 
  
Recognizing ​that the projected completion of Phase II, which assumes full operational capability 
of the African Standby Force by 2010, is no longer a realistic objective; 
  
1. Recommends​ that the Peace and Security Council establish, within the next eight months, 
a new policy framework for the establishment of the African Standby Force that extends 
the Phase II timeline to 2015; 
  
2. Encourages ​Member States to commit police and military forces to the African Standby 
Force to the best of their ability and under circumstances outlined by the policy 
framework; 
  
3. Encourages ​Member States to commit resources to the African Standby Force, according 
to their individual capability; 
  
4.   ​Requests ​that Member States participate in the maintenance of efforts   
made by the African Standby Force to promote peace and security in African 
countries.

Peace and Security Committee                                                  Resolution Number  ______  Algeria and Botswana     Regarding a Re­Assessment of the Policy Framework for the African Standby Force                   The Assembly of Heads of State and Government of the National Model African Union,  Meeting in its Seventh Ordinary Session in Washington, D.C., on March 1, 2009:     Recalling​ that Article 3 Clause (f) and Article 4 Clauses (d) and (h) of the Constitutive Act of  the African Union emphasize the promotion of continental peace and security and provide for the  establishment of a common defense for the African continent;     Supporting​ the objectives of the original Policy Framework for the Establishment of the African  Standby Force and the Military Staff Committee;     Noting​ that the African Standby Force has fallen out of dialogue since the completion of Phase I  in 2005;     Noting​ that a preoccupation with the United States Africa Command has distracted attention  from the implementation of the goals outlined in Phase II of the Policy Framework for the  Establishment of the African Standby Force and the Military Staff Committee;     Reaffirming ​the need for a common defense for the African continent;     Committed ​to providing African nations with peace, stability, and security;     Recognizing ​that the projected completion of Phase II, which assumes full operational capability  of the African Standby Force by 2010, is no longer a realistic objective;     1. Recommends​ that the Peace and Security Council establish, within the next eight months,  a new policy framework for the establishment of the African Standby Force that extends  the Phase II timeline to 2015;     2. Encourages ​Member States to commit police and military forces to the African Standby  Force to the best of their ability and under circumstances outlined by the policy  framework;     3. Encourages ​Member States to commit resources to the African Standby Force, according  to their individual capability;     4.   ​Requests ​that Member States participate in the maintenance of efforts    made by the African Standby Force to promote peace and security in African  countries.
