2. THE SPECIAL AUTONOMY OF TRENTINO
Whatdoesitmean.
The specialautonomyof Trentino (and ofneighbouring Alto Adige-
Südtirol,whichtogetherwith Trentino comprises the AutonomousRegionof
Trentino Alto Adige) wasbornfroman agreement between Italy and Austria,
signed in Paris onSeptember5, 1946 by thethenItalianPrime Minister and
ForeignMinister, Alcide Degasperi, and the AustrianMinisterofForeignAffairs,
Karl Gruber.
The text of the Statutewent on tobeapprovedby the
ItalianConstituentAssembly (in chargeofdrafting the Constitutionof the post-
fascistItalian Republic) and subsequentlybecameConstitutionalLaw No. 5,
passed on 26 Feb. 1948).
The originofourautonomygoes back manycenturies, and ismade up
ofcomplexevents, traditionsand ruleswhich the
communitieshavedevelopedover time and
jealouslyguardedthroughoutmanypolitical and social upheavals.Thisexplainsthe
attitudeof the people of Trentinoforself-rulingactingtheirown way: far
frombeingselfishisolationtheyhavealwaysmaintained a dialoguewith the world
beyondtheirfrontiers, from the remote borderregionsto the Roman
Government up so EuropeanUnion. 2
3. The Autonomyof the Province of Trento hasprimary
or exclusivecompetencesand secondarycompetences.
In the first case, the legislatorhas the
exclusivepowertoactrespectingprinciplesof the
ItalianConstitution,Italianlegal system and
internationalobligationstakenby Italy.
In the second case, thelegislatormustrespect the limits set by the
State in itsownlaws.
Exclusivecompetencesare: the protectionofhistorical and cultural
heritage, town planning, environmentalprotection,
handcrafts,tourism, agriculture and forestry, hunting and fishing,
construction and nursery school.
Secondarycompetencesare: primary and high school, hygiene and
health, sports, entertainment business, public water.

11. The ItalianLabourUnion or UIL, in Italian Unione Italiana
del Lavoro, is a nationaltradeunion center in Italy.
Itwasfounded in 1950 associalist, social democratic,
republican and
laicsplitfromItalianGeneralConfederationofLabour (CGIL,
Confederazione Generale Italiana del Lavoro).
Itrepresentsalmost 2.2 millionworkersdivideddepending
on the production categories.
In the programmatic and founder declaration approved by
delegates were indicated the UIL five founding pilasters:
- independence from political parties, from government
and from religions.
- developing autonomy of sectoral trade unions.
- adoption of democratic method via the active
participation of workers in the UIL decisions.
- strict coordination with the other two trade union
confederation: CGIL and CISL.
- intervention on all the social, economic and political
questions every time that workers interests are involved

tradeunioncategorythatbringstogetherretiredworke
rsof UIL. Ithasabout600 thousandmembers, with a
slightpredominanceof women (54%).
In additiontonationalheadquarter, there are
18regionalheadquarters and
112provincialheadquarters.
The UILP iscommittedtodefending the rightsof the
elderly and pensioners in
constantconfrontationwith the Social Security
Authorities, with the National Government and,
locally, withRegional and ProvincialGovernments.

health, well-being and social inclusionoflocalolder
people, the UILP of Trento isinvolved in information
on issuerelatedtooldage:
- recognitionof the elderlyas a resource
- disseminationofinformatictecnologiesfor the
elderly
- mobilisationfordependants
The toolsusedtoachieve the objectives are the
contributionsofspecificorganizationlike the ADA
(Associationfor the Rightsof the Elderly) and the H
Office (for Handicap), and the useof information
tecnologiessuchas the web site
