Compliance not Enforcement

2. Operator Compliance Risk Score (OCRS)
• Deployed in 2006 to help DVSA examiners
identify high risk Goods and Passenger vehicle
operators and reduce the impact of
enforcement on compliant operators.
• OCRS determines the operators risk of non
compliance based on “encounters” with DVSA
over a three year period
• All operators treated in the same way and
provides an incentive to maintain or improve
standards of compliance
3. Operator Compliance Risk Score (OCRS)
• Effectiveness of OCRS
• Annual Baseline Compliance Surveys shows that
when vehicles are selected for inspection at
random this results in an average 12.5%
offending rate.
• When OCRS is used to target high risk vehicle
operators the offending rate increases to 45% for
technical condition and 18% for other offences
such as drivers’ hours.

•A European standard for every country to introduce an
Earned Recognition Scheme?
14. Next Generation Enforcement
Ensuring that non compliance is no longer a cost
effective option and that compliance will equate to
good business value.
