Life Skills
Quality Education
The UN's Sustainable Development Goal 2030 aims to ensure that
all girls and boys complete free primary and secondary schooling by
2030. It also aims to eliminate gender and wealth disparities, and
achieve universal access to a quality higher education. Since 2000,
there has been enormous progress in achieving the target of
universal primary education for all.
The 2030 Agenda for Sustainable
Development
The UN General Assembly has adopted The 2030 Agenda for Sustainable
Development, which is a plan of action aimed at achieving the 17 Sustainable
Development Goals (SDGs) by 2030. These goals are indivisible and encompass
economic, social and environmental dimensions. One of the SDGs is the
education goal which aims to "ensure inclusive and equitable quality education
and promote lifelong learning opportunities".
Target 01
By 2030, ensure that all girls and boys complete free, publicly-funded, inclusive,
equitable, quality primary and secondary education leading to relevant and
effective learning outcomes.
Target 02
By 2030, ensure that all girls and boys have access to quality early childhood
development, care and pre-primary education so that they are ready for primary
education. The provision of at least one year of free and compulsory quality pre-
Primary education is encouraged, to be delivered by well-trained educators.
Target 03
By 2030, ensure equal access for all women and men to affordable and quality
technical, vocational and tertiary education, including university. It is imperative
to reduce barriers to skills development and technical and vocational education
and training (TVET), starting from the secondary level, and to provide lifelong
learning opportunities for youth and adults. Tertiary education should be made
progressively free, in line with existing international agreements.
Target 04
By 2030, substantially increase the number of youth and adults who have
relevant skills, including technical and vocational skills, for employment, decent
jobs and entrepreneurship. Equitable access to TVET needs to be expanded
while quality is ensured. Focus must be placed on developing high-level cognitive
and non-cognitive/transferable skills, such as problem solving, critical thinking,
creativity and teamwork.
Target 05
By 2030, eliminate gender disparities in education and ensure equal access to all
levels of education and vocational training for the vulnerable. Vulnerable groups
that require particular attention and targeted strategies include persons with
disabilities, indigenous peoples, ethnic minorities and the poor. Policies aimed at
overcoming gender inequality are more effective when they are part of an overall
package that also promotes health, justice, good governance and freedom from
child labour.
Target 06
By 2030, ensure that all youth and a substantial proportion of adults, both men
and women, achieve literacy and numeracy. The principles, strategies and
actions for this target are underpinned by the contemporary understanding of
literacy as a continuum of proficiency levels. It goes beyond the understanding
of a simple dichotomy of 'literate' versus 'illiterate'.
Target 07
By 2030, ensure that all learners acquire the knowledge and skills needed to
promote sustainable development. The content of such education must be
relevant, with a focus on both cognitive and non-cognitive aspects of learning.
The knowledge, skills, values and attitudes required by citizens to lead
productive lives can be acquired through education for sustainable development
and global citizenship education.
Target 08
Build and upgrade education facilities that are child, disability and gender
sensitive and provide safe, non-violent, inclusive and effective learning
environments for all. This target addresses the need for adequate physical
infrastructure and safe, inclusive environments that nurture learning for all,
regardless of background or disability status.
Target 09
Scholarship programmes can play a vital role in providing opportunities for
young people and adults who would otherwise not be able to afford to continue
their education. Donor countries are encouraged to increase other forms of
support to education. In line with the SDG 4 - Education 2030 focus on equity,
inclusion and quality, scholarships should be transparently targeted at young
people from disadvantaged backgrounds.
Target 10
Teachers are the key to achieving all of the SDG 4 targets. By 2030, substantially
increase the supply of qualified teachers, including through international
cooperation for teacher training in developing countries. As teachers are a
fundamental condition for guaranteeing quality education, teachers and
educators should be empowered, adequately recruited and remunerated.
