REMARKS BY MANUEL PULGAR-VIDAL
PRESIDENT-DESIGNATE OF COP 20/CMP 10
to the COP 19/CMP 9 Bureau at its meeting on
Friday, 6 June 2014 in Bonn, Germany
Thank you for giving me the opportunity to speak to the Bureau. It is a pleasure for me to be here with you today in Bonn. Let me begin by saying that the Government of Peru is looking forward to welcoming you all to COP 20/CMP 10 in Lima later this year.
I would like to give you some updating of on the political views of Peru as incoming president for the process. The Peruvian Presidency will conduct COP20 and CMP10 and its preparations trying to take into account the following elements:
Consolidation of the political will of the parties
Sense of urgency and hope
Building on trust and confidence
Focusing the process with emphasis on togetherness and inclusiveness
Ambition and constructive leadership
Peru is committed to work towards a Lima draft, with a certain structure, as much as substantive and focused as possible, to meant to be a solid basis of the legally banding agreement (LBA). For that purpose we need the engagement of the parties in bringing concrete ideas in the contact group, because is the time to achieve advance and progress our negotiations.
On the other hand, the Peruvian incoming presidency is clear that there should be a decision on information in Lima. We have to focus on having adequate balance on elements, taking into account the aspirations of all parties in a balance manner. We think this is a realistic approach and the only way to achieve progress.
The Peruvian incoming presidency will stress on workstream 2 trying to project some actions to the future in order to increase pre-2020 ambition.
Another important issue that my presidency is taking adequate political care is the issue of climate finance. We are optimist of the positive results of the GCF Board in Songdo. We believe that the priority now is the operationalization of the GCF, meaning that the adequate flows of financial are made available before Lima. We strongly believe that this will influence the course of the negotiations, by bringing enough confidence and trust to the parties.
Another key issue for us is to strengthen the global adaptation agenda and support national adaptation plans and explore its links to climate finance.
