The President-Designate of COP20/CMP10 outlined his commitment to ensuring the success of the conference in Lima, Peru. He emphasized that the conference represents a national priority for Peru and will require commitment from the government as well as civil society and the private sector. He stated that the conference must achieve a clear draft of the elements for the 2015 agreement and decisions on communicating national contributions. The President-Designate also stressed the importance of increasing climate finance, strengthening adaptation efforts, and fulfilling existing commitments under the Kyoto Protocol to demonstrate leadership towards a new climate agreement.

At the very outset, let me express: the Government of Peru is highly committed to
ensure the success of our Conference. From the logistical briefing that was held
yesterday, you must now be aware that the Lima Conference is a national priority
for Peru and involves the commitment and participation of our Government, at the
highest level, as well as our civil society and our private sector.
We will welcome you in Peru in December with great hospitality, and high
optimism on ambition of results.
Let me reaffirm my willingness to serve as President of the COP20/CMP10:
o in a consensual, open and transparent manner;
o focused on the process with emphasis on togetherness and inclusiveness;
o guided by the principles and provisions of the Convention;
o with sense of urgency and hope;
o eager to build trust and confidence; and
o with high ambition.
As President-designate of COP20/CMP10, I would like to tell you this: Lima is the
last chance before we reach a global agreement in 2015. I want to urge all
Parties for greater commitment, cooperation and a sense of ownership to help
tackle the global problem of climate change and make this milestone conference
a success.
Success will depend on the clarity of our objectives. For us, the Conference in
Lima must achieve a clear and coherent draft with the elements of the 2015
agreement. I request from all of you, dear delegates, to be focused, specific and
constructive.
As we see it, the work of the ADP from now towards Lima, should do at least
three things: first, identify all the consensual proposals; second, clarify the
proposals which are still imprecise; and third, gradually increase convergences.
We envisage a Lima draft coming out of COP20/CMP10 which captures with
clarity and coherence all the coincidences as well as the smallest number
possible of open issues.
In Lima we also need to decide on the arrangements for Parties to communicate
nationally determined contributions by early 2015. Only then would it be possible
to progress and complete the work by 2015. We urge countries to progress work
on this matter now in June, in preparation for Lima.

2. At the same time, we believe COP20/CMP10 needs to increase the clarity,
transparency and commitment for increased climate finance in the short and long
term. To do this, we attribute the highest importance to the capitalization of the
Green Climate Fund in the next months.
We also expect to strengthen the global adaptation agenda and support national
adaptation plans; as well as build confidence in the implementation of the existing
mandates and mechanisms on mitigation, adaptation, technology and capacity
building. The reinforcement in Lima of the mechanisms for loss and damage and
REDD+ are also central to us.
You will also agree that the fulfillment of the Kyoto Protocol goals is a central
requirement for any future climate agreement. First, because, in fulfilling their
obligations, the signatory countries of Annex 1 will demonstrate leadership and
the seriousness of their political will. Second, because the implementation of the
Protocol leave lessons to be learned to enhance collective action towards the
future, including for the design of the new climate agreement by 2015. In this
sense, it is crucial to accelerate in the coming months the process of ratification
of the Doha Amendment for the swift entry into force of the instrument.
Peru would also like to see that Parties at COP20/CMP 10 produce an outcome
to enhance pre 2020 objectives. As we know, ADP was created as well to explore
in Workstream 2 options to close the global ambition gap. Three years have gone
by. Only six years separate us from 2020. We believe it is time to capture in a
decision what we have learned, time to recognize and encourage new action with
high mitigation potential, and perhaps also time to articulate and support better
such action under the Convention.
We should recognize and encourage positive initiatives and success stories of
governments, civil society and private sector to increase the ambition and build
more resilient and sustainable economies.
For the achievement of these goals, I want to reaffirm our full confidence in the
work of our Chairs, Mr. Ameena Yavoli , Chair of the SBI, Mr. Emmanuel Dlamini,
Chair of the SBSTA, Mr. Kishan Kumarsingh and Mr. Artur Runge-Metzger, Co-
Chairs of the ADP. I assure them of our full support for their leadership and their
initiative to help us move forward towards Lima. We will be working together as
one single team!
We are working very closely with Poland and France to give continuity and
consistency to the work of the three Presidencies.
I want to inform you that Peru is pursuing and will continue to pursue a very
active dialogue with all parties and groups to understand your concerns and
proposals. As has been practice in the past, we intend to convene Presidency
consultations in the next months, which will always remain open for broad
participation. These meetings will be aim to explore ideas for forging consensus
on critically important topics for the success of COP 20. Information on the timing,
format and topics for these informal meetings of negotiators will be
communicated in due course. I will ensure that these informal meetings fully
respect the openness and transparency of the process.
We promise you that the Lima conference will be a place for all to hear and be
heard. We will do all that is possible to engage closely with observers.

3. We are cognizant of the significant role of the civil society which can contribute to
the success of the global climate agreement in 2015 and would like to be working
closely with them.
This is a party-driven process. So once again, I would like to stress that we come
to listen, to consult, to learn from you.
Our guiding principle in the run-up to the Lima conference is to hear the voice of
each and everyone - Parties and observers.
Let me finish with a personal note. These two days have given me the first
opportunity to assume a more visible role as President designate. I am honored
and humbled by the responsibility conferred to me to conduct the deliberations of
COP20/CMP10.
As I have said before, the Conference in Lima will have a transformative effect for
my country. It will accelerate significant normative and policy progress
domestically. It will modify radically public awareness and responsibility on
climate and environmental issues. And it will modify, we think, the way our
Government, civil society and the private sector view the links between climate
responsibility, economic growth and social inclusion. This will be the long-term
legacy for Peru.
But our aim is much larger, of course: Peru is determined to contribute to a new
global legacy on climate responsibility. I invite you to Peru, but I ask you to come
ready for compromise, ready for action, ready for solidarity.
