Generation of Farmer ID
National Payments Corporation of India (NPCI) is an umbrella
organization for all retail payments system in India. It was set up with
the guidance and support of the Reserve Bank of India (RBI) and
Indian Banks’ Association (IBA). The RBI, after setting up the Board
for Regulation and Supervision of Payment and Settlement Systems
(BPSS) in 2005
All farmers to register themselves with MAO of the
concerned mandal/Mobile app/Cyber
cafe/Agrisnet/Meeseva. They will have to produce docs
like AADHAAR Card, EPIC, and Bank A/C details for
generation of FARMER ID.

Booking of Machinery
• Farmer will book the implement/machinery in the system using
their Farmer ID and Aadhaar No., if target is available.
• Choose the machinery.Can save the choice for 15 days.
• To choose the appropriate make and model within 15 days.

Booking of Machinery
• Farmers with pre validated AADHAAR No. can go through the
permit /purchase order generation link after booking. Will view
the make, model and price of the machinery and take the print
out of the permit/purchase order.
• After generation of permit/purchase order farmer goes to the
dealer. Takes delivery of the machine paying its full cost
through RTGS/NEFT from the pre-validate bank A/c( in case of
self finance) /loan account in case of bank finance to the
account of the registered vendor/dealer.

Commissionerate/ADMINSTRATOR
• One of the important mandates of the ADMIN is to distribute
District wise and scheme wise target for different
implements/machinery.
• Admin/JDA/ADA/MAO will verify the entire invoice online
regarding engine/chassis distribution by the manufacturer to
dealer, supply and mode of payment.
• Over all admin will look after all the levels of starting from the
generation of permit/purchase order to release of subsidy
amount to the farmers.

• JDA to distribute block wise target amongst different blocks.
• JDA will verify and update dealer details
• Dash Board - Re-Conciliation of Bank Statements status
• MIS in permit generation, Supply and subsidy release status
• Monitoring at different levels ( State / District / Division / Mandal
)
7. UPLOADING OF TARGET
Commissioner & Director, Agriculture , Andhra Pradesh will allot the
scheme wise target of farm machineries / equipment to each districts
basing on the budgetary provisions.
Joint Director of Agriculture of concerned district will distribute the
allotted targets to each mandal. The target fixed for the mandal may be
split into the target for the Scheduled Castes, Scheduled Tribes
categories basing on the demographic profile.
The details of District-wise and Mandal Wise target will be made
available in the CITIZENS VIEW.
If target of any mandal for a particular machinery/equipment is
exhausted, the JDA of the concerned district will re-distribute the
target amongst the mandal depending on demand and off take of that
particular machinery/equipment. However, while doing so, the district
target for that particular machinery/equipment should remain intact.
8. APPLICATION BY THE BENEFICIARY AND ISSUE OF PERMIT
/ Purchase Order
• A genuine farmer having a farmer ID is eligible for getting all type of
Govt. assistance through DBT process .
• Aadhaar No is required for DBT scheme
• Farmer has to select make , model and dealers
• Declaration is being collected from Farmer at the time of online
application that “I /We inclusive of my /our family members have not
availed subsidy on the same machinery / equipment under any Govt
subsidy scheme before”.
• Permits / Purchase Order will be generated as per the availability of
target with a QR Code taking the value of Farmer id, Name, subsidy
amount and Permit No. / Purchase Order No.
9. Supply of Implement
After permit generation, SMS will be sent to Dealer/ Vendor for
delivery of the machine.
Farmer approaches the concerned Dealer for getting machine .
Farmer deposits full cost by using NEFT/RTGS from his registered
account to dealer account which is previously captured at the time of
Dealer Registration.
Dealer has to enter the UTR No/ Transaction No of the fund transfer
Dealer takes the photograph of implement, farmer and him/herself and
also the GPS location of the place using Mobile App.
Dealer selects the engine no, Chassis No from the list entered online
by the Manufacturer and sales the machine to farmer
Retail Invoice/ Receipt will be uploaded from the dealer login.
In case of tractors and wheel type Combine Harvesters, the vendor
will upload the scanned copy of the Registration Certificate (R.C) after
registration
10. Final List of Approved Farmer’s to be
shown/displayed by the system

11. EFFECTIVE OWNERSHIP OF THE MACHINERY
/IMPLEMENTS / EQUIPMENTS
• A beneficiary who avails the subsidy on purchase of a implement/ machinery/
equipment should keep the implement/ machinery/ equipment in his physical
possession for a minimum period as stipulated here:
• Tractor / Combine Harvester etc- 5 years
• Power Tiller / Reaper / Transplanter / Self- 3 years
Propelled Post Harvest Machineries etc.
• Other machineries / Implements / Equipment- 2 years
• except manual and bullock drawn implements.
• Any form of disposal within the stipulated period will invite recovery of subsidy from
the concerned beneficiary through OPDR (Odisha Public Demands Recovery) Act..
12. Post Facto Verification
100% Post facto verification of supplied machinery will be done by the MAO
which will be generated in selection process in monthly basis.
50% Post facto verification by ADA which will be generated in random selection
process in monthly basis.
25% Post facto verification by JDA which will be generated in random selection
process in monthly basis.
If any discrepancy is noticed, the same will be brought to the notice of the JDA
through the on line mode, who in turn will suggest the further course of action
to the C & D A.
