January in Ukraine saw brief periods of hostilities and fighting that damaged critical infrastructure like gas pipelines and power lines, disrupting water supply for millions of people. Harsh winter weather with heavy snow and freezing temperatures also caused over 80 schools to temporarily close, affecting more than 30,000 students. The humanitarian situation was further aggravated by outbreaks of measles and the disruption of mobile phone networks for 2 million people in eastern Ukraine. Humanitarian agencies continued providing assistance across sectors in response to needs on both sides of the contact line.

1. UKRAINE: Humanitarian Snapshot (as of 27 February 2018)
January was marked by brief flare ups of hostilities and sporadic localized fighting particularly towards the end of the month. Damage to critical infrastructure, including gas pipelines and powerlines, meant that water
supply for 4.2 million people in Donetska and Luhanska oblasts was constantly at risk of failure. Weather conditions deteriorated rapidly with heavy snowfall and temperatures as low as minus 20 degrees. Over 80
educational facilities in the Government controlled areas (GCA) of Donetska oblast had to close temporarily, affecting over 30,000 students, while access to dozens of settlements along the ‘contact line’ became difficult
or, at times, impossible. Since late December, the ‘Vodafone’ mobile network in the Non-Government controlled areas (NGCA) was disrupted, affecting 2 million subscribers, including those relying on SMS notifications
to renew their displacement status for accessing pensions and social benefits. The humanitarian situation was further aggravated by over 1,200 reported cases of measles across the country, while at least 43 cases were
recorded in Donetska oblast NGCA for the first two weeks of January. Humanitarian agencies continued to provide vital assistance and protection across all sectors, including in response to the measles outbreak on both
sides of the ‘contact line’. As of 1 February, the Logistics Cluster handed over its responsibilities on preparation of convoys to individual humanitarian agencies and started to transit coordination functions to UNHCR and
OCHA.
