District Hospital Support Programme
Guideline on Use of Grant for District Hospitals
This program is implemented with a cooperation agreement between Nick Simons Institute (NSI) and
the Ministry of Health (Government of Nepal) in the selected District Hospitals where the Hospital
Management Strengthening Program has been implemented. Each selected hospital will get a block
grant of NPR 500,000 (Five Hundred Thousand Rupees). This guideline is developed to provide the
necessary information to the district managers, Hospital Development Committee (HDC) members and
the hospital staffs on the use of the block grant.
Objectives of this activity:
1. To streamline the use of block grant in line with the indicators set in Minimum Service
Standard (MSS).
2. To support for the smooth implementation of the Quality Improvement and Service
Strengthening Programme of Management Division.
Activities eligible under this grant:
This grant can be used for any activities enlisted in the MSS. However, it is encouraged to perform
activities which are not covered in the Implementation Guideline of Quality Improvement and Service
Strengthening Programme for District Hospitals. The grant shall be used in the following areas:
1. Human Resources: This grant can be used to recruit personnel for pharmacy, CSSD, laundry,
laboratory services with the decision of Hospital Development Committee (HDC).
2. Exposure visits: For exposure visits of the HDC members and staffs to the model hospitals where
the QI program is implemented.
3. Short course trainings: Short training courses for technical and support staffs like trainings on
lab, x-ray, CSSD, laundry can be provided through this grant.
4. Repair and maintenance: To complement the deficit amount for QI fund from Management
Division.
5. Procurement of equipment: To complement the deficit amount for QI fund from Management
Division.
Basic requirement of District Hospitals to apply for the grant:
1. The District Hospital has to submit the following documents:
a) Last report of Minimum Service Standard (MSS).
2. March 2016
b) Audit report of the income and expenditure for last fiscal years by HDC.
c) Estimated income and expenditure of the current fiscal year.
2. The fund request has to be made along with an Action Plan as per Annex.
3. The grant will be transferred to HDC bank account after the review of the work plan by NSI and
Management Division.
Reporting and Audit:
1. The detail of the expenditure has to be submitted to NSI.
2. The report on use of Quality Improvement and Service Strengthening Program has to be
submitted to all the related authorities.
3. The financial transaction has to be recorded in TABUCS.
